These are planning dates, not confirmed delivery or service milestones. NGAL is intended to replace the C-5M and C-17A, but the program was still gathering industry information and identifying requirements in 2026.
What the Air Force’s timeline says
A November 2025 Air Mobility Command recapitalization strategy, as summarized in a procurement notice, sets out a sequence rather than a single “entry into service” date:
- FY2027: an accelerated Analysis of Alternatives was planned.
- As early as FY2038: the first NGAL aircraft was targeted.
- By FY2041: initial operational capability (IOC) was targeted.
IOC generally marks the point at which a military capability can begin operational use; it is not the same as delivery of the first aircraft or replacement of the entire fleet. The cited dates are projections reported from the strategy, not completed milestones. The procurement notice is a secondary summary rather than the underlying strategy memorandum.
How far along is NGAL?
In 2026, the Air Force Life Cycle Management Center’s NGAL Request for Information sought industry capability information to support market research and early requirements identification. The notice listed an RFI release in June 2026 and a whitepaper deadline of July 17, 2026. An RFI gathers information; it does not select a contractor, award a contract, or establish a final aircraft design.

A May 2026 statement to the House Armed Services Committee also described the recapitalization objective and schedule. Together, these official program materials show an active effort, but not a settled design or guaranteed timetable. The available information does not establish NGAL’s cost, production quantity, payload, or measured performance.
Which aircraft NGAL is intended to replace
NGAL is intended to recapitalize the Air Force’s strategic airlift fleet, replacing two aircraft with distinct roles. The Air Force Life Cycle Management Center describes the C-5M as providing heavy intercontinental airlift for oversized cargo. The C-17 is the primary strategic-lift aircraft for moving troops and equipment globally, and can operate from rough strips.

The reported recapitalization strategy projects that the C-5M fleet must remain viable through 2045 and the C-17A fleet through 2075. Those different service-life horizons indicate that replacing both fleets is a long-term transition, not an event completed when NGAL reaches IOC. The available sources do not say which existing aircraft capabilities NGAL will retain, combine, or change.
Why the Air Force says it needs a new airlifter
Air Mobility Command’s case centers on Joint Force readiness, mobility connectivity, and survivability. At the 2026 Air and Space Forces Association Warfare Symposium, interim commander Rebecca Sonkiss said: “The strategic airlift fleet doesn’t often gain traction in the narrative of what we need to modernize…but we must come up with what the Next Generation Airlifter is because it is key to the readiness of the Joint Force.”

Sonkiss also linked survivability to integrating mobility into the broader plan of operations: “We are on a pathway to get there…If [mobility is] integrated into the scheme of maneuver, I have an increase in survivability, it’s imperative for us to do that.” That statement explains the operational rationale; it is not a published NGAL performance specification.

If the reported targets hold, the first aircraft could arrive before IOC, with the new capability beginning operational use around FY2041. The C-5M and C-17A would nevertheless remain relevant during a prolonged transition, with the strategy’s projected viability dates extending to 2045 and 2075 respectively. Those years describe expected service needs for the incumbent fleets, not a promise that NGAL will replace every aircraft by either date.
