President Donald Trump signed an executive order on February 10, 2025, directing federal agencies to stop buying paper straws and providing them in agency buildings. The order changes federal purchasing policy; it does not automatically overturn state or local rules on plastic straws.
What did Trump’s executive order do?
Executive Order 14208, titled “Ending Procurement and Forced Use of Paper Straws,” directs executive departments and agencies to stop procuring paper straws and ensure they are no longer provided in agency buildings. The order was signed on February 10, 2025, and published in the Federal Register on February 14, according to GovInfo.
At the signing, Trump said, “It’s a ridiculous situation. We’re going back to plastic straws,” as quoted by the Associated Press. The order’s operative direction concerns federal agencies, not every business or person in the United States.
Does the order ban paper straws everywhere?
No. It directs federal agencies to stop procuring paper straws and providing them in agency buildings. It does not itself prohibit private businesses from using paper straws or require every restaurant to offer plastic ones.

The order separately instructed the Domestic Policy Council, working with relevant agencies, to develop a national strategy addressing executive-branch policies, contract terms involving entities including states, and other available tools. That strategy assignment was not an automatic repeal of state or local laws.
Can states and cities still restrict plastic straws?
Yes. State and local restrictions, as well as individual restaurant policies, remained in place after the order, the AP reported. Whether a particular straw is allowed or offered can therefore depend on where you are and on the business’s own practices.

The White House required a National Strategy within 45 days. It published the National Strategy to End the Use of Paper Straws in April 2025. The strategy discusses broader policy measures, but its publication does not by itself establish that local restrictions have been repealed.
How does this reverse the earlier federal policy?
The order reversed the federal purchasing direction on straws established under the prior administration. The Biden administration had announced a phaseout of federal purchases of single-use plastics, including straws, from federal food-service operations, events, and packaging by 2027, and a broader phaseout across federal operations by 2035, according to the AP. Those targets concerned federal operations, not a nationwide ban on plastic straws.

What does the administration say about paper and plastic straws?
The White House strategy argues that paper straws can be less durable and more expensive, and raises health, safety, accessibility, and environmental concerns. It says paper straws can cost up to 400% more than conventional plastic straws; that figure is the administration’s claim in its strategy, not an independently established price comparison for every buyer or location.
The administration’s claims should be distinguished from the limited findings reported elsewhere. The AP summarized a study that found PFAS in paper, bamboo, glass, and plastic straws, but not in stainless-steel straws. That reported result does not support treating PFAS as unique to paper straws, and it does not establish the overall safety or environmental ranking of each material.

The AP also noted that plastic straws contribute to litter and may harm marine animals, while straws are only one part of the wider single-use-plastics problem. The available reporting does not establish a definitive lifecycle comparison showing that one straw material is best in every respect.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does the change mean for consumers?
For most consumers, the practical effect depends on location and the venue. The order changes what federal agencies buy and provide; it does not guarantee that a restaurant will offer a plastic straw, nor does it remove local restrictions. Check a business’s policy and the rules that apply where you are if you need to know which options are available.
