What to Consider When Choosing a U.S. Location for a Robotics Manufacturing Facility

A defensible robotics-facility shortlist starts with the operating plan and tests each candidate site for workforce, logistics, real estate, permitting, utilities, and written incentive terms.

The best U.S. location for a robotics manufacturing facility is the site that can support its specific workforce, production flows, building needs, permits, and utility loads at a viable total cost—not necessarily the state with the most robotics companies or the largest incentive offer. Build a shortlist around the facility’s operating model, then verify each finalist at the parcel and project level.

Start with the facility you actually plan to build

A robotics facility may combine assembly, machining, electronics production, testing, warehousing, engineering, and supplier operations. Those activities have different staffing, shipping, building, and utility requirements. A site suitable for light final assembly may not work for a plant that also machines heavy components or runs energy-intensive testing.

Before comparing communities, define the proposed operation: products and processes, expected production volumes, hiring schedule, shift pattern, inbound components, outbound shipments, energy and water needs, and expansion plans. Identify which requirements are essential and which can be traded against cost or schedule. This gives the team a consistent basis for comparing locations.

Compare the five core location factors

Factor What to assess Evidence to request or verify
Workforce Availability, skills, cost, and unionization for the facility’s actual roles. Occupational and local workforce data, its publication date and geographic detail, plus current input from local workforce organizations and employers where public data may lag.
Logistics Access to customers, suppliers, transport nodes, and the actual cost of inbound and outbound freight. Route and shipment analysis for components, heavy equipment, finished robots, and service parts; evaluate whether each nearby road, airport, rail connection, or port serves those flows.
Real estate and construction Suitable existing buildings or greenfield land, improvement cost and schedule, construction variability, occupancy approvals, and expansion space. Qualified site and engineering review of clear height, floor loading, layout, power infrastructure, site conditions, and the approvals needed for the planned process.
Business, tax, and permitting Land-use restrictions, environmental rules, tax rates, required permits, and processing times. Parcel- and operation-specific review by appropriate legal, environmental, and engineering advisers; community-level statements are not approval.
Utilities and infrastructure Available capacity, rates, the cost of added capacity, relevant supply or disposal sources, and connection or extension timing. Written, site-specific information from the utility and local authorities covering capacity, upgrade scope, cost, and schedule.

Do not substitute statewide wage or utility averages for project-level costs or capacity. Public figures can help screen locations, but they cannot establish what a particular company will pay or whether a particular parcel can be served.

Build a workforce case around robotics roles

Define the staffing mix before judging whether a region has a strong labor pool. Depending on the production plan, the facility may need production operators, automation and controls technicians, maintenance staff, engineers, quality professionals, and supervisors. Compare the availability, relevant skills, cost, and unionization conditions for those roles rather than relying on a broad manufacturing employment figure.

SelectUSA cautions that public labor information can have a lag. Check the age and geographic granularity of the data, and seek more current local information when the published baseline is too old or broad to support a hiring plan.

  • Advanced Robotics for Manufacturing (ARM) Institute: Manufacturing.gov describes ARM as a Manufacturing USA institute focused on robotics and artificial intelligence in manufacturing and preparing workers to work alongside these technologies. It may be a route to explore ecosystem or workforce-development connections; its description does not establish that it runs a local training program in every candidate community.
  • Registered Apprenticeship: Manufacturing.gov describes this as an industry-driven career pathway for employers to develop and prepare workers. Confirm whether occupations relevant to the facility and a suitable local education or training partner are available, and establish the terms directly.

Use industrial clusters to screen, not to select

SelectUSA’s machinery and equipment overview identifies Illinois, Michigan, Oklahoma, Texas, and Wisconsin as states with high employment share and concentration in the production technology and heavy machinery cluster. It identifies California, Massachusetts, Oregon, Texas, and Washington for high employment share and concentration in the information technology and analytical instruments cluster.

The SelectUSA page reports more than one million employees in the production technology and heavy machinery cluster and more than 1.6 million in the information technology and analytical instruments cluster, based on its Cluster Mapping dashboard; it does not attach a year to either dashboard figure. These clusters are related industrial groupings, not proof of robotics-specific talent, supplier access, a suitable building, or a good fit for an individual company. Use them to identify places for further screening, then test the actual labor, supplier, and site conditions.

Test the building and site against the production process

For each candidate property, confirm that its physical characteristics and approval path match the proposed operation. A listing or community description is not enough to establish suitability. Ask qualified site and engineering professionals to evaluate the requirements that apply to the facility, including:

  • Whether clear height, floor loading, layout, and circulation suit equipment, materials handling, and testing.
  • Whether existing power infrastructure and other site services can support the intended process, or what upgrades would be required.
  • Whether the property has enough room for planned expansion and the associated logistics or infrastructure.
  • What improvements, construction work, occupancy approvals, and permits are needed, and how those affect cost and opening schedule.
  • Whether land-use, environmental, or other parcel-specific conditions constrain the planned operations.

Separate what is already confirmed from what depends on future approvals, construction, or utility work. That distinction helps expose schedule risk before a site is treated as viable.

Verify utility capacity, cost, and timing in writing

Utility feasibility is a site-level question. A state average or a community’s general claim about available power does not establish that a particular parcel has the needed capacity. Ask the relevant utilities and authorities for written information on current service, capacity additions, rates, connection or extension work, and timing. Include any relevant generation or disposal needs in the inquiry.

Compare not only the expected rate but also the cost and schedule of upgrades. A location that appears inexpensive before connection work may carry a different total cost or opening date once the required infrastructure is included.

Evaluate incentives as conditional project terms

SelectUSA points investors to federal programs, state incentive resources, workforce and energy-efficiency resources, and a manufacturing-cost analytic tool. It also notes that state, territorial, and local governments are often primary sources of specific assistance for new or expanding businesses. These resources can help identify programs to investigate, but a general program description does not establish that a company qualifies.

  • Eligibility and qualifying investment or job requirements.
  • Application deadlines and whether assistance is authorized, awarded, and available to this project.
  • Performance milestones, payment timing, tax treatment, and reporting obligations.
  • Any recapture or clawback conditions if promised investment, hiring, or operating targets are not met.

Compare the value and timing of assistance against the obligations attached to it. Do not let an incentive headline outweigh an infeasible workforce plan, utility connection, or construction schedule.

Use a consistent shortlist and total-cost comparison

  1. Set the operating assumptions. Document the production plan, staffing needs, shipment flows, utility loads, opening target, and expansion scenarios.
  2. Screen locations against essential requirements. Remove candidates that cannot plausibly meet non-negotiable workforce, logistics, building, permitting, or utility needs.
  3. Apply one scorecard to every finalist. Weight the factors according to the company’s actual operating economics rather than using a generic state ranking.
  4. Compare total landed cost and operating risk. Include labor, freight, construction and improvements, utilities, taxes, permitting time, and the conditions attached to incentives.
  5. Run sensitivities. Recheck the comparison under different production volumes, hiring rates, energy loads, and expansion plans so the choice does not depend on a single forecast.
  6. Close the evidence gaps. Obtain parcel-specific reviews and written utility, permitting, and incentive information before committing to a site.

SelectUSA says investors may need specialized site-selection service providers and offers a directory, along with connections to economic development organizations. Teams considering outside help can investigate industrial site-selection and facility-planning professionals for multi-state comparisons, local diligence coordination, or incentive-process support. Independently verify a provider’s scope, qualifications, geographic coverage, and commercial terms.

Why the sector context is useful—but not decisive

SelectUSA reported in 2024 that machinery and equipment manufacturing accounted for 20 percent of manufacturing value added and that U.S. machinery exports were $297 billion, about 9 percent of total U.S. exports. Those figures describe the sector’s economic context; they do not predict the costs, labor supply, or prospects of a particular robotics plant.
