Why a 2024 Seattle Summit Focused on a Projected 30% Rise in Northwest Electricity Demand

A 2024 forecast projected a 30% rise in Pacific Northwest electricity consumption by 2033, prompting a Seattle summit on generation, storage, efficiency and transmission.

A 2024 forecast projected that electricity consumption across the Pacific Northwest would rise from about 23,700 average megawatts (aMW) in 2024 to about 31,100 aMW in 2033—an increase of 7,400 aMW, or more than 30%. That projection helped prompt a July 15, 2024, energy summit in Seattle. It was a forecast for the region, not a measured 30% increase and not a forecast for Seattle alone.

What the 30% projection measures

The Pacific Northwest Utilities Conference Committee (PNUCC) made the projection in its May 2024 Northwest Regional Forecast of Power Loads and Resources, August 2024 through July 2034. The forecast estimates annual electricity consumption at about 23,700 aMW in 2024 and about 31,100 aMW in 2033. That is a projected increase of 7,400 aMW, described by PNUCC as more than 30% over ten years, with a 3.1% compounded annual energy-load growth rate. PNUCC’s 2024 forecast

An aMW is a measure of average power over time, used here to express annual energy consumption. It is not the same as a peak-demand figure or the nameplate capacity of a power plant. The forecast horizon runs from August 2024 through July 2034, so “in 10 years” is a rounded description of the period, rather than a claim that demand will hit a particular level on a single date.

The 30% figure was a forecast, not evidence that demand had already risen by that amount. PNUCC’s previous year’s forecast projected 24% growth over ten years, illustrating that these projections can change as assumptions and plans are updated.

Why the summit was convened

U.S. Senators Maria Cantwell and Ron Wyden and the Washington Department of Commerce convened the Seattle summit on July 15, 2024. Reported attendees included utility-group leaders, officials from the U.S. Department of Energy and Pacific Northwest National Laboratory, a tribal representative, nonprofit directors and climate-tech companies. The meeting put a regional planning challenge on the table: how to expand supply and grid capability while shifting to lower-carbon resources.

Crystal Ball, PNUCC’s executive director, said in the May 2024 forecast that demand growth and the transition to lower-carbon generation created an urgent need to upgrade electricity infrastructure, including transmission and grid technologies. At the summit, Ball told GeekWire, “There is currently no clear plan or set of projects underway that are sufficient to meet the overall need.” That warning described the challenge as seen in July 2024; it was not a finding that the region had already failed to serve electricity customers. What could drive electricity use higher

PNUCC identified data-center expansion, high-tech manufacturing and electrification as contributors to projected demand growth. Summit coverage also pointed to electrification of transportation, heating and cooling, industrial processes, and extreme weather, including heat waves. The cited sources do not assign a percentage of the forecast increase to any one driver, so none should be treated as a quantified share.

These pressures can affect the grid in different ways. More electricity used across a year raises the energy that utilities must supply; a heat wave or cold snap can also create a concentrated peak when many customers need power at once. Planning for both requires more than adding up annual consumption.

Why a demand forecast is not a reliability verdict

Annual energy consumption and peak capacity answer different planning questions. Annual energy helps estimate how much electricity is needed over time. Peak capacity concerns whether enough dependable power is available at the hours when demand is highest. A resource’s installed nameplate capacity does not by itself show how much power will be available at a particular peak, in a particular place, or during prolonged extreme weather.

PNUCC describes its load-resource balance as a trend-tracking barometer, not a resource-adequacy assessment. A projected gap between loads and resources is therefore a planning signal, not proof that the Northwest will fail to meet demand. The forecast is useful for identifying pressure points, but it does not on its own establish the likelihood or timing of an outage. PNUCC’s explanation of the forecast and load-resource balance

What the forecast says utilities may add

PNUCC reported about 29,000 MW of planned new resources over the decade. That is nameplate capacity in utility plans, not a tally of completed projects or guaranteed future supply. The committee notes that utility plans are frequently reviewed and updated. The forecast covers a portfolio that includes wind, solar and batteries, alongside hydroelectric capacity, efficiency, demand response, transmission expansion and regional coordination.

The scale of planned capacity should not be compared directly with the 7,400 aMW projected increase in annual average consumption: MW of nameplate capacity and aMW of average energy load are different measures. Whether a resource helps meet a peak also depends on its availability, duration, location and ability to deliver electricity through the grid.

Efficiency and demand response

The forecast projects about 2,000 aMW of cumulative energy-efficiency savings over ten years. Efficiency reduces the amount of electricity needed to provide services such as lighting, cooling or industrial output; the projected savings are not the same as a new generating plant’s nameplate capacity.

PNUCC also projected demand response to grow. Summer demand response rises from about 500 MW in 2024 to more than 1,000 MW in 2033; winter demand response rises from more than 200 MW to close to 600 MW. Demand response can reduce or shift electricity use during constrained periods, but its usefulness depends on when and how participating customers can adjust consumption.

Storage and longer-duration needs

PNUCC said commercial utility-scale batteries at the time were generally designed for about four hours of discharge. Batteries can shift electricity across shorter periods, but a region facing prolonged peaks and fuel limitations may also need resources that can sustain output longer. The forecast discussed long-duration storage as a possible complement.

Multi-day storage, clean hydrogen and advanced nuclear could affect the future mix, but PNUCC did not include them as planned future resources in this forecast. They should not be counted as though the 2024 utility plans already guaranteed their contribution.

Why transmission and coordination matter

New generation does not solve a local shortage if the grid cannot move the electricity to where and when it is needed. PNUCC emphasized transmission expansion and regional coordination as part of the response, alongside generation and grid technologies. The practical planning question is not only how many megawatts are proposed, but whether projects can be built, connected and delivered under the conditions when the system is tight.

At the summit, Cantwell called for grid operating systems technology that could make the U.S. grid “the most efficient and cost effective system in the world,” according to GeekWire. That focus on operating technology complements physical infrastructure; it does not replace transmission or supply resources.

How to assess proposed solutions

When comparing a proposed resource or grid investment, the useful questions go beyond its headline capacity. Consider:

  • Energy or peak capacity: Does it add annual energy, help at a particular peak, or both?
  • Duration and dispatchability: How long can it provide power, and can its output be directed to the hours of greatest need?
  • Emissions: What are the resource’s emissions characteristics in operation?
  • Maturity and planning status: Is it operating, under construction, approved, or only included in a utility plan?
  • Location and deliverability: Is it close to demand, and is there transmission access to carry its output?
  • Extended-weather performance: Can it contribute during multi-day heat, cold or other prolonged events?

These questions help distinguish a broad list of proposed megawatts from dependable, deliverable electricity at the time and place customers need it.

What the projection means for customers

The 2024 forecast does not calculate how a particular household’s bill will change, and it does not establish that electricity prices will rise by 30%. It describes projected regional consumption and utility resource planning. For households and businesses, the consequences of future grid investment can depend on many factors, including the mix of resources built, financing, regulation, fuel costs and transmission needs; the forecast alone does not quantify those effects.

For readers following the issue, the key distinction is between a warning about anticipated regional load growth and a report of actual outcomes. The PNUCC figures and summit discussion were a 2024 planning snapshot. The sources cited here do not establish whether the projected growth subsequently occurred or whether that forecast remains the latest.
