If you need ordinary coin rolls and want to avoid banks, call nearby grocery stores, convenience stores, casinos, laundromats, or transit and toll operators and ask whether they can exchange bills for rolls or spare change. These are places to ask, not guaranteed roll sellers: confirm the denomination and quantity with a manager before you go, and be open to receiving loose coins instead.
Why the Federal Reserve is not a direct option
The Federal Reserve supplies coins to banks and credit unions, which then provide coins to individuals and businesses. The Board of Governors of the Federal Reserve System says: “These financial institutions provide coins directly to individuals and businesses. The Federal Reserve does not provide coins directly to businesses or consumers.” Its FAQ was last updated March 21, 2025: Federal Reserve coin FAQ.
Where to ask for ordinary coin rolls
Cash-heavy businesses handle coin as part of everyday transactions, so you can ask whether they have surplus rolls or will exchange bills for coin. The national circulation system includes retailers and coin-intensive services, but official sources do not establish a general consumer right or standard service to buy rolls from them. Call first, ask for a small quantity in a specific denomination, and check whether the business has a customer-exchange policy.
- Grocery and convenience stores: Ask a cashier or manager whether the store can exchange bills for a roll or spare change from a till.
- Casinos and laundromats: Ask a cashier or service desk whether it can make an exchange; do not assume it sells wrapped rolls.
- Transit and toll operators: Contact the relevant service desk or operator to ask about an exchange. Availability and policy vary locally.
The U.S. Coin Task Force reported that before the pandemic, an average of 70 billion coins were distributed annually to financial institutions from 2011 through 2019. About 80% of coin demand was met by recirculated coins, averaging 57 billion pieces a year. In 2021, circulating coin was approximately 25 billion pieces below the pre-pandemic trend, a difference worth around $2.5 billion. Know which kind of coin service you need

Coin kiosks redeem loose change, not rolls
Some grocery and big-box stores have coin-counting kiosks that accept loose coins and issue cash or another form of credit. They are a way to process change, not an established source of prefilled rolls. Check the kiosk location’s current redemption choices and terms before using it. Mint rolls and bags are collector products
The U.S. Mint has a Coin Rolls and Bags shop category, but its products are intended for collectors. Availability, denominations, packaging, and price may vary; do not treat the Mint as a dependable source of ordinary rolls for daily use. If loose coins will work, make your own rolls
If a business can give you loose change but not wrapped rolls, denomination-specific paper coin wrappers let you sort and package it yourself. This takes time and does not help if you specifically need rolls already filled.

Penny availability may be less predictable than other denominations. The Federal Reserve says the distribution locations fulfilling penny orders vary as local inventory runs out following the decision to end production of new pennies.
