Washington state and Seattle announced nearly $75 million for climate projects and workforce training in 2024, but the headline combines two different pots of money: $72.6 million in Washington State Department of Commerce grants and more than $2.2 million in Seattle funding for recruitment and job training. The state grants reached 71 projects in 24 counties; Seattle’s separate workforce investment aimed to prepare at least 260 workers for construction and clean-energy jobs.
How the nearly $75 million was divided
The figures reported by GeekWire on June 19, 2024, describe state project grants and a city workforce investment—not a single grant program. Commerce distributed the larger share to clean-energy projects around Washington. Seattle’s allocation supported training and recruitment. The amounts and purposes are distinct, so they should not be treated as interchangeable funding.

Both amounts were reported in the June 19, 2024 GeekWire coverage. The state grants funded installations and project work, while the Seattle dollars addressed access to related jobs.
Which Washington climate projects received grants?
Commerce’s grants supported a mix of technologies and public-benefit projects, including solar development, hydrogen fueling and electric microgrids. Four named awards illustrate the range of recipients and uses:

These examples span a school, a food bank, a cultural center and municipal water infrastructure. The reported award amounts are grants, not estimates of each project’s eventual energy savings or emissions reductions.
What Seattle’s workforce funding supports
Seattle directed its more than $2.2 million workforce package to six programs within five organizations. The named organizations and training pathways reported by GeekWire were:

The city expected the programs to train at least 260 Priority Hire employees. Priority Hire is Seattle’s designation for workers from economically disadvantaged communities. Puget Sound Energy was identified as a local employer partner for placements. The announced target is a training expectation; it does not establish how many participants later completed training or secured jobs.
Are heat pumps included in the climate funding?
Yes. In a separate June 4, 2024 announcement, Seattle said it had received $3.2 million for electric space- and water-heating appliances, including heat pumps and heat-pump water heaters. That release described the following planned allocations:

The city’s announcement calls this funding its HEAR program. It is distinct from the $2.2 million-plus Seattle workforce figure and the $72.6 million in Commerce grants; the cited announcements do not say that the $3.2 million is included in either amount. Seattle said the funded work was expected to reduce emissions by at least 20,000 metric tons of CO2-equivalent, described as equivalent to the emissions from 4,760 gasoline-powered cars for one year. Those are projected impacts, not a reported measurement of completed installations.
The same city release said building-related emissions account for 10% of Washington’s statewide total and about 37% of Seattle’s core city emissions. Those figures explain the focus on building electrification, rather than indicating the share of emissions this particular program has already eliminated.

Where the state funding comes from—and why it was contested
The Commerce grants were funded through Washington’s Climate Commitment Act (CCA), a cap-and-invest law that requires major emitters to buy carbon allowances, with the number of allowances declining over time. A contemporaneous GeekWire analysis said five CCA auctions had raised nearly $2.4 billion and identified other funded initiatives:
- $60 million for the Clean Energy Fund.
- $20 million for the Pacific Northwest hydrogen hub.
- $7.5 million for the University of Washington Clean Energy Testbeds.
- $7.2 million for Washington State University’s Institute for Northwest Energy Futures.
These amounts are examples from the wider CCA funding picture, not additional components of the nearly $75 million headline total. The policy was politically disputed in 2024: Initiative 2117 proposed repealing the act and blocking similar future carbon-control systems. Supporters described the law as a cost burden; opponents argued repeal would slow clean-energy investment. The 2024 reporting describes that debate and the initiative’s proposal, not a measured finding about the costs or benefits of repeal.

What the announced funding does—and does not—show
The awards show how the state and city planned to direct climate dollars: Commerce grants toward community-oriented clean-energy projects, Seattle workforce funds toward training, and separate HEAR funding toward electric heating appliances. The announcements include targets and projected emissions reductions, but they do not establish the final number of installations, completed trainees, job placements or realized emissions savings.
