Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteFirst, find out who imposed the fee: your card issuer, the merchant, or a currency-conversion provider. Check the statement, receipt, checkout disclosure and card agreement, then contact the party responsible. If you believe an issuer-posted charge is a U.S. billing error, contact the issuer promptly and send written notice within the Consumer Financial Protection Bureau’s 60-day window. Pay the undisputed part of your bill on time while the issuer investigates.
Identify the fee before you challenge it
A fee that appears on a credit-card statement is not necessarily a fee imposed by the card issuer. The statement may show an issuer charge, a merchant’s surcharge, or a fee associated with converting a purchase into another currency. The right place to ask for an explanation—and the rules that may apply—depend on which one it is.

Start with the exact line on the statement. Compare it with the receipt, any checkout screen or posted notice you saw, and your card agreement. Write down the amount, posting date, transaction date, merchant, and the wording used to describe the fee. If the line is vague, call the issuer using the number on your card or statement and ask whether the issuer assessed it or passed through a charge imposed by someone else. Ask the merchant or conversion provider about a fee shown on the receipt or at checkout.
Do not assume a fee is improper merely because it was unexpected. It may be allowed under the agreement and applicable law but poorly understood, incorrectly calculated, or charged in error. Your immediate goal is to establish the source, trigger, and disclosure for the specific fee.

Issuer fees and possible billing errors
Annual fees, late-payment fees, cash-advance fees and balance-transfer fees are commonly tied to account terms or a particular account activity. Check the card agreement and the statement for the relevant fee description and triggering event. If you do not recognize the fee, it is duplicated, the amount is wrong, or it conflicts with the terms, tell the issuer that you believe the bill contains an error. A purchase dispute involving goods or services that were defective, undelivered, or misrepresented can follow a different process from disputing a billing error; the CFPB explains the distinction in its credit-card dispute guidance.
Foreign-transaction fees
An issuer’s foreign-transaction fee may apply to a purchase made in a foreign currency, outside the United States, or with a foreign merchant. That means an online order priced in U.S. dollars can still qualify if the merchant is foreign. The CFPB’s Regulation Z commentary describes these circumstances and distinguishes issuer charges from fees imposed by a merchant that performs currency conversion. Check the Regulation Z finance-charge commentary and ask the issuer how it classified the transaction.

Merchant currency conversion
A merchant or conversion provider may convert the purchase into your home currency and show a separate conversion charge. This is not automatically the same as an issuer’s foreign-transaction fee. Review the receipt for the original currency, the conversion rate, the converted amount, and any separate fee line. Ask the merchant or provider to explain how the conversion was handled and what charge it added.
Merchant surcharge for using a credit card
A checkout surcharge is a fee a merchant adds for a credit-card transaction. Card-network rules allow certain surcharges in the United States subject to requirements, but network permission does not override state or federal law. Visa’s merchant materials describe disclosure expectations and state restrictions; its state examples are dated February 15, 2024, so they should not be treated as a current state-by-state legal guide. See Visa’s rules and policies, its U.S. Merchant Surcharge Q and A, and Mastercard’s merchant surcharge rules. Check current requirements for the location where the transaction occurred.

The FTC’s fee-rule FAQ says covered businesses must disclose the total price and that covered fee disclosures must describe a charge’s nature, purpose, and amount. The rule is described there as effective May 12, 2025, but its applicability depends on the merchant and transaction; do not assume it governs every card fee in every setting. Read the FTC’s fee-rule FAQ and consider the transaction’s circumstances.
Late-payment fees
If the fee is labeled late, compare the payment due date with when the issuer received or posted your minimum payment. Check for a processing delay, a returned payment, or a payment made to the wrong account, and ask the issuer to explain how it calculated the fee. Review the agreement’s payment terms as well. The CFPB says its 2024 credit-card penalty-fee final rule is stayed because of ongoing litigation. Its announced $8 safe-harbor threshold should not be treated as an operative, universal cap; see the CFPB’s penalty-fee rule page for that status.

How to dispute a potential U.S. billing error
For a possible billing error charged by your issuer, use the issuer’s dispute process promptly. A phone call or online dispute can alert the company, but CFPB guidance says to send written notice to the billing-dispute address on your statement to use the billing-error procedure it describes. The CFPB’s current step-by-step page says to send notice no later than 60 days after the statement containing the error was sent. Its dispute FAQ describes the window as 60 calendar days after the charge appeared on the statement. Because the pages phrase the reference point differently, follow the wording on the applicable CFPB page and act as soon as you spot the problem rather than waiting until the end of the period.

Confirm the exact charge and check whether the card agreement explains the fee or the transaction that triggered it.
- Contact the issuer quickly. Call the number on your statement or card, or use the issuer’s online dispute option if available. Explain which fee you are challenging and why. Ask where written billing-error notices must be sent.
- Send a clear written notice. Address it to the billing-dispute address in your statement. Include your name, address, account number, the fee’s amount and date, and a concise explanation of why you believe it is an error. Keep a copy of the letter and anything showing when you sent it.
- Keep paying correct charges. Pay the undisputed balance and required amounts on time while the issuer investigates. Follow the issuer’s instructions and check the minimum payment due; disputing one fee does not mean you can ignore the rest of the bill.
- Track the response and check the next statements. Save the issuer’s letters and review later statements to see whether the fee and any related amounts were corrected.
The CFPB says the issuer generally has 30 days to acknowledge a written notice and up to two billing cycles to complete its investigation. During that investigation, CFPB guidance says you do not have to pay the disputed amount or related finance charges, but you remain responsible for paying correct charges on time. See the CFPB’s explanation of fixing credit-card bill mistakes. These are U.S. billing-error procedures; readers elsewhere should check the rules and process in their jurisdiction.

How to challenge a merchant or conversion fee
If the issuer confirms that the fee came from the merchant or a currency-conversion provider, ask that party for the basis of the charge. Explain what you saw at checkout and what appears on the receipt. If the fee was not disclosed as you understood it, keep the evidence and ask the merchant to correct or refund it. A card issuer can help identify a transaction or explain how it was processed, but it may not be the party that set a merchant fee.
- Keep the itemized receipt and the statement line showing the charge.
- Save a screenshot of the checkout page, payment screen, or online order confirmation, if available.
- Record where the purchase took place and whether the fee was shown before you completed payment.
- For currency conversion, note the original amount and currency, the conversion rate shown, and any separate conversion charge.
- For a surcharge, check current requirements for the transaction location rather than relying on an old state list or on network permission alone.
For concerns about a surcharge or fee disclosure, you may consider contacting the relevant state consumer-protection authority or card network after checking current local requirements. The FTC’s guidance can help determine whether its fee rule may apply, but the rule does not establish that every fee in every transaction is covered.
Keep a record and decide what to do next
Build a simple record of the dispute while details are fresh. Keep the relevant statements, agreement terms, receipts, checkout disclosures, written notice, and issuer or merchant responses together. Note the date and time of calls, the number you called, whom you spoke with if known, and what the person said would happen next. For an online complaint or chat, save the confirmation and a copy of the conversation.
If the issuer agrees the charge was an error, check a later statement for the correction and any related charges. If it says the fee is valid, ask for the decision and explanation in writing, the amount currently due, and the payment deadline. Compare the explanation with the agreement and your records. If the issue is a merchant fee, follow up with the merchant or conversion provider and keep the response alongside the receipt. If you believe local surcharge or disclosure requirements were not followed, consult the appropriate state consumer-protection authority or current network rules for the transaction’s location.
Do not let a disagreement about one item obscure the rest of the account. Maintain payments on charges you are not disputing and keep checking statements for new fees, interest, or corrections. If you are outside the United States, these CFPB timing rules and U.S. surcharge examples may not apply; use your local consumer-protection process and the issuer’s procedures.
