The “Social Security debit card” usually means the Direct Express® prepaid debit card. It lets eligible federal benefit recipients receive and use their payments without a bank account. If you have a bank account, direct deposit is another electronic payment option. The best choice depends on how you access cash, transfer money and manage your account.
What is the Social Security debit card?
Direct Express is a prepaid debit card account for receiving federal benefit payments. It is not a Social Security number card, and it is not a retail credit card. The Social Security Administration (SSA) describes it as a way to access benefit payments without a bank account. SSA says there is no enrollment fee or minimum balance requirement. The payment is deposited electronically and is available on the benefit payment date. You can use the card for purchases and cash access according to its terms and fees. The card is administered through a financial agent, so issuer-specific instructions and charges matter.
How do I get a Direct Express card?
To enroll, call the U.S. Treasury’s Electronic Payment Solution Center at 1-800-333-1795. You can also ask Social Security for help choosing or setting up an electronic payment method. Use these official channels; do not pay a third party to enroll you. SSA: Electronic payments

Direct Express or direct deposit: which should you choose?
SSA lists direct deposit to an existing bank account and Direct Express as electronic payment choices. Direct deposit requires a bank account; Direct Express does not. Neither option is best for every recipient, so compare the costs and services you actually use.

Before choosing, consider whether you need frequent cash withdrawals, transfers to another account, access while outside the United States, or particular account-management tools. Is Direct Express changing to Fifth Third?
Yes. In an announcement dated May 18, 2026, SSA said the Treasury selected Fifth Third Bank as Direct Express’s new financial agent and that new enrollments with Fifth Third would begin in May 2026. Existing Comerica cardholders should keep using their current card until they receive a new one or receive specific instructions. To identify your issuer, look for the Comerica logo on the front of your card or Fifth Third issuance text on the back. The official Direct Express FAQ says existing Comerica cardholders can use their Comerica card until the new Fifth Third card arrives. If you receive a new card, follow the notice that came with it; some beneficiaries may have more than one benefit or card during the transition. What are the Direct Express card fees?
Fees differ by issuing bank. The current Direct Express fee page provides a detailed schedule for Comerica cards; its listed Comerica amounts should not be treated as Fifth Third fees. Check the terms for the issuer printed on your card before using a service or making a decision based on cost. Direct Express fees
Comerica card services listed as free
Direct Express lists purchases at U.S. merchants, cash back with a purchase, customer-service calls, balance inquiries, cash withdrawals from bank tellers and mobile app use as free for Comerica cardholders. The schedule also includes one U.S. ATM withdrawal for each federal deposit at no charge from Direct Express. An ATM owner may still charge its own surcharge.

The page also lists TTY numbers. If you still have access to your account, you can temporarily lock the card online or in the app. If you believe it is permanently lost or stolen, call so the issuer can deactivate it and arrange a replacement. Review your transaction history and report charges or transfers you did not make promptly. Whether you are liable for unauthorized transactions can depend on when you report them and whether the issuer could have stopped further use. How can I avoid Direct Express scams?
Direct Express says it and its partners will not ask you to provide your card number, password, PIN or security code. Do not share those credentials with callers or in response to unexpected texts, emails or messages. Avoid clicking links in unsolicited messages; instead, use the number printed on your card or enter the official website address yourself. Direct Express
