At CES 2025, AMD said demand for its Ryzen 7 9800X3D had exceeded expectations and pointed partly to Intel’s competing Arrow Lake desktop CPUs. AMD also said the processor’s specialized 3D V-Cache manufacturing process made a quick supply increase difficult. Those comments explain AMD’s account of the shortage reported in January 2025; they do not prove Intel caused it or establish whether the shortage continues today.
What AMD said about Intel’s Arrow Lake CPUs
AMD executive Frank Azor made the headline-grabbing remark during a roundtable with reporters at CES 2025 in Las Vegas. As quoted by Tom’s Hardware on January 9, 2025, Azor said: “We knew we built a great part. We didn’t know the competitor [Intel] had built a horrible one,” then added, “So the demand has been a little higher than we forecasted.” The bracketed identification of Intel appeared as an editorial clarification in the published quotation.

That was a competitive quip and AMD’s explanation for why demand surpassed its forecast—not independent proof that Arrow Lake was a poor product or the cause of the 9800X3D shortage. The interview did not quantify how much demand AMD attributed to Intel, nor did it provide market-wide shortage figures or sales totals. PCWorld also reported the remarks and manufacturing timeline in its January 9, 2025 account.
Why AMD said supply could not rise quickly
AMD executive David McAfee said the company had increased monthly and quarterly output of Ryzen 7000X3D and 9000X3D processors, while demand for the 9800X3D and 7800X3D was unusually strong. He described the shortfall as the cumulative time needed to produce the compute die, prepare the cache wafer, and complete the 3D stacking process—not a single component or production stage identified as the bottleneck.
#1 Best Overall
- The world’s fastest gaming processor, built on AMD ‘Zen5’ technology and Next Gen 3D V-Cache.
- 8 cores and 16 threads, delivering +~16% IPC uplift and great power efficiency
- 96MB L3 cache with better thermal performance vs. previous gen and allowing higher clock speeds, up to 5.2GHz
- Drop-in ready for proven Socket AM5 infrastructure
- Cooler not included
McAfee said conventional semiconductor production takes about 12 to 13 weeks from wafer start to finished product, with 3D V-Cache stacking adding more time. In Tom’s Hardware’s account, he said the X3D ramp took longer than a quarter. That is an executive’s description of AMD’s production timeline, not an independently audited manufacturing disclosure.
“Building a traditional semiconductor, it’s basically 12 to 13 weeks from when you start a wafer to when you get a product out the other end of the machine,” McAfee said. “The [3D V-Cache] stacking process adds time to that, and so it’s longer than a quarter horizon [three months] to really ramp output of those products.”

McAfee also called demand for the 9800X3D and 7800X3D “unprecedented.” He described preference for eight-core X3D processors over higher-core-count X3D models as “10-to-1”; that is his qualitative comparison as reported in the interview, not a published sales statistic.
What the January 2025 shortage meant for buyers
The Ryzen 7 9800X3D is an eight-core, 16-thread desktop processor with a 120W TDP. Tom’s Hardware reported its launch MSRP as $479 in the United States and £449 in the United Kingdom. Those are launch-era figures from the January 2025 report, not current prices or evidence of what a buyer should pay now. The report’s retailer table marked the processor unavailable at Amazon when checked January 14, 2025; that dated listing says nothing about present-day inventory, sellers, delivery, or street price.

For a purchase decision today, check current listings and recent independent reviews rather than relying on the 2025 shortage report. AMD’s own gaming comparison document pairs the 9800X3D with Intel’s Core Ultra 9 285K, but it is vendor-authored material and does not settle the broader performance comparison. A useful buying comparison should account for the games and resolution tested, graphics card, memory, power settings, BIOS and software versions, test date, non-gaming workloads, platform compatibility, and current prices.

The comments and retailer status describe conditions reported in January 2025. They establish that AMD said demand exceeded its forecast and that its X3D production process made ramping supply take longer than a quarter. They do not establish whether a shortage persisted into October 2026, what current inventory looks like, or whether Arrow Lake was the decisive cause. No current stock or price claim follows from the historical reporting.
