In December 2018, Labor proposed a $2,000 rebate for eligible households installing home battery storage alongside rooftop solar. The pitch was aimed in part at Western Australian electorates with high rooftop-solar uptake, including several seats where the 2018 electoral margins were close. It was a pre-election proposal, not evidence that a rebate was enacted or is available today.
What Labor proposed in 2018
PerthNow reported on 10 December 2018 that Opposition Leader Bill Shorten had promised a $2,000 rebate for up to 100,000 households with incomes below $180,000. The reported offer was for households with rooftop solar panels installing battery storage systems. Why Western Australian electorates mattered
The report connected the proposal’s political appeal to rooftop-solar uptake. It cited Federal Parliamentary Library analysis and said 276,000 WA homes had rooftop solar; the report did not specify a separate data year for that total. Its account of the analysis gave the following figures for electorates:

What the campaign said about bill savings
PerthNow reported Labor’s claim that adding a household battery could cut solar users’ electricity bills by 60 to 90 per cent. That range was campaign messaging, not an independently measured result established by the report. Mark Butler, then Shadow climate change and energy minister, said: “Australians are embracing renewables because they know it equals cheaper power bills, and it brings down pollution.” PerthNow’s 10 December 2018 report
How opponents framed the proposal
The report said senior Coalition figures dubbed the plan “pink batteries,” drawing a comparison with former prime minister Kevin Rudd’s home-insulation scheme. Was the rebate available, and is it available now?
The report documents a Labor pre-election promise in December 2018. It does not establish whether the proposal became law, whether eligible households ever received the proposed payment, or what rebates may be available now. The figures and eligibility terms therefore describe the reported 2018 pitch only; they are not a guide to current assistance.
