For a standard UPI payment made directly from a customer’s bank account, a small business should not pay merchant discount rate (MDR): NPCI says bank-account-to-bank-account UPI transactions remain free for customers and merchants, and RBI describes the government direction barring MDR on prescribed UPI transactions from January 1, 2020. That does not mean every UPI-related arrangement or acceptance service is free. Payments funded by a PPI wallet or a RuPay credit card linked to UPI have separate rules, and a provider may separately charge for equipment or optional services under its written terms.
What “free UPI” means for a merchant
MDR is the fee associated with processing a payment, typically expressed as a percentage or amount deducted from a merchant’s transaction proceeds. The Reserve Bank of India’s Payment Systems in India: Vision and Policy Direction discusses MDR in the context of payment-system policy. For prescribed UPI transactions, RBI’s payment-systems reporting describes the government direction that MDR not be collected from January 1, 2020. NPCI’s March 29, 2023 statement says ordinary bank-account-to-bank-account UPI transactions continue to remain free for customers and merchants.

For a shop taking a customer’s payment from a bank account through UPI, the practical implication is that the merchant should not be charged MDR for that ordinary transaction. “No MDR,” however, is narrower than “no possible cost.” It does not by itself settle whether a merchant pays for a device, rental, support plan, or other optional service offered separately by a bank or payment provider. Those are commercial terms, not automatically UPI transaction charges.

Which kind of UPI payment is it?
“UPI payment” can describe transactions funded in different ways. The payment source affects which rule applies, so a merchant should not assume that a rule for ordinary bank-account UPI automatically covers every transaction routed through UPI.
| Payment type | What the official material establishes | What a small merchant should check |
|---|---|---|
| UPI funded directly from a bank account | NPCI’s March 2023 statement says bank-account-to-bank-account transactions remain free for customers and merchants; RBI describes the no-MDR direction for prescribed UPI transactions effective January 1, 2020. | Check that a questioned deduction is actually MDR rather than a separately agreed service or equipment fee. |
| UPI payment funded from a PPI wallet | NPCI describes full-KYC PPI interoperability, including merchant payments. Its 2023 statement distinguishes interchange introduced for PPI merchant transactions from ordinary bank-account UPI. NPCI’s FAQ says customers do not pay charges for UPI transactions. | Confirm how the provider classifies and settles the wallet-funded merchant transaction. Do not infer a single merchant-side fee arrangement from the customer-charge statement. |
| RuPay credit card linked to UPI | A 2022 NPCI operating circular sets a nil-MDR condition for a defined category: small offline merchants, for RuPay credit-card-on-UPI transactions up to and including ₹2,000. | Check the merchant category, offline status, transaction amount, and any later operating circulars before applying this dated special case. |
| Acceptance equipment or optional service | NPCI’s June 2026 QR guidelines describe formats and display standards, not a universal tariff for equipment or related services. | Review the provider’s current written offer, including any one-time, recurring, rental, cancellation, or service terms that it specifies. |
Bank-account UPI: the ordinary merchant case
The familiar scan-and-pay transaction is often a customer’s bank account paying a merchant’s bank account through UPI. NPCI’s March 29, 2023 release states that these transactions continue to remain free for customers and merchants. It also reported that UPI was processing over 8 billion transactions each month at that time. That volume is a dated March 2023 figure, not a current monthly count, and it does not change the charge rule for an individual merchant.

RBI reporting supplies the policy context: the government direction described there took effect on January 1, 2020 and barred collection of MDR for prescribed UPI and RuPay debit-card transactions. Read that as a rule about MDR on the prescribed payment modes—not as a guarantee that every commercial service associated with accepting payments has no price.

If a settlement statement shows a deduction on what appears to be a bank-account UPI transaction, ask the provider to identify the transaction funding source and the exact contractual basis for the deduction. Request an itemised explanation in writing. If the provider calls it MDR, compare the explanation with the stated policy; if it is described as rent, device cost, support, or another service, examine the agreement for that separate charge rather than treating all deductions as one UPI fee.

PPI wallet payments are a distinct case
A prepaid payment instrument (PPI), such as an eligible wallet, can be interoperable with UPI. NPCI’s UPI FAQ describes full-KYC PPI interoperability and merchant payments, while its March 2023 statement notes interchange introduced for PPI merchant transactions. The latter statement distinguishes those transactions from bank-account-to-bank-account UPI, which it says remains free.
Two details should not be conflated. First, NPCI’s FAQ says customers do not pay charges for UPI transactions; that is a statement about customer charges, not proof that all merchant-side arrangements for PPI-funded transactions are identical. Second, the 2023 statement establishes a distinction involving PPI merchant transactions but does not supply a current universal tariff for every merchant or provider.

When a wallet-funded transaction appears in a settlement, ask the acquiring provider how it has classified that payment, what amount (if any) was deducted, and which current terms apply to the merchant’s account. If the customer’s app or receipt identifies a wallet funding source, retain that information with the transaction record. Do not assume that the ordinary bank-account rule answers a question about a wallet-funded payment.

Credit cards linked to UPI are not the same funding source as a customer’s bank account. NPCI’s 2022 operating circular for RuPay credit cards linked to UPI specifies a nil-MDR condition for small offline merchants when the transaction is ₹2,000 or less. The wording defines a specific case; it should not be stretched into a claim that all UPI transactions funded by any credit card have nil MDR, or that every merchant and transaction qualifies.

Before relying on that condition, a merchant needs to establish that the transaction used a RuPay credit card linked to UPI, that the merchant meets the circular’s small offline merchant category, and that the amount is no more than ₹2,000. Since the cited circular dates from 2022, check for later NPCI operating circulars and the provider’s current implementation before treating those parameters as current for a particular transaction.

A soundbox or another acceptance device may be offered alongside UPI acceptance, but NPCI’s June 2026 guidelines do not set a universal soundbox price, rental charge, transaction fee, or settlement schedule. The official material reviewed also does not establish that a device is either free or compulsory. The price, if any, depends on the offer and terms presented by the merchant’s provider; do not assume a standard rate across providers.
Before accepting an equipment or service offer, ask for the current written terms and separate each possible cost. The agreement should make clear whether a charge is one-time or recurring, what it covers, when billing begins, and whether there are conditions for returning equipment or ending the service. Check settlement terms and any other stated service charges separately. If an offer is described verbally as “free,” ask whether that means no purchase price, no rental, no service fee, or simply no MDR on eligible transactions.

A generic printed sign does not itself register a merchant, route payments, or create a settlement account. NPCI’s June 2026 guidelines cover static QR, soundbox QR, and dynamic QR display formats. For the cited sticker format, the guidelines specify a minimum QR size of 2 cm × 2 cm and the instruction “Scan & Pay with any UPI app.” A display should remain legible and scannable; follow the applicable design requirements for the QR format being used.
Quick Recap
How to check a UPI charge or compare provider offers
- Identify the funding source. Check the transaction details or settlement record to distinguish a bank-account payment from a PPI wallet or RuPay credit-card-on-UPI payment. If the record is unclear, ask the provider to identify it.
- Classify the deduction. Ask whether the amount is MDR, equipment purchase or rental, or another service charge. Request the provider’s written explanation and the agreement or tariff term that authorizes it.
- Match the rule to the transaction. For ordinary bank-account UPI, compare a claimed MDR deduction with NPCI’s statement on bank-account-to-bank-account payments and RBI’s description of the no-MDR direction. For wallet and credit-card cases, verify the specific arrangement and eligibility conditions instead of applying the ordinary rule automatically.
- Compare actual written offers. For each provider under consideration, record one-time charges, recurring charges, device terms, service inclusions, cancellation or return conditions, and settlement terms if stated. The official policy material does not provide a provider-by-provider current price list, so use the provider’s own current documents rather than an assumed market rate.
- Keep records. Save the merchant agreement, written tariff or offer, settlement statements, and the transaction details for any disputed deduction. This makes it easier to distinguish a payment-processing charge from an optional service fee and to ask the provider a specific question.
What merchants should not infer
- “UPI is free” does not establish that every payment source, equipment arrangement, and optional service carries no fee.
- NPCI’s statement that customers do not pay UPI charges does not by itself establish the merchant’s cost for every PPI-funded transaction.
- The 2022 RuPay circular’s nil-MDR condition is limited to the stated small offline merchant category and transactions up to ₹2,000; it is not a blanket rule for all card-funded UPI payments.
- A QR design guideline is not a commercial price list, and a printed QR display is not a substitute for the merchant’s own issued acceptance QR.
- The March 2023 figure of over 8 billion UPI transactions per month describes volume at that time; it should not be presented as a current monthly total.
