Why were F-15EX deliveries delayed?
The Air Force Life Cycle Management Center’s F-15 System Program Office said a strike at Boeing’s St. Louis facility stopped the F-15EX production line from August 4 through November 17, 2025. The office reported that the interruption significantly disrupted the delivery schedule and affected modernization of the U.S. Air Force fighter fleet. The production stoppage explains the delay; it does not, by itself, establish how many aircraft remain late. The available official updates do not publish an aircraft-by-aircraft count of overdue or undelivered jets.
What happened after production stopped?
Deliveries to Portland resumed
On December 15, 2025, the Air Force reported that F-15EX deliveries to Portland had resumed. The F-15 System Program Office, Boeing and the Defense Contract Management Agency worked together to mitigate the effects of the delay. A first Kadena-bound aircraft moved to Portland
On August 28, 2026, the first F-15EX designated for Kadena departed Boeing’s St. Louis facility for Portland. The aircraft was to receive additional updates and preparation there before its eventual movement to Kadena. Its departure from St. Louis was a milestone in the transfer process—not confirmation that it had arrived at Kadena. [18th Wing Public Affairs, Sept. 3, 2026]
When are F-15EX aircraft expected at Kadena?
The 18th Wing said F-15EX aircraft were scheduled to begin arriving at Kadena in fiscal year 2027. That is a planned start date, not a statement that the full fleet will be in place during that fiscal year. What do official schedules and contracts tell us?
The Air Force’s fiscal year 2027 aircraft procurement budget, published in April 2026, includes an F-15EX production schedule that identifies Boeing’s St. Louis facility as the manufacturer and lists planned production rates and manufacturing lead times. Those figures are procurement planning assumptions; they are not proof that aircraft were actually completed or delivered on those dates. On September 30, 2026, the Air Force Life Cycle Management Center announced a Lot 7 agreement covering 22 F-15EX aircraft. The announcement said the agreement accounted for the 2025 production disruption and broader defense-industry inflation, and maintained all 22 aircraft within available funding. What remains unknown about the backlog?
As of October 7, 2026, the official updates cited here establish the length of the production stoppage, the resumption of Portland deliveries, a Kadena-bound aircraft’s departure for Portland, and a planned FY2027 start for Kadena arrivals. They do not establish the total number of aircraft still overdue or undelivered, or provide a complete revised contractual delivery schedule by lot. A precise current backlog figure should therefore not be inferred from the strike dates, budget schedule, or Lot 7 contract announcement.
