There is no reliable evidence that one outlet handles most stolen goods overall. Common routes include online marketplaces and auction sites, pawn shops and second-hand dealers, flea markets and car boot sales, local buyers, and larger wholesale or criminal supply chains. Which route is used depends on the location, the property, and how it was stolen.
Why there is no single answer
Official sources describe a mix of resale routes, but they do not provide comparable market-wide figures showing what share of stolen property moves through each one. The U.S. Department of Justice’s Office of Community Oriented Policing Services notes that police records are a poor way to measure stolen-goods trading: these offenses are rarely reported, and case records may not establish whether goods were originally stolen. A 2026 UK report from the National Business Crime Centre (NBCC) also identifies a significant intelligence gap around resale markets.
That means a channel named in a police overview or a criminal case should not be mistaken for the most common channel. For local investigations, the COPS Office recommends asking where markets exist for particular types of stolen goods and what happens to property immediately after a theft; the answers may differ by community and commodity.
Common routes for stolen goods
Online marketplaces and auction sites
The FBI lists e-commerce marketplaces and online auction sites among the routes used to resell goods in organized retail theft cases in the United States. In the UK, the Home Office says stolen goods are often offered on online platforms and discusses seller-information requirements and platform duties in the UK legal and policy context. These sources identify a category, not a prevalence ranking or evidence that any particular platform is generally a destination for stolen property.

Pawn shops and second-hand dealers
The FBI includes pawn shops in its U.S. overview. Police guidance in the United Kingdom and Canada also describes second-hand dealers and pawn shops as possible outlets or investigative leads. A Regina Police Service page, for example, discusses investigations involving online listings, pawn shops, and second-hand dealers; it is a local Canadian example, not an estimate for Canada as a whole.
Flea markets and car boot sales
The FBI names flea markets among possible U.S. resale routes, while the NBCC’s UK summary includes car boot sales. These are examples of physical markets, not proof of how frequently stolen items pass through them.

Local buyers, intermediaries, and rogue businesses
The NBCC’s 2026 UK summary describes a broader resale infrastructure that can involve local buyers, handlers, repeat buyers, rogue businesses, online resellers, and storage providers. A thief may sell directly, or property may pass through one or more intermediaries before a business or online seller offers it to another buyer. Professor Emmeline Taylor, author of the commissioned research and director of City St George’s, University of London’s Aptus Business Crime Research Centre, put the role of buyers and handlers this way: “Theft only becomes profitable when someone is willing to buy, handle, transport or sell the stolen property.”
Wholesalers and larger supply chains
Some stolen goods move beyond a local resale transaction. The NBCC’s UK report identifies organized criminal supply chains and international export networks. A U.S. prosecution announced in 2026 illustrates one possible combination of routes, but it does not show how typical that pattern is.

What one documented U.S. case shows—and what it does not
On May 11, 2026, the U.S. Attorney’s Office for the Eastern District of Pennsylvania announced that Philadelphia-area pawn-shop operator Larry Leonard had pleaded guilty to purchasing and trafficking stolen goods. According to the Justice Department, the conduct ran from 2019 through 2023 and involved electronics, power tools, electric toothbrushes, and vacuums acquired from thieves and resold.
The Justice Department said Leonard’s pawn-shop-operated eBay storefront, “societyhillloan,” generated more than $19 million in sales from November 2019 through December 2023. It also said millions of dollars’ worth of goods, primarily high-end electronics, went to individual wholesalers. Those figures describe the conduct in that particular case; they are not estimates of total eBay sales of stolen goods or of the share of stolen property sold through pawn shops, online storefronts, or wholesalers.

If you find your property in a listing
- Report the theft to local police. Give investigators the listing and any details that could identify the item, such as serial numbers, distinctive marks, receipts, or photographs.
- Save the listing information. Keep the URL, seller profile, screenshots, date, and any messages. Do not edit or delete relevant material before police can review it.
- Do not contact or confront the suspected seller. Do not arrange a meeting or attempt to recover the property yourself; provide what you found to investigators.
- Use relevant agency reporting routes. The FBI advises reporting organized retail theft to local or state law enforcement and provides federal tip routes where appropriate. Regina Police Service guidance likewise asks people who recognize property listed on social platforms or second-hand outlets to report it to police.
