The remarks came as staffing absences were contributing to flight disruption, while the Federal Aviation Administration (FAA) was limiting operations over safety concerns.
What did Trump threaten air traffic controllers with?
Reuters reported that Trump’s November 10 post called on controllers to return to work and threatened consequences for those who did not. He proposed $10,000 bonuses for controllers who had continued working without taking time off. The cited report did not establish that the bonuses were funded or would be paid.
Reuters also reported uncertainty about how the administration could deny pay under the controllers’ union contract after the government reopened. The report left the legal and funding mechanics unresolved; it did not establish that the threatened pay action was lawful, unlawful, or ultimately carried out. Why were flights being delayed or canceled?
Air traffic controllers continued working without pay during the funding lapse. Contemporaneous Associated Press reporting said staffing absences were contributing to airport disruption. On October 23, 2025, FlightAware.com recorded 6,158 nationwide flight delays for any reason, according to AP. That figure counts delays, not cancellations, and does not isolate delays caused by the shutdown.

Transportation Secretary Sean Duffy described the pressure on controllers as unacceptable, saying at a Philadelphia airport news conference on October 24: “The stress level that our controllers are under right now, I think is unacceptable.” His remark concerned controller stress; it was not a neutral finding about responsibility for the shutdown or a statement that Trump had characterized cancellations as unacceptable. AP’s report covers the staffing problems, Duffy’s remarks, and the dated delay figure.
Why did the FAA limit airport operations?
The FAA’s emergency operating order cited safety risks and delays associated with controller staffing constraints during the lapse in appropriations. It limited operations at specified airports and said the agency could address disproportionate impacts and distribute reductions to protect safety and flight availability. The order’s stated rationale was operational safety; it did not assign political responsibility for the shutdown. The FAA order sets out the agency’s rationale and approach.

Who else called the conditions unacceptable?
Airlines for America, an airline industry trade group, also criticized the situation. On November 5, the association attributed this statement to its president and CEO, Chris Sununu: “It is simply unacceptable that our air traffic controllers, TSA officers and CBP officers are working without pay or that the traveling public is having to stand in hours-long security lines and experience thousands of delayed or canceled flights.” That is the association’s position, not an independent causal assessment of each delay or cancellation. What the episode does—and does not—show
