If a merchant in India refuses your card or UPI payment, first ask which alternatives it accepts. A refusal is not automatically illegal: the verified legal requirement applies only to certain businesses and requires specific payment modes, not every card network or payment app. If a UPI payment was actually initiated, treat that as a separate transaction issue and use your bank’s UPI app or the appropriate complaint route.
Is a merchant in India allowed to refuse a card or UPI payment?
There is no general rule requiring every shop to accept every card or UPI payment. Section 269SU of the Income-tax Act sets a narrower obligation: a business whose sales, turnover or gross receipts exceeded ₹50 crore in the immediately preceding previous year must provide a facility for prescribed electronic payment modes. The threshold concerns the business’s receipts in that prior year, not the value of your purchase.

Income-tax Rule 119AA names the required modes: RuPay-powered debit card, BHIM-UPI and BHIM-UPI QR code. These must be provided in addition to any other electronic modes the business chooses to offer. That is not a requirement to accept every credit card, every debit-card network, every payment app, or every individual transaction. Read the statutory provision and Rule 119AA for the applicable text.

A merchant’s refusal of a particular card brand, for example, does not by itself establish a breach of the specified-mode requirement. Nor does the rule guarantee that a transaction will succeed: a technical failure or other operational problem is different from a business not providing the required facility.

In practical terms, asking “Do you take cards?” or “Do you take UPI?” does not always identify the legal question. The statutory list is specific. The obligation is to provide the named facilities when the business qualifies; the material reviewed does not say that every card brand, app, or attempted transaction must be accepted. If a business does not qualify, this particular section does not create a general acceptance duty for it.
A limited exception for some B2B businesses
CBDT Circular 12/2020 says section 269SU does not apply to a specified person carrying on only B2B transactions, with no retail consumer transaction, if at least 95% of aggregate receipts in the previous year were received through modes other than cash. A customer at a checkout generally cannot determine the business’s transaction mix or receipts, so do not infer from the shop’s appearance whether this exception applies. See CBDT Circular 12/2020.
This exception is narrow: the conditions relate to the kind of transactions and the share of receipts received by non-cash modes. It is not a general exception for any shop that says it prefers cash. At the same time, a customer ordinarily will not have enough information to decide whether the exception applies. Treat that as a fact to be established, not something that can be settled from the counter conversation alone.

What to do at the checkout
- Ask what the merchant accepts. Calmly ask whether another card, UPI option or payment method is available. If you need to complete the purchase and an acceptable alternative is convenient, using it may be simpler than arguing at the counter. This first question can also clarify whether the refusal is limited to one payment method or whether no electronic option is available.
- Clarify whether a payment was actually initiated. A merchant declining to take a payment before you try to pay is different from a UPI payment that was sent and then failed, remained pending or was disputed. Use the transaction-specific route only if there is an actual transaction to investigate. If no transaction was initiated, a UPI status complaint will not address the merchant’s refusal.
- Record the facts if the refusal may matter. Note the business name and address, date and time, amount, payment mode refused and explanation given. Keep the bill or other relevant evidence; photograph signage only if it is safe and lawful to do so. If the merchant offers an alternative, note that too, because the details help distinguish a refusal of one particular instrument from a refusal of all available methods.
- Do not assume the legal threshold is met. A customer usually cannot know the merchant’s prior-year turnover or whether the B2B exception applies. Record what happened without presenting an uncertain legal conclusion as a proven violation. The amount of your own purchase does not establish whether the business crossed the ₹50 crore threshold.
- Choose the next route based on the problem. For an actual UPI transaction grievance, begin in the participating bank’s UPI app or use NPCI’s complaint facility. For a broader consumer concern, contact the National Consumer Helpline. The appropriate path turns on whether a transaction took place and whether the issue is a refusal, a failed payment, or suspected fraud.
What to note if you may follow up
A concise record is more useful than a conclusion about the law. Write down the exact payment method you tried—for example, the relevant card or UPI option—and what the merchant said. Note whether the merchant directed you to another method and whether any payment was attempted. Keep transaction details if a UPI attempt actually generated them, and retain the bill or other evidence you already have. Do not put yourself at risk or create a confrontation to obtain evidence.
These details can help you explain the difference between an acceptance facility not being available and a specific attempt that did not go through. They will not, by themselves, show the merchant’s prior-year receipts or establish that the section 269SU conditions apply. That distinction matters: documentation supports an accurate account, but it does not replace information about the business’s eligibility.
Where to complain about a UPI transaction
If a UPI payment was initiated and you need its status or want to raise a transaction grievance, NPCI says users can do so through the UPI app of a participating bank. NPCI’s Register a Complaint facility accepts transaction details and forwards the complaint to the relevant member bank or institution for resolution.

For fraud or an unidentified or unauthorised transaction, contact your own bank. NPCI says an initiated UPI payment cannot be stopped; that does not prevent you from reporting an unauthorised or disputed transaction. Follow the bank’s instructions promptly and provide the transaction details it requests. See NPCI’s UPI FAQ.

NPCI’s facility passes the complaint to the relevant member bank or institution; NPCI does not describe itself as resolving every individual complaint directly. How to seek broader consumer help
If your concern is broader than a UPI transaction—for example, you want consumer assistance about how a merchant handled the purchase—the Government of India’s National Consumer Helpline lists toll-free number 1915, available from 8 a.m. to 8 p.m. It also lists digital routes through its portal, app, UMANG and WhatsApp. Its information describes consumer rights including the right to choose, to be informed, to be heard and to seek redressal. The helpline is a general assistance route; contacting it does not by itself establish that refusing a particular payment method is an unfair trade practice. Check the Department of Consumer Affairs’ Consumer Rights information.
When contacting a general consumer help route, describe what happened and what assistance you are seeking. Distinguish a merchant refusal from a payment that was already initiated, and avoid stating that a specific legal violation is proven unless you have facts to support that conclusion. The helpline provides general consumer assistance; the information reviewed does not promise a particular resolution for a payment-method refusal.
Choose the route that fits what happened
| Situation | Practical next step | What to keep in mind |
|---|---|---|
| The merchant refuses a payment before any transaction begins | Ask about alternatives; document the refusal if relevant; contact the National Consumer Helpline for broader consumer assistance. | A refusal is not automatically unlawful. Section 269SU applies only to qualifying businesses and prescribed modes. |
| A UPI payment was initiated but failed, is pending or needs checking | Use the participating bank’s UPI app or NPCI’s complaint facility with the transaction details. | NPCI forwards complaints to the relevant member bank or institution for resolution. |
| You suspect fraud or an unauthorised UPI transaction | Contact your bank and report the transaction. | NPCI says an initiated payment cannot be stopped, but a disputed or unauthorised transaction can still be reported. |
Think of these as separate paths rather than one escalating complaint. If time is important and an alternative is acceptable, using it may let you complete the purchase promptly. If you want to follow up about a possible acceptance-facility issue, make a factual record first. If a UPI transfer was actually made, use the bank or NPCI transaction route; if the concern is general consumer treatment, use the helpline’s assistance channels.

What not to assume
- Do not assume every shop must accept UPI or every merchant must take cards.
- Do not treat the ₹50 crore threshold as applying to all merchants; it is based on the business’s receipts in the immediately preceding previous year.
- Do not treat a refusal of one card network or app as proof that the required RuPay debit card, BHIM-UPI or BHIM-UPI QR facility is absent.
- Do not assume the B2B exception applies—or does not apply—without facts about the business’s transactions and receipts.
- Do not expect a particular complaint outcome, refund or penalty solely because you reported a refusal.
- Do not confuse a merchant’s refusal before payment with a UPI transaction that was already initiated; the complaint route depends on which situation occurred.
Frequently Asked Questions
Does every shop in India have to accept UPI?
No general rule in the reviewed sources requires every shop to accept UPI. Section 269SU requires qualifying businesses—those with sales, turnover or gross receipts above ₹50 crore in the immediately preceding previous year—to provide specified modes, subject to the stated B2B exception.
Can a merchant refuse my credit or debit card?
The law covered here does not require every merchant to accept every card network or every credit card. Rule 119AA specifies a RuPay-powered debit card, BHIM-UPI and BHIM-UPI QR code for businesses covered by section 269SU. A refusal of one card brand alone does not establish that the required facility is missing.
What if my UPI payment was initiated but the merchant says it did not arrive?
Check the transaction or raise a grievance through the UPI app of a participating bank, or use NPCI’s complaint facility with the transaction details. NPCI forwards complaints to the relevant member bank or institution for resolution. For fraud or an unidentified or unauthorised transaction, contact your bank.
Can I stop a UPI payment after initiating it?
NPCI says a UPI payment cannot be stopped once initiated. If you believe a transaction was unauthorised or is otherwise disputed, you can still report it to your bank and follow the applicable complaint route.
Where can I get help about a merchant refusal that did not involve a UPI transaction?
For broader consumer assistance, the National Consumer Helpline lists toll-free 1915 from 8 a.m. to 8 p.m., plus its portal, app, UMANG and WhatsApp. A refusal is not automatically an unfair trade practice, and contacting the helpline does not guarantee a particular outcome.
The Bottom Line
In India, a merchant’s refusal is not automatically unlawful: section 269SU applies only to qualifying businesses and specified payment modes, with a limited B2B exception. Ask about alternatives and record the facts if you want to follow up. If a UPI payment was actually initiated, use the participating bank’s UPI app or NPCI’s complaint route; contact your bank promptly for suspected fraud or unauthorised transactions. For broader consumer help, the National Consumer Helpline is available at 1915.
