That can make small mortgages less attractive to some lenders—not impossible to get, and not automatically harder to qualify for. The key is to ask lenders about the loan amount you need and compare complete offers.
Why can a smaller mortgage be harder to find?
Many mortgage tasks cost roughly the same regardless of loan size. A lender must process an application, verify information, meet compliance requirements, arrange an appraisal, and service the loan. Because those costs do not shrink in proportion to the principal, they can consume a larger share of a small mortgage. The lender also earns less revenue from a smaller balance.
The U.S. Department of Housing and Urban Development (HUD) and The Pew Charitable Trusts identify fixed or semi-fixed origination and servicing costs as a significant barrier to small-mortgage lending. This helps explain why some lenders may have limited appetite for small balances; it does not establish that every lender rejects them or that a larger mortgage is easier for every borrower to obtain.
What the availability figures show—and what they do not
In a 2023 analysis of lender data from 2018 through 2021, Pew found that 38% of more than 5,000 mortgage-originating lenders issued no small mortgage during that period. This is historical evidence of limited availability across the lenders studied, not a current count or a guide to any particular lender’s policy. See Pew’s analysis.

Pew’s analysis also cited mortgage origination cost estimates of $8,243 for 2020, $8,664 for 2021, and $10,624 for 2022. Those are dated estimates reported by Pew, not a current fee quote or a universal amount charged on every mortgage. Their relevance is that costs of this kind can weigh more heavily against a smaller loan balance.
Is there a minimum mortgage amount?
There is no single nationwide minimum established by the evidence here. Individual lenders may set their own policies, and the minimum they will originate can vary. Ask directly whether a lender handles the balance you need rather than assuming one lender’s answer applies across the market.

For FHA-insured loans, HUD says that “FHA programs do not impose minimum loan amounts, nor do FHA’s policies intentionally discriminate against small mortgage loans.” But FHA loans are made by private lenders, and HUD’s policy does not require every FHA-approved lender to originate every loan size. A lender’s underwriting and business policies still matter. FHA loans also have county-varying maximum limits and require mortgage insurance. HUD’s 2022 announcement explains the agency’s position; its 2022 report discusses barriers to small-mortgage lending.
Loan size is not the same as home price
A $100,000 home does not necessarily require a $100,000 mortgage. The loan amount depends on the purchase price, the down payment, and any costs financed. A buyer putting money down on a $100,000 home will need to borrow less; a buyer purchasing a more expensive home may have a smaller mortgage if they pay more upfront. How to find and compare a small-mortgage offer
- Ask about the balance first. Contact several lenders or credit unions and ask whether they originate mortgages at the loan amount you need. Do not treat a single lender’s minimum as a national rule.
- Compare programs you may qualify for. Depending on your circumstances and the property, consider conventional, FHA, VA, USDA, or state housing finance agency programs. Eligibility and terms differ. The CFPB’s loan options guide outlines common programs.
- Compare Loan Estimates, not just advertised rates. Review the rate, lender fees, mortgage insurance, and any costs rolled into the loan. The CFPB recommends comparing offers; its Loan Estimate guide explains what to look at.
- Weigh down-payment and insurance trade-offs. FHA allows down payments as low as 3.5% for eligible borrowers, but FHA loans require mortgage insurance. Another program may have different eligibility rules and costs. Check current terms with lenders and program sources.
A very small loan is not necessarily cheaper to borrow. The CFPB notes that borrowers may pay higher rates on particularly small or large loans, but that is not a universal small-loan premium: the borrower, property, product, lender, and market all affect the offer. Use the CFPB comparison guidance to evaluate actual terms rather than assuming a rate based on balance alone.

Federal mortgage rules include points-and-fees limits for qualified mortgages that use loan-amount tiers and annual inflation adjustments. This framework can affect how fixed fees relate to a small principal balance, but it is not established as the sole cause of small-mortgage scarcity. HUD and Pew describe the broader fixed-cost and profitability challenge as the stronger explanation. The CFPB’s Regulation Z § 1026.43 text is displayed as of January 1, 2024; its dollar thresholds are adjusted annually, so consult the current rule before relying on a threshold.
