What does Matt Clifford do?
Clifford is a technology entrepreneur and AI policy figure. He co-founded Entrepreneur First (EF), an organisation that invests in talented people and helps them build startups. A February 2025 government declaration also listed outside roles at Code First Girls and ARIA; that register is a dated disclosure, not confirmation that every position remains current.
Clifford has connected technology entrepreneurship with public policy. In a Kennedy Memorial Trust interview, he said his time as a Kennedy Scholar at MIT gave him a deep conviction that technology would shape his work, and that the application and policy sides of technology excited him. What was his role in the UK AI Opportunities Action Plan?
The UK government commissioned Clifford to develop the AI Opportunities Action Plan. Published in January 2025, it set out 50 recommendations for strengthening the UK’s AI ecosystem, encouraging adoption across public and private sectors, and building capabilities needed for AI development. Its proposals covered talent, compute and infrastructure, adoption, public-sector use, and conditions for AI businesses. What was his government adviser role?
On 13 January 2025, the Prime Minister’s Office announced Clifford’s appointment as Prime Minister’s AI Opportunities Adviser. The unpaid role was to advise ministers and support implementation of the plan, including work on AI adoption, talent and sovereign capability. The announcement said he would report directly to the Prime Minister and the Secretary of State for Science, Innovation and Technology, and work with the department’s AI Opportunities Unit. When did Clifford leave the adviser post?
The dates differ depending on the record. A Department for Science, Innovation and Technology declaration published on 24 February 2025 listed the adviser appointment as running from 13 January 2025 to 12 January 2026. Later in 2025, Clifford said he planned to step back from the post at the end of July for personal reasons, while keeping his Entrepreneur First and ARIA chair positions. The declared end date and his later departure statement describe different kinds of information; neither should be treated as evidence that he remained in the adviser role after July 2025. The Guardian reported on 2 September 2026 that Clifford had joined Anthropic. The available evidence here does not include a primary announcement from Anthropic, so this is best described as a newspaper-reported move rather than independently confirmed employment. The Guardian report
