Airfare prices change because U.S. domestic fares are set in a deregulated market, and the price you see depends on the route, airline, itinerary, fare type and services included. Airline costs—including fuel and other operating expenses—are part of the economics, but a change in fuel prices does not translate mechanically into a predictable change for a particular seat. To compare offers, look at the same itinerary and the full fare, then check restrictions and optional charges.
Why do flight prices vary?
Route, airline and itinerary
After U.S. domestic fares were deregulated, airlines set fares in a market shaped by conditions on particular routes and by competition among carriers. The U.S. Department of Transportation (DOT) tracks domestic fares across nearly 7,000 city-pair markets in the contiguous 48 states, illustrating how many different markets sit behind a broad “average airfare” figure. DOT’s Domestic Airfare Consumer Report details explain that average prices can differ when the service differs—for example, a nonstop flight versus a connecting itinerary, or different airports serving the same city. A low fare on a different route, airport or flight pattern is not necessarily a like-for-like alternative.
Airline operating costs
Fuel is one part of airline operating costs, not the whole cost base. DOT’s methodology for the Standard Industry Fare Level (SIFL) separates fuel and non-fuel components and notes fuel’s volatility. That distinction helps explain why costs matter to airline economics, but it does not establish that a particular fuel-price movement will cause a specific ticket price to rise or fall by a predictable amount.
Fare type and included services
A ticket’s price also reflects what its fare rules and amenities include. DOT says discounted or basic economy fares generally have stricter rules, which may include baggage limits, nonrefundability or no seat assignment; first and business class tend to offer more amenities. Compare the rules and services attached to each fare rather than treating the lowest headline price as the full value of the trip. What does an airfare average tell you?
DOT’s 2025 third-quarter report describes domestic average fares as including taxes and airport fees, but excluding free award tickets and ancillary charges such as baggage, seat upgrades and change fees. The average reflects prices paid across passengers and markets; it is not a live quote for your itinerary. DOT cautions: “Because airline prices fluctuate constantly, these reported averages likely won’t match current ticket prices.” Use historical averages as market context, not as a forecast or a price you should expect to find today. How to compare fares fairly
Use the same trip details when comparing offers, and evaluate the total cost alongside the conditions of travel. For U.S. airfare advertising, the displayed fare must include applicable government taxes and fees and mandatory carrier-imposed surcharges. DOT states: “Wherever an airfare is advertised, such as on a website, in an email, or during the booking process, the fare price must include all applicable government taxes and fees, and any mandatory carrier-imposed surcharges.” Optional services and fare restrictions still need separate attention. - Match the trip. Compare the same origin, destination, travel dates and airports.
- Match the service. Note whether each itinerary is nonstop or connecting and whether the flight times and other conditions suit your needs.
- Compare the displayed total. Check that applicable government taxes, fees and mandatory carrier surcharges are included.
- Read the fare rules. Check refundability, change conditions, baggage limits and seat-assignment terms.
- Add optional charges. Account for any baggage, seat selection, upgrades or other services you expect to use.
Once you have fully purchased a ticket and completed the transaction, the airline generally cannot increase its price or require additional payment. DOT describes a limited exception if you were notified of a possible increase in a government-imposed tax or fee and consented to it. DOT’s consumer guidance covers this protection.

The available DOT information does not establish a universal best day to book or a reliable advance-booking window. It also does not explain individual airlines’ pricing algorithms in enough detail to attribute a specific fare change to a particular search or browsing behavior. Treat timing rules and claims about what caused one particular fare to move cautiously; compare live offers for your exact itinerary instead.
