The dispute is whether the replacement feedback channels can preserve the transparency of public GitHub issues and pull requests.
What Microsoft is changing
On September 23, 2026, Microsoft Learn announced that it would retire most public repositories associated with product documentation over the coming months. The announcement was updated September 24. Microsoft says the change does not affect product-source or sample-code repositories, and that repositories for open-source products, projects, or communities are expected to remain open to public contributions. Microsoft says it will assess repositories using contribution activity, community engagement, business needs, and operational dependencies. For repositories selected for retirement, the public will no longer be able to access Microsoft’s repository history, issues, or pull requests; personal forks are expected to remain accessible. Microsoft says it has begun retiring repositories with smaller footprints and expects relevant retirements to be complete by the end of December 2026. It also says it will assess open issues and pull requests before retirement and notify contributors through GitHub comments.

What contributors lose—and what remains available
A public pull request is more than a place to submit replacement text: it can show the proposed correction, discussion around it, and whether it was accepted or closed. Public issue histories can likewise expose reported problems and their follow-up. When Microsoft’s repository becomes inaccessible, those parts of the public record are no longer available there, even though a contributor’s personal fork may remain.

Microsoft lists Microsoft Q&A, feedback options on Microsoft Learn pages, and Microsoft community forums as alternative ways to share feedback. These channels offer routes to raise a concern, but the announcement does not establish that they provide an equivalent public record of proposed edits, prior discussion, and disposition. Their effectiveness for tracking nuanced documentation changes remains unestablished.
Microsoft’s rationale and the criticism
Microsoft says it will weigh activity, engagement, business needs, and operational dependencies when deciding which repositories to keep. Its announcement credits contributors with correcting errors, clarifying technical concepts, suggesting improvements, and making substantial updates. It does not claim every repository has the same level of participation or operational need.

Former Microsoft technical writer John Flores argued in the announcement discussion that GitHub provided a transparent, accountable path from identifying a problem to seeing a resolution. He acknowledged that some pull requests were low quality and some issues functioned as support requests. In his view, community contributions also helped surface errors, nuances, deployment effects, migration problems, authentication impacts, and edge cases. These are his observations, not verified findings about every repository or the replacement channels. Flores put his central point this way: “GitHub wasn’t perfect, but it provided transparency, accountability, and a visible path from problem to resolution.” The discussion records his comment.
Microsoft representative Martin-Ekuan replied on September 25 that Flores’s concerns about transparency, accountability, repository history, and the effectiveness of alternatives were fair. Ekuan also said: “Human expertise and community input remain vital to documentation quality, especially for nuance, edge cases, and real-world implementation.” Microsoft said it was exploring more sustainable ways to gather and incorporate that insight. This acknowledges the concern, but does not yet demonstrate that the listed feedback routes will offer comparable visibility or follow-through.

How this fits Microsoft’s open-source commitments
Microsoft’s legal open-source page says the company supports collaborative development and cites its participation in the Linux Foundation, Eclipse Foundation, Python Software Foundation, and Rust Foundation. It also notes that Microsoft joined the Open Invention Network in October 2018, shared exFAT technology with the Linux kernel community, and extended IP indemnification coverage to open-source software powering Azure services. The page states, “We believe that power of collaborative development through the open source process can accelerate innovation, and that open collaboration often allows communities to achieve more than their members can do alone.” Microsoft’s page describes the company’s own position; it is not an independent assessment of how consistently its policies work in practice.
Open-source licensing and public contribution workflows are related, but not interchangeable. The Open Source Initiative’s 2025 policy paper defines open source in terms of licensing that permits people to use, study, modify, and share software. Restricting public access to the history of a documentation repository does not by itself show that product code has been relicensed or closed. Microsoft’s announcement explicitly distinguishes the affected documentation repositories from product-source and sample-code repositories.

Other Microsoft materials show that publishing a repository does not necessarily mean accepting every outside change. Microsoft’s open-source website repository says it was created by the Open Source Programs Office with the One Engineering System team and launched in August 2020. It welcomes suggestions and some coordinated contributions, while warning that general pull requests may be closed and that Microsoft may not be able to provide full context for every decision. That guidance is specific to that repository, not the Learn retirement policy. Separately, the Microsoft Open Source Code of Conduct sets participation expectations and a reporting process for Microsoft-managed open-source projects; it does not resolve the dispute over public documentation histories.
The unresolved test: visibility and follow-through
The narrow, supportable criticism is not that Microsoft has ended open-source development across the company. It is that retiring many public product-documentation repositories removes a visible contribution record, while the alternatives Microsoft names have not been shown to preserve the same ability to inspect a correction, discussion, and outcome. Microsoft has stated its selection criteria and acknowledged the transparency concern; whether the replacement channels deliver sufficient visibility and accountability will depend on how they work in practice.
