Carnival, Royal Caribbean, and Norwegian Cruise Line (NCL) price different sailings and include different things in their fares. To find the best fit for your budget, compare the final cost of the same itinerary, dates, cabin type, and passenger count, then add only the extras you expect to use.
How to compare cruise costs fairly
Start with the same departure port, destination, trip length, dates, cabin category, and occupancy. Compare the booking-page total, not just the advertised fare. Taxes, port charges, government fees, and other required charges may be presented differently depending on the market, offer, or booking channel.

Then build a realistic trip budget. Include daily gratuities and likely spending on drinks, Wi-Fi, specialty dining, excursions, transportation, hotels, and travel protection. Do not count every optional extra automatically: a package has value only if its price is less than what you would otherwise pay for benefits you will actually use.
- Check cabin terms: A lower restricted or guarantee fare may limit your ability to choose a cabin or deck.

Carnival also lists ground transfers, air packages, hotel packages, and vacation protection as optional purchases. A low cruise fare therefore does not represent the full trip budget if you need transportation or plan to buy extras. Review the official information on optional services for applicable terms.
What Royal Caribbean includes—and its gratuity rates
Royal Caribbean says the fare includes a stateroom, complimentary dining across venues, entertainment, activities, and access to private destinations on applicable sailings. Beverage packages, specialty dining, shore excursions, Wi-Fi, spa services, arcade play, bingo, and casino gaming are optional extras; availability and prices can vary by ship and market. As of the official U.S. FAQ accessed October 4, 2026, Royal Caribbean lists daily service gratuities of $18.50 USD per guest in a non-suite stateroom and $21.00 USD per guest in a suite when gratuities are not prepaid at booking. The FAQ also lists gratuities of 18% on certain beverage, specialty-dining, room-service, and minibar purchases, and 20% on spa and salon purchases. Rates may not apply where prohibited by law, and guests may modify gratuities onboard before disembarkation. These rates can change; check the official gratuity policy for your sailing before booking.

Sail Away: lower fare, less cabin choice
NCL describes Sail Away as its lowest available fare, but that is not proof it is the cheapest overall trip. Free at Sea: calculate the benefits you will use

Guests choosing the included beverage or specialty-dining package are responsible for package gratuities. A practical budget worksheet
For each candidate sailing, write down the same categories so a lower headline fare does not hide a higher total:

- Cabin terms: Note whether you can select the cabin and whether the fare has restrictions or a later assignment.

- Getting to the ship: Add flights, transfers, parking, or a hotel if needed.

Which line should a budget-conscious traveler choose?
Choose the sailing with the lowest realistic total for your trip, not the brand with the lowest-sounding starting fare. Carnival’s listed fare exclusions make gratuities, connectivity, drinks, and excursions relevant budget items. Royal Caribbean’s daily gratuity rates provide a specific charge to account for, alongside its optional packages. NCL offers a choice between a Sail Away fare with less cabin certainty and package options whose value depends on their cost, terms, and your use of the benefits.
