It also records large EU intentions to buy US energy and AI chips and expectations for European investment in the United States. Those purchase and investment figures are plans, not proof that the transactions have been completed. The European Commission says the framework entered into force on 1 July 2026, but important tariff details, safeguards and a 2029 sunset mean it is not a permanent or fully settled trade truce.
What is the deal, and what is its status?
The formal name is the EU–US Framework on an Agreement on Reciprocal, Fair, and Balanced Trade. Leaders reached a political arrangement in July 2025; the European Commission and the United States published the detailed Joint Statement on 21 August 2025. The EU then approved implementing legislation. The Commission says the framework entered into force on 1 July 2026.
The stages matter: the Commission described the July 2025 political arrangement as non-legally binding at that time, with further negotiation and internal procedures still required. That was a description of the initial arrangement, not its current EU status. The later implementing legislation gives effect to parts of the framework on the EU side; some provisions call for future cooperation rather than making an immediate change to law.
How the tariff terms compare

The arrangement is therefore not a simple one-for-one exchange: the tariff commitments, product coverage and legal form differ between the two sides.

What does the 15% US tariff formula mean?
For covered EU-originating goods, the Joint Statement says the United States will apply whichever is higher: the ordinary Most Favored Nation (MFN) tariff or a combined rate of 15% (MFN plus the reciprocal tariff). In effect, 15% is generally a ceiling under this formula, not a 15% charge added on top of the MFN tariff. If a product’s MFN rate is already 15% or higher, the formula does not call for an additional reciprocal tariff.
Goods specified for MFN-only treatment
The framework provides MFN-only treatment for unavailable natural resources, including cork; all aircraft and aircraft parts; and generic pharmaceuticals, their ingredients and chemical precursors. It also says the United States intends to keep combined Section 232 tariffs on covered pharmaceuticals, semiconductors and lumber at or below 15%. That is a stated intention in the framework, distinct from the MFN-only treatment for the categories above.
Autos, auto parts and metals
For autos and auto parts, Section 232 relief is tied to the EU formally introducing its legislative proposal for the agreed EU tariff reductions. For covered goods with an MFN rate below 15%, the framework provides for a combined 15% rate; where the MFN rate is 15% or higher, it says Section 232 auto tariffs would not apply.

Steel, aluminum and derivative products remain a significant exception to any broad claim that EU goods now face no more than 15%. The Commission’s 2026 overview says some US duties on steel and aluminum derivatives were as high as 50%. It sets an end-of-2026 deadline for the United States to bring them in line with the 15% ceiling, or the EU may suspend concessions. For an individual product, the applicable tariff depends on its classification and current implementation; the framework summary alone does not establish a live rate for every item.
What tariff cuts did the EU make for US products?
Industrial goods
The EU agreed to eliminate tariffs on US industrial goods. On 25 June 2026, the Council said it had adopted two regulations to implement tariff commitments, including removal of remaining EU customs duties on US industrial goods.
Selected seafood and agricultural products
The EU also agreed to preferential access for certain US seafood and non-sensitive agricultural products. The Joint Statement names examples including tree nuts, dairy, fresh and processed fruit and vegetables, processed foods, planting seeds, soybean oil, pork and bison. This is selective market access, not duty-free treatment for every US agricultural product.

The Joint Statement describes suspension of duties on lobster, including processed lobster. The Council said the related EU regulation applied retroactively from 1 August 2025 and would expire on 31 July 2030 unless further action is taken.
What are the energy, AI-chip and investment figures?
The Joint Statement records the following EU intentions and expectations. They should not be read as evidence that the purchases or investments have already happened:

- Energy: The EU intends to procure US liquefied natural gas, oil and nuclear-energy products, with expected offtake valued at $750 billion through 2028.
- AI chips: The EU intends to purchase at least $40 billion in US AI chips for computing centers.
- Investment: European companies are expected to make an additional $600 billion in investments across strategic sectors in the United States through 2028.
The figures are stated in the Commission’s 2025 Joint Statement as planned or expected values; they do not establish how much has since been contracted, delivered or invested.

What else does the framework cover?
Alongside tariffs, the framework sets out areas for bilateral cooperation. The list includes mutual recognition of auto standards; technical standards and conformity assessments; food and agricultural barriers; deforestation rules; flexibility in the EU Carbon Border Adjustment Mechanism; sustainability due-diligence and reporting rules; cybersecurity recognition; critical-mineral export restrictions; intellectual property; labor rights; digital trade; customs digitization; and economic-security coordination on supply chains, investment reviews, export controls and duty evasion.
These topics do not all produce immediate changes. Many provisions call for continued work, consultation or negotiation. On electronic transmissions, the Joint Statement says: “The United States and the European Union will not impose customs duties on electronic transmissions.”

The EU implementing legislation includes mechanisms to respond to significant import surges and to suspend tariff preferences if the United States fails to honor commitments, undermines the framework’s objectives or disrupts balanced trade relations. The Commission describes a sunset clause running to 2029. The Council said the main EU tariff regulation would cease to apply at the end of 2029; it also set a 30 June 2029 deadline for a Commission impact assessment and said the Commission should propose an extension where appropriate.

The EU also suspended rebalancing measures it had adopted in response to threatened US tariffs. The Commission extended that suspension on 31 July 2026 and says it keeps the suspension under review, with the option to reactivate measures if needed. The package covered €93 billion of EU imports from the United States and export restrictions on €95 million of EU exports to the United States.
What do the 2025 trade figures show?
The Commission’s 2026 overview reports these figures for goods trade in 2025 and services trade in the same year. They describe the trade relationship; by themselves, they do not show the effect of the framework.

What the deal means for consumers and businesses
The framework changes the rules governing tariffs and market access, but it does not establish the final price of any particular product. A tariff is only one potential input into an importer’s costs; the framework does not say whether a company will absorb a duty, pass some of it on, or change suppliers. Nor does the general 15% formula settle the rate for a specific shipment: product classification, origin, exclusions and current implementation all matter. Businesses making import decisions need to check the current official customs treatment for the exact product rather than rely on the headline rate.
