What to Do If Your Social Security Check Is Smaller Than You Expected

Compare your gross benefit with the deposit, check payment details and notices, and follow the right steps for deductions, overpayments, earnings, or a benefit calculation difference.

First find out whether Social Security reduced your benefit or whether a deduction made your deposit smaller. Check your payment details and any recent notice in my Social Security; then use the listed reason to decide whether to review a deduction, your earnings record, or a response deadline.

Start by separating your benefit from your deposit

Your monthly benefit and the amount that reaches your bank account are not always the same. The benefit is the amount Social Security calculates for you; the deposit is what remains after any deductions are applied. A lower deposit may therefore reflect an offset rather than a change to the underlying benefit.

As an Amazon Associate I earn from qualifying purchases.

Sign in to my Social Security and compare the benefit amount with the payment amount and details for the month in question. Compare them with a prior month, and look for a new notice or a change in the account record. Note whether the difference happened once or is continuing. A one-time difference and a recurring monthly deduction can point to different issues, but neither alone establishes the cause.

If the account shows a deduction, use its label and any related notice as your lead. If the benefit amount itself changed, or the account does not explain the gap, review the sections below and contact Social Security if needed. A public guide cannot confirm whether an individual payment is correct without that person’s account and notice.

Check for a deduction or offset

Social Security identifies several kinds of amounts that may be withheld from a benefit. Look for the actual line item in your payment details or the explanation in a notice rather than assuming which one applies.

  • Medicare premiums: Medicare Part B premiums may be withheld from a Social Security benefit. An income-related adjustment can also apply in relevant cases. A premium offset can make a net deposit rise by less than a cost-of-living adjustment suggests.
  • Overpayment recovery: If Social Security determines it previously paid more than was due, it may seek repayment from future benefits. The notice should explain the amount, reason, and response options.
  • Earnings-test withholding: Retirement benefits can be withheld when a person below full retirement age earns more than the applicable annual limit. See the 2026 limits and qualifications below.
  • Voluntary federal income-tax withholding: A withholding election can reduce the deposit without changing the calculated benefit.
  • Representative fees: An authorized representative’s fee may be deducted in circumstances identified by Social Security.
  • Garnishments or debt collection: Certain debts or legal orders may result in a deduction. Read the notice to identify the basis and any instructions.

For the 2026 cost-of-living adjustment (COLA), Social Security announced an increase of 2.8 percent. That percentage does not mean every recipient’s bank deposit must rise by exactly 2.8 percent. Social Security applies the adjustment in calculating the benefit, then offsets such as Medicare premiums can be subtracted; rounding and other calculation steps can also affect the exact monthly change. If you have Medicare, Social Security says you can find your 2026 amount in the mailed COLA notice or the Message Center in my Social Security.

If Social Security says you were overpaid

Read the overpayment notice closely before making assumptions about the amount or what to do next. Social Security says the notice explains how much it believes was overpaid, why, and how to repay, appeal, or request a waiver. It also describes the applicable response process. Follow the instructions and deadline printed on your own notice; the exact deadline is case-specific.

Decide which response fits your concern

  • Appeal if you disagree with the decision that an overpayment occurred or with the amount Social Security calculated. Use the notice’s appeal instructions.
  • Request a waiver if you believe you were not at fault and cannot afford repayment, or otherwise believe the waiver standards apply. The Social Security Act provides for waiver in qualifying circumstances, including when a person is without fault and recovery would defeat the purpose of the law or be against equity and good conscience. Approval is not automatic.
  • Ask for a lower recovery rate if repayment is required but the proposed monthly withholding would cause hardship. Social Security says a beneficiary can ask to have the monthly rate reduced.

Social Security’s March 29, 2024 announcement said that, effective March 25, 2024, the default recovery rate for Social Security beneficiaries became 10 percent of the total monthly benefit or $10, whichever is greater, with limited exceptions. This is a stated default, not a guarantee that a particular person’s withholding will be that amount: read the notice for the decision and rate in your case, and use its instructions to raise a concern.

If you work while receiving retirement benefits

The retirement earnings test can affect benefits if you are below full retirement age and your wages or net earnings from self-employment exceed the annual limit that applies to you. For 2026, Social Security lists these limits:

Situation in 2026 Annual earnings limit Which earnings count
Below full retirement age throughout the year $24,480 Wages and net self-employment earnings
Reaching full retirement age during 2026 $65,160 Earnings before the month full retirement age is reached

These are Social Security’s 2026 figures; do not use them to assess another year. The higher limit applies only in the year you reach full retirement age and only to earnings before the month you reach it. Pensions, annuities, investment income, interest, veterans benefits, and other government or military retirement benefits do not count as earnings for this test.

If your earnings are above the applicable limit, Social Security may withhold benefits under the earnings test. SSA says months of benefits withheld this way are later accounted for when it recalculates benefits at full retirement age. If expected work income changed, check the instructions in your Social Security account or notice and tell Social Security promptly; do not assume that every kind of income counts as wages for this test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The separate 2026 figure of $184,500 is the maximum amount of earnings subject to Social Security tax. It is not the annual retirement earnings-test limit. Do not use it to decide whether benefits may be withheld.

If the benefit amount itself seems wrong

When the benefit amount changed, or a deposit has no deduction that explains the difference, compare your account’s benefit estimate and earnings record with the benefit notice. An estimate is not necessarily a promise of the amount you will receive: it can depend on when you claim and on assumptions about future earnings.

Review the earnings record

Social Security bases retirement benefit calculations on up to 35 years of indexed earnings. If you have fewer than 35 years with earnings, years without earnings can count as zeros in the calculation and lower the average. Check the earnings record in my Social Security for missing or inaccurate years, especially if a year of work appears absent or its amount looks wrong. Use the account’s instructions to report a discrepancy rather than trying to infer the final benefit from a general average.

Check the age you claimed

Claiming retirement benefits before full retirement age results in a lower benefit than claiming at full retirement age. Delaying a claim can increase the benefit through delayed retirement credits. Compare the claim timing shown in your records with the age assumptions behind the estimate you remember; a difference between an estimate and an award may reflect the timing you chose, not a new deduction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check what the estimate assumed

An estimate may incorporate assumed future income. If you stopped working, changed jobs, or expect to earn less than the estimate assumed, the estimate may not match the calculation based on your actual record and claim timing. Compare the specific estimate with the official benefit notice and earnings record instead of relying on a remembered estimate or a generic average-benefit figure.

Work through the checks in this order

  1. Compare the amounts. In my Social Security, compare the gross benefit and net payment details for the affected month with an earlier month. Decide whether the benefit changed, only the deposit changed, or both.
  2. Find the explanation. Check the payment record and recent notices for Medicare premiums, overpayment recovery, earnings-test withholding, tax withholding, representative fees, garnishment, or another debt-related deduction. Record the label, amount, and whether it recurs.
  3. Match a notice to its instructions. If the notice requires a response, follow its stated process and deadline. For an overpayment, determine whether you are disputing the decision or amount, seeking a waiver, or asking for a lower recovery rate.
  4. Compare the benefit calculation. If the gross benefit itself seems wrong, review the earnings record and estimate in your account alongside the benefit notice. Check for missing earnings, fewer than 35 earning years, an assumed future income, and the age at which you claimed.
  5. Apply the correct earnings limit. If you work and are below full retirement age, check the annual limit for the relevant year and your situation. For 2026, use the figures above only for 2026; notify Social Security if expected earnings changed.
  6. Contact Social Security if the reason remains unclear. Use the contact details on your notice or Social Security’s official channels. Have the payment month and notice available so you can ask about the specific line or calculation. Do not give your Social Security number or account details to an unofficial helper.

What the 2026 COLA can—and cannot—explain

The 2.8 percent COLA announced for 2026 explains a scheduled adjustment to Social Security benefits; it does not by itself explain a particular person’s net deposit. The benefit calculation, rounding, and offsets can make the actual change differ from a simple multiplication, and a premium withheld from a check affects what lands in the bank. Compare the new benefit and deduction details in your own account rather than estimating a deposit from the COLA percentage alone.

For people with Medicare, the 2026 COLA information is available in the mailed notice and in the Message Center in my Social Security. If those records do not account for the amount you received, contact Social Security using the notice or official contact channel and ask for an explanation of the payment.

When the cause is still uncertain

Do not treat a smaller deposit by itself as proof of an error, a benefit cut, or an overpayment. First establish which amount changed and whether there is a listed deduction. If a notice identifies a decision you disagree with, its response instructions matter; if your earnings record or estimate appears inconsistent with the benefit, ask Social Security to clarify the calculation. The exact cause, correctness, and deadline in an individual case can only be resolved from that person’s account and notice.
