Recent U.S. Department of Transportation (DOT) figures show meaningful differences in punctuality and checked-bag handling, while J.D. Power’s 2026 survey identifies separate satisfaction leaders by cabin. Use those measures to shortlist carriers, then compare the exact route, fare rules, airport, and cabin you would book. These are service and satisfaction comparisons—not safety rankings.
What the latest airline comparisons measure
The latest DOT report covered here was issued September 22, 2026, and its operational figures are for July 2026. DOT delay and baggage data are based on information collected by the Bureau of Transportation Statistics; complaint data are compiled by the Office of Aviation Consumer Protection. J.D. Power’s 2026 study is a separate passenger-satisfaction survey, fielded from March 2025 through March 2026. Each source answers a different question, so its rankings should not be treated as a universal league table.
- On-time performance: DOT counts a flight as on time if it arrives less than 15 minutes after its scheduled arrival. Its figures cover reportable domestic nonstop service, and an airline’s network-wide result may differ from performance on your route or at your airport.
- Checked bags: The DOT rate is mishandled checked bags per 100 bags enplaned. The reportable scope covers domestic nonstop scheduled passenger flights and includes bags lost, damaged, delayed, or pilfered while in airline custody. It does not describe every itinerary.
- Complaints: DOT records written expressions of dissatisfaction. A complaint is not a legal finding, and raw totals do not account for how many passengers each airline carried.
- Satisfaction: J.D. Power surveys passengers on staff, digital tools, ease of travel, trust, onboard experience, pre- and post-flight experience, and value for price paid. It reports results separately for first/business, premium economy, and economy/basic economy.
Airlines to scrutinize before booking
“Avoid” is too absolute for the evidence. The July 2026 figures instead flag carriers whose results may warrant extra scrutiny if punctuality or checked-bag reliability is important to your trip. DOT’s monthly data are a snapshot, not a promise about a future flight.
For punctuality: JetBlue, Frontier, and American
In DOT’s July 2026 marketing-carrier table, JetBlue recorded 55.7% on-time arrivals, Frontier 62.5%, and American’s network 68.0%. The listed carrier total was 69.5%. Alaska’s network led that table at 74.8%. For January through July 2026, the total was 75.1%; JetBlue recorded 68.5%, Frontier 70.5%, American 73.4%, and Alaska’s network 79.6%. The seven-month figures give broader context than one month, but still do not predict an individual route.

These are arrival figures, not a measure of every cause or consequence of disruption. If a late arrival would put a connection, event, or same-day appointment at risk, compare nonstop options and schedules with more recovery time rather than relying only on a carrier’s network average.
For checked bags: United and American’s networks
In July 2026, United’s network recorded 0.80 mishandled bags per 100 enplaned, and American’s network recorded 0.74. The overall rate was 0.55 across 43,109,441 enplaned bags, of which 235,157 were reported mishandled. Allegiant had the lowest listed rate at 0.12; Southwest recorded 0.35, Delta’s network 0.42, JetBlue 0.46, Alaska’s network 0.48, and Frontier 0.54.

Those rates are more informative than raw bag counts for comparing the report’s covered operations, but they are not a prediction that a particular traveler’s bag will be mishandled. Some international-linked trips are outside the table’s scope.
Why complaint totals are a weak standalone ranking
DOT recorded 5,931 complaints against U.S. airlines in July 2026. Refunds were the largest listed category, with 2,316 cases, followed by flight schedule with 1,991 and baggage or luggage with 1,179. The report also counted 2,199 complaints against foreign airlines and 414 against travel agents. These are case totals, not passenger-adjusted rates; one case is assigned to the consumer’s primary stated reason even if it involves multiple issues. DOT says, “The filing of a complaint by a consumer does not equate to a violation of law.”

Airlines that stand out for satisfaction
J.D. Power’s 2026 North America Airline Satisfaction Study surveyed 10,914 passengers who had flown a major North American airline within the month before responding. Satisfaction rose 8 points overall year over year, and the segment leaders were different from one another:

These scores are leaders within their respective segments, not a cross-cabin comparison. The study includes value for price paid, but it does not establish which ticket is the best value for a particular route or fare. A highly rated airline can still be a poor fit if its schedule, airport, or ticket restrictions do not suit your plans.

How to decide whether a fare is worth paying for
For a personal-finance decision, compare the total cost and the consequences of a disruption—not just the fare shown first. A lower ticket price may come with restrictions or add-on charges; a higher fare may be worthwhile if its schedule or included services fit your needs. Check the exact terms before you buy.
- Compare the itinerary: Check departure and arrival times, nonstop versus connecting service, airports, and how much time you have between flights. Network averages cannot tell you which specific itinerary is most reliable.
- Compare the ticket you will actually use: Review baggage allowances, seat selection, change and cancellation rules, and any fees relevant to your trip. Compare like-for-like fares rather than a restricted ticket against one with different inclusions.
- Weigh the cost of a missed connection or delay: If timing matters, consider whether a nonstop or a schedule with more buffer is worth the extra fare. This is a trade-off, not a guarantee of better service.
- Match the evidence to your priority: Use DOT punctuality figures if arrival timing matters, the baggage rate if you plan to check a bag, and J.D. Power’s segment result if surveyed passenger satisfaction is important. None settles every dimension of value.
What these rankings cannot tell you
Neither the DOT service measures described here nor J.D. Power’s satisfaction survey provides a safety ranking suitable for declaring an airline unsafe. They also do not establish the best airline for every American, a specific route’s future performance, or the best fare for an individual traveler. DOT operational and complaint figures are monthly and change with new reports; J.D. Power’s results are annual and survey-based.

Alaska and Hawaiian received a single operating certificate on October 29, 2025; DOT notes that Hawaiian-branded flights are operated by Alaska Airlines. Its report separates some branded and network information, so use the like-for-like carrier or network figure and period when making comparisons.
