There is no reliable single list of countries where PayPal is simply “blocked.” PayPal’s official materials distinguish a countrywide service stop from countries with limited features and from individual payments restricted by law, sanctions, or account and transaction controls. The clearest countrywide stop in the reviewed official notices is Turkey, where PayPal says it stopped operations in June 2016. Its Russia policy update refers more narrowly to a suspension of “certain PayPal services.”
Availability can change, so check PayPal’s current country directory, the features for your country, and the agreement that applies to your account before relying on an older list. This article reflects the official materials cited below, including the feature matrix updated September 10, 2026.

What “blocked” means for PayPal
The word can describe different situations, and they do not all mean that PayPal has shut down everywhere in a country:
- Countrywide service stop: PayPal says it no longer provides service to customers in that country.
- Limited country features: Residents may be able to use some functions, while others—such as sending payouts—are unavailable.
- Restricted or declined transaction: A particular payment may be prohibited or rejected because of sanctions, local law, a bank, a counterparty, or PayPal’s controls. That does not establish a countrywide block.
PayPal’s country and region directory is a starting point for checking where it operates, not a guarantee that every service is available in every listed place.

Countries with an explicitly stated service suspension
Turkey: PayPal says it stopped operations in June 2016
PayPal’s customer notice for Turkey says the company stopped operations there beginning in June 2016. The notice says customers in Turkey cannot send or receive money, access their accounts, or withdraw funds to linked bank accounts. This is a stated countrywide service stop, not a newly announced restriction.
Russia: PayPal refers to suspension of “certain” services
PayPal’s past policy updates for Russia refer to a suspension of “certain PayPal services.” That wording does not specify the full scope of affected services, so it should not be read as confirmation that every PayPal service is blocked throughout Russia.

Why a feature limitation is not a total block
PayPal’s developer country and supported-features matrix, updated September 10, 2026, describes payout capabilities by country. It distinguishes “send, receive, and withdraw” from “receive and withdraw.” In the latter tier, account holders can receive and withdraw money, but merchants cannot send payouts from that country.
This matrix covers payouts. It should not be treated as a complete description of every consumer checkout, remittance, or other PayPal feature. A country’s absence from a particular payout category therefore does not, by itself, show that PayPal is entirely unavailable there.

Why an individual payment may be blocked
PayPal Braintree’s prohibited-transactions guidance says government regulations and financial sanctions can restrict transactions involving countries, people, companies, organizations, and particular banks. The applicable restriction may depend on where a business is based and who it is transacting with. Braintree also notes that restrictions change as political conditions and laws evolve.
As a result, one failed cross-border payment is not proof that PayPal is blocked in the sender’s or recipient’s country. The issue may concern the specific route, bank, person, organization, business, or legal restriction involved.

How to check PayPal availability for your situation
- Check the country directory: Find your country or region in PayPal’s worldwide directory.
- Check the exact function you need: Look for whether the relevant feature is account access, sending, receiving, withdrawing, or merchant payouts. The payout feature matrix answers payout questions, not every consumer-payment question.
- Review the agreement that applies to your account: Terms vary by jurisdiction. For example, PayPal’s U.S. User Agreement lists accessing PayPal services from a country not included on PayPal’s permitted-countries list as a restricted activity. These are U.S. terms, not a universal statement of every country’s law or agreement.
- If a payment failed, check the transaction-specific cause: Consider whether sanctions, local rules, the recipient, the bank, or the payment route could be involved; a decline alone does not identify a countrywide service block.
Do not assume a VPN or anonymizing proxy will restore access. PayPal’s U.S. agreement restricts access from unpermitted countries and identifies anonymizing proxies among prohibited activities.
