American Job Centers are the most direct starting point for no-cost employment assistance. What should I do if the plant has not closed yet?
Ask your employer, union representative if you have one, or state Rapid Response/Dislocated Worker Unit whether an information session or on-site assistance is available. Rapid Response can connect affected workers with reemployment services, training information, unemployment-insurance information, and other benefit guidance. It may be available before the last day of work. The U.S. Department of Labor notes: “Services, resources, and benefits vary from state to state.”
Find your state’s contact route through the Department of Labor’s Rapid Response Services for Workers page. Ask what support is available for your layoff and how to access it. Rapid Response is a transition service, not the same thing as WIOA training funding or a determination that you qualify for a specific benefit.

Can I get job training paid for after a layoff?
Possibly. The Workforce Innovation and Opportunity Act (WIOA) Dislocated Worker program is intended to help eligible people return to work after job loss, mass layoffs, trade impacts, and changes in economic sectors. Contact the AJC and ask:
- How does my state define an eligible dislocated worker?
- What career or training services could I receive?
- What documents are needed to assess eligibility?
- Is funding currently available for the training I am considering?
- Would any support cover related expenses, and what would remain my responsibility?
Eligibility rules, available services, and funding depend on the state and local area. WIOA is a route to ask about—not a promise that every laid-off worker will receive tuition, income support, or a particular service. How do I compare retraining programs before enrolling?
Ask the AJC about the state’s WIOA-eligible training directory and check whether the specific provider and program appear there. A listing alone does not mean you personally qualify for funding or that funds are available. Confirm both your eligibility and the program’s status with the AJC before committing money.
Compare programs using the same questions so you can judge the trade-offs rather than choosing on tuition alone:

- Credential: What certificate, license, or other credential will you earn? Do local employers recognize it?
- Local job prospects: What openings exist for the occupation in your area, and what wages are employers offering?
- Provider outcomes: Are completion or placement figures available, and how are they measured?
Ask the center and provider to verify the details. There is no single training route that can be called best without local information about the program, jobs, and your circumstances.

If production moved abroad or imports may be connected to the job loss, ask the AJC or Rapid Response team whether Trade Adjustment Assistance (TAA) could apply to the employer and affected workers. A trade connection does not automatically make every worker eligible. TAA is a separate program from WIOA Dislocated Worker services, so ask about each route rather than assuming one determination covers both. How should I handle unemployment and other benefits?
Start these questions alongside your job search and training discussions, not after you have spent time researching courses. Ask your state unemployment office or AJC how to file for unemployment insurance and what state rules apply. During Rapid Response or an AJC appointment, also ask where to get information about health coverage, pensions, and other transition issues. These offices can direct you to the relevant state process; a national program description cannot determine your individual benefits.
What other local help can I use?
CareerOneStop also points workers to local job fairs and workshops, public libraries that may provide resume help or computer access, and other Department of Labor employment programs. Check with each location to confirm what it currently offers, whether registration is required, and when services are available. These can supplement—not replace—an AJC conversation about dislocated-worker services and training eligibility.
