Re:

Who Pays UPI Merchant Fees in India—and When Can a Customer Be Charged?

Ordinary bank-account UPI does not carry customer-paid MDR in India, but PPI payments, RuPay credit-card-linked UPI, separate checkout fees and international QR transactions need distinct treatment.

For an ordinary UPI payment from a bank account in India, the customer does not pay a merchant discount rate (MDR). The Reserve Bank of India (RBI) records a government direction that MDR shall not be collected on UPI and RuPay debit-card transactions from January 1, 2020. A separate fee shown at checkout is a different kind of charge; the cited rules do not establish a blanket answer permitting or prohibiting every customer-facing UPI fee. Funding UPI with a RuPay credit card also follows distinct merchant rules, so it should not be treated as ordinary bank-account UPI.

First, distinguish the merchant’s fee from the customer’s bill

MDR, or merchant discount rate, is a fee charged to a merchant for payment-processing services. The RBI uses that definition in Benchmarking India’s Payment Systems. It is a merchant-side processing cost: it is not, by itself, a fee that appears on the customer’s UPI payment.

In everyday use, “UPI charge” can mean several different things: an MDR collected from a merchant, a fee imposed by a merchant or payment service and shown separately to the customer, or an exchange-related amount on an international transaction. Those are not interchangeable. To work out who is paying, identify the funding source, read the payment screen’s itemisation, and distinguish the purchase price from any separate fee.

What happens with ordinary bank-account UPI?

For the ordinary case—an India-based UPI payment funded from a bank account—the customer should not be described as paying MDR. The RBI report says the Government directed that MDR shall not be collected for transactions through UPI and RuPay debit cards with effect from January 1, 2020. This is the clearest supported answer to whether a shop can add its UPI processing cost to an ordinary UPI payment: that cost is not an MDR to collect for this transaction class under the cited direction.

The report records the direction; it is not itself the original government notification. Its statement is specifically about MDR on UPI and RuPay debit-card transactions. It should not be stretched to answer every question about a separately named convenience fee, every funding method linked to UPI, or every international payment.

What this means at a shop or checkout

  • If the customer scans a merchant’s UPI QR code and pays from a bank account, the amount entered for the purchase is not supposed to include a customer-paid MDR.
  • A merchant’s payment acceptance arrangement may have costs, but the existence of a merchant-side processing arrangement does not turn those costs into the customer’s MDR.
  • If the screen or receipt lists an additional charge, check whether it is separately identified and what it is for. Do not assume that calling a charge a “UPI fee” makes it MDR, or that the ordinary UPI MDR direction conclusively resolves the legality of every separately described fee.

Does PPI-funded UPI carry a customer transaction charge?

NPCI’s UPI Frequently Asked Questions says customers or PPI holders are not charged for UPI transactions using a PPI. It also says a customer is not charged for receiving UPI transactions from PPIs. PPI refers to a prepaid payment instrument; the NPCI answer concerns the UPI transaction, not every service that might be associated with a wallet or other account.

That distinction matters when checking a statement. A transaction charge for making or receiving a UPI payment is one question; a fee for some separate service is another. The NPCI FAQ supports the former, not a broad guarantee that every wallet-related service or account activity is free. If a fee appears, identify the service named in the terms and on the transaction record before concluding it is a charge for the UPI transfer itself.

Why RuPay credit-card-linked UPI is different

A UPI payment funded by a RuPay credit card has a separate merchant-fee framework. NPCI’s 2022 operating circular for RuPay credit cards linked to UPI describes nil MDR—including no interchange, PSP, or app-provider charges—for small offline merchants on transactions up to ₹2,000. It describes different arrangements for other categories.

The ₹2,000 figure is a threshold stated in that 2022 circular for the specified small offline merchant category; it is not a general UPI transaction cap or a current, universal fee schedule. The available circular evidence does not establish exact current rates for all other merchant categories, whether a particular merchant agreement has changed, or a universal right to pass a merchant’s costs on to the customer. Merchants should check applicable current NPCI rules and their own acquiring or payment-provider terms before relying on a rate.

For customers, the practical point is to check which funding source the payment app selected. A payment made through the UPI interface is not necessarily funded in the same way as one made directly from a bank account. If a RuPay credit card is linked, the transaction can fall under the distinct card-linked arrangement. Do not infer that the ordinary bank-account rule settles the merchant’s cost treatment for this category, or that the merchant’s possible cost automatically authorizes a customer surcharge.

Can a merchant add a convenience fee?

A separately identified convenience fee is conceptually different from MDR. The RBI’s draft guidelines on regulation of payment aggregators and payment gateways state that, in the debit-card context addressed there, merchants should not pass debit-card MDR to customers or separately charge customers in lieu of that MDR. The text also says information about other charges, such as convenience fees if levied, should be displayed before payment.

That is useful for understanding why an itemised convenience fee is not automatically the same thing as MDR. But the cited section’s explicit prohibition concerns debit-card MDR; it does not establish a universal rule that every separately named fee on every UPI transaction is either allowed or forbidden. It would be inaccurate to use the debit-card-specific passage as a blanket UPI surcharge rule.

How to assess a separate fee before paying

  1. Check the total before authorising. Look at the final amount shown in the payment flow, not just the product or service price advertised earlier.
  2. Read the line item. Determine whether the amount is described as MDR, a convenience fee, a service charge, tax, or something else. A label alone does not prove that a fee is valid or invalid, but it helps identify what is being charged.
  3. Check what you are paying with. Note whether the UPI transaction draws from a bank account, a PPI, or a linked RuPay credit card. The fee evidence differs by funding source.
  4. Keep the receipt and transaction details. If you question the amount, preserve the checkout breakdown and payment confirmation so you can raise the issue with the merchant or the relevant payment provider using the exact fee description.

The RBI draft is not, on its own, a comprehensive answer to the legal treatment of all merchant-added UPI charges. If a fee is disputed, the most useful first step is to establish exactly what the merchant charged and how the transaction was funded, rather than treating every extra amount as MDR.

International UPI QR payments: check currency conversion separately

NPCI’s UPI Global Acceptance guidance concerns QR-based payments at select international merchant locations. It tells users to review the final amount in both the foreign currency and Indian rupees, as well as applicable exchange rates or fees.

An international checkout may therefore involve an exchange-related amount that is not the same as domestic MDR. NPCI’s guidance does not establish one universal allocation of those costs for every bank, app, or overseas merchant. Before authorising, compare the displayed currency amounts and inspect any stated exchange rate or fee. If the rupee total differs from the displayed purchase price, save the confirmation and check the transaction details supplied by your bank or payment app.

Quick comparison by funding source

How the UPI payment is funded What the cited evidence says about fees What to check
Bank account The RBI report records a direction that MDR shall not be collected for UPI transactions from January 1, 2020. Separate any additional checkout line item from MDR; the cited rule does not settle every possible separate fee.
PPI NPCI says the customer or PPI holder is not charged for UPI transactions using a PPI, including receiving UPI transactions from PPIs. Confirm whether an amount relates to the UPI transaction or to a separate wallet or account service.
RuPay debit card The RBI report includes RuPay debit-card transactions in the nil-MDR direction effective January 1, 2020. Do not confuse debit-card MDR treatment with a separately described charge.
RuPay credit card linked to UPI NPCI’s 2022 circular specifies nil MDR for small offline merchants on transactions up to ₹2,000 and describes different arrangements outside that category. Check current NPCI rules and merchant terms; the circular is not a complete current rate card.
International QR acceptance NPCI advises checking the displayed amounts in both currencies and applicable exchange rates or fees. Review the final currency amounts and the app, bank, or merchant’s stated exchange-related charges.

If you see an unexpected charge

Start by identifying the payment rather than guessing from the word “UPI.” Check the confirmation screen, receipt, statement description, and payment-app record. Establish whether the source was a bank account, PPI, or linked RuPay credit card, and whether the charge appears as part of the purchase total or as a separate line.

  • For an apparent MDR on an ordinary bank-account UPI payment: ask the merchant to explain the line item and retain the receipt. The RBI-reported direction is that MDR shall not be collected for UPI transactions.
  • For a PPI-funded transaction charge: compare the fee with NPCI’s FAQ statement about charges for UPI transactions, and distinguish it from any separately supplied wallet service.
  • For a RuPay credit-card-linked transaction: note the merchant category and transaction amount, then consult current NPCI rules and the merchant’s applicable terms. The 2022 circular’s ₹2,000 treatment is limited to the stated small offline merchant category.
  • For a convenience or other separately named fee: ask what service it covers and where it was disclosed before payment. The RBI draft distinguishes other disclosed charges from debit-card MDR, but does not supply a universal UPI surcharge rule.
  • For an overseas QR payment: compare the displayed foreign-currency and rupee amounts and check the exchange information in the payment app or transaction record.

These checks help classify the charge; they do not substitute for current terms governing a particular payment arrangement. When escalating an unresolved charge, provide the transaction date, amount, funding source, merchant receipt, and exact wording of the disputed line item.

Frequently Asked Questions

Is UPI free for customers in India?

For an ordinary UPI payment funded from a bank account, the RBI report records a direction that MDR is not collected. NPCI also says customers are not charged for UPI transactions using a PPI, including receiving UPI transactions from PPIs. That does not mean every separate wallet service or checkout fee is automatically free.

Can a shop charge extra for UPI?

The cited RBI report says MDR shall not be collected for UPI transactions, but it does not settle every separately named customer-facing fee. A convenience fee is distinct from MDR; the cited RBI draft says other charges, if levied, should be displayed before payment, while its explicit no-pass-through rule concerns debit-card MDR. The sources do not establish a blanket UPI surcharge rule.

Does a merchant pay a fee when a customer scans a UPI QR code?

For ordinary UPI and RuPay debit-card transactions, the RBI report records a nil-MDR direction effective January 1, 2020. RuPay credit-card-linked UPI follows separate merchant rules, including a 2022 circular detail for small offline merchants and transactions up to ₹2,000. Merchants should check current NPCI rules and their provider terms for other categories.

What should I check on an international UPI QR payment?

At select international merchant locations, NPCI advises checking the final amount in both the foreign currency and Indian rupees, plus applicable exchange rates or fees. The guidance does not set one universal allocation of those costs for every bank, app, or merchant.

The Bottom Line

Bottom line: For ordinary bank-account UPI in India, MDR is not a customer charge, and NPCI says PPI-funded UPI transactions are not charged to the customer. RuPay credit-card-linked UPI has distinct merchant rules. If checkout shows an extra amount, check its description, funding source, and disclosure; the cited evidence does not answer every separate-fee question with a blanket yes or no.
