Do not choose the GST rate from the invoice date alone. First identify the notification and effective date for the affected supply, then apply the time-of-supply rules in section 14 of India’s CGST Act to the supply, invoice and payment dates. After that, check the invoice particulars, tax calculation and return record.
Start with the rate notification and the supply it covers
A rate change does not necessarily apply to every good or service from the same date. Before reviewing the invoice, identify the notification that changed the rate, its effective date, and whether it covers the particular goods or services being supplied. Confirm the relevant classification and any conditions in the notification. Without those facts, it is not possible to determine the correct rate for a specific transaction.

Check whether the notification has been amended, replaced or supplemented, and retain the version that applied on the relevant date. A rate shown on an older invoice, a rate used in accounting software, or a rate seen on another supplier’s invoice is not enough to establish the applicable treatment for this supply.
Classification deserves particular attention after a rate change. Compare the goods or service actually delivered with the HSN or SAC used on the invoice and with the description in the rate notification. If the classification is uncertain, resolve that issue before treating the percentage on the invoice as correct. The rate and classification should be supported by the same transaction facts.

Build the timeline before checking the amount
Write down four dates for the transaction: when the supply took place, when the invoice was issued, when payment was received, and when the rate change took effect. Section 14 of the CGST Act sets out different time-of-supply outcomes according to whether the supply occurred before or after the change and how the invoice and payment dates fall around it. The invoice date is one input, not a universal answer.
For the payment date used in section 14, the explanation generally treats receipt as the earlier of the date the payment is entered in the supplier’s books and the date it is credited to the supplier’s bank account. There is a proviso for a bank credit occurring more than four working days after the rate-change date: in that circumstance, the bank-credit date is used. Record the evidence for the date, such as the books entry and bank credit, rather than relying only on the date printed on a receipt.
Also distinguish an invoice issue date from a draft, pro forma document or internal billing entry. The document used in the section 14 analysis should be the invoice whose legal issue date can be established from the records. If dates were entered retrospectively or a document was cancelled and reissued, preserve the sequence and supporting evidence.

Use the row that matches when the supply occurred, then the column matching when the invoice and payment occurred. “Before” and “after” below refer to the effective date of the rate change. This matrix summarizes section 14’s cases; it does not identify the rate itself, which still depends on the notification and classification.
| Supply timing | Invoice and payment timing | Time of supply under section 14 |
|---|---|---|
| Supply before the rate change | Invoice issued and payment received after the change | Earlier of the invoice issue date or payment receipt date |
| Supply before the rate change | Invoice issued before; payment received after | Invoice issue date |
| Supply before the rate change | Payment received before; invoice issued after | Payment receipt date |
| Supply after the rate change | Invoice issued after; payment received before | Invoice issue date |
| Supply after the rate change | Invoice issued before; payment received before | Earlier of the invoice issue date or payment receipt date |
| Supply after the rate change | Invoice issued before; payment received after | Payment receipt date |
For example, if a supply took place before the effective date but both the invoice and payment came afterward, the applicable time of supply is the earlier of those two later dates. If the supply took place after the change and the invoice was issued beforehand while payment arrived afterward, section 14 points to the payment receipt date. These examples show why the timeline matters; they do not establish a tax rate for any particular product or service.

CBIC’s reproduction of section 14 includes the wording, “the time of supply shall be the date of receipt of payment or the date of issue of invoice, whichever is earlier”. That sentence belongs to one part of the statutory matrix—supplies made before the rate change where both invoice and payment occur after the change. It should not be treated as a universal rule for every invoice.
If the records do not fit neatly into one row—for example, because the supply date, payment evidence or invoice status is disputed—do not select a rate by intuition. Establish the underlying facts and review the full statutory provision and relevant notification for that transaction.

Once the time-of-supply analysis identifies the treatment to verify, inspect the document itself against Rule 46 of the CGST Rules. The rule contains the tax-invoice particulars and exceptions; the checks below are a practical review list, not a substitute for checking which requirements apply to the particular invoice.
- Supplier: Confirm the supplier’s name, address and GSTIN against the relevant registration and transaction records.
- Invoice identity: Check that the invoice has a consecutive number for the financial year and that its issue date is recorded correctly.
- Recipient: Review recipient details to the extent required for the transaction. Do not assume every invoice has identical recipient-detail requirements.
- Supply description and classification: Compare the description with what was actually supplied and verify the HSN or SAC used. The classification should support the rate selected from the applicable notification.
- Quantity and unit: Where applicable, confirm that the quantity and unit match the order, delivery or service records.
- Values and tax: Check the total value, taxable value, applicable rate and tax amounts. Recalculate the tax on the taxable value and confirm that the invoice totals are arithmetically consistent.
- Tax type and location details: Check whether the invoice shows CGST with SGST or UTGST, or IGST, as appropriate to the supply treatment. Review place-of-supply and delivery details where required.
Rule 46 has exceptions and transaction-specific requirements. Treat the list as a prompt to inspect, not as proof that every listed field is required in the same way for every invoice or that no other condition applies.
Check legibility and consistency across the document as well. The invoice number, date, supplier GSTIN, recipient details, taxable value and tax amounts should not change between the PDF, accounting entry and return data. A missing or inconsistent field can make later reconciliation difficult even when the percentage calculation is correct.

Reconcile the rate, tax split and totals
Compare the rate printed on the invoice with the rate supported by both the notification and the section 14 timeline. Then verify the taxable value and tax amounts. A correct percentage applied to the wrong taxable value still produces an incorrect invoice; likewise, correct arithmetic does not cure a rate that does not apply to the supply.

Check the tax type as well as the total tax. Where the applicable treatment calls for CGST plus SGST or UTGST, confirm the amounts are shown in that form; where IGST applies, verify it is shown instead. The location and place-of-supply information should support the treatment where those details are required. Do not infer the tax split from the rate-change date alone.
Keep a short calculation trail with the invoice review: the notification and classification relied on, the four timeline dates, the relevant section 14 case, the taxable value, the rate applied, and the tax calculation. This makes it easier to explain a later correction or reconcile the transaction with a filed return.
Compare the invoice with GSTR-1 and handle corrections carefully
After checking the invoice, compare its invoice-level details with the corresponding GSTR-1 record. The GST Portal’s GSTR-1 guidance describes invoice reporting and amendment workflows. Check that the reported invoice identity, date, values and tax details agree with the final invoice record, and that any amendment record corresponds to the correction actually made.
Do not assume every discrepancy should be fixed by overwriting the original invoice. The appropriate correction document and return treatment depend on the facts and applicable rules. First identify whether the issue is a clerical detail, an incorrect rate or tax amount, a change to the underlying supply record, or a mismatch between the invoice and return. Then determine the correction route that applies, preserve the original record and supporting documents, and reconcile the resulting record with the return.

If an amendment is made through the portal, retain enough information to connect the original invoice to the amended entry. A reviewer should be able to see what changed, why it changed, and which transaction and return record the change concerns. Portal instructions explain filing operations; they do not replace the legislation or settle which rate applies to the transaction.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Using invoicing software as a checking aid
Invoicing or accounting software can reduce repetitive field and reconciliation work, but it does not decide the legal rate. If you evaluate a tool, compare its current GST invoice-field coverage, support for the transaction types and tax treatments you use, amendment workflow, and ability to reconcile invoice data with returns. Confirm that it can preserve the original invoice and link a correction to the relevant return record.
Do not treat an automated rate table as conclusive after a notification changes. Verify the notification, classification and section 14 timeline yourself, and check how the product handles exceptional dates, CGST-plus-SGST or UTGST versus IGST, and amended invoices. Product capabilities and partner-program terms can change, so verify them directly before relying on a particular service.
A practical review sequence
- Identify the change: Locate the rate notification, effective date, covered goods or services, and relevant HSN or SAC classification.
- Establish the facts: Record the supply date, invoice issue date and payment receipt date, including evidence for the payment date used under section 14.
- Select the section 14 case: Match the supply timing and invoice/payment timing to the applicable row in the matrix, then determine the time of supply.
- Verify the invoice: Check the supplier and recipient particulars as applicable, invoice number and date, description, classification, quantity or unit where applicable, values, rate, tax amounts and relevant location details.
- Recalculate and classify the tax: Confirm the taxable value and arithmetic, then verify the CGST-plus-SGST/UTGST or IGST presentation against the supply treatment.
- Reconcile the return: Compare invoice-level details with GSTR-1 and any amendment record; retain the original and correction trail.
What the available facts cannot settle
No single rate can be stated for this topic without a particular rate notification, the supply’s classification and the transaction dates. Those facts determine which rate and which section 14 case must be considered. For an actual invoice, confirm the notification and its amendment history, establish the transaction facts, and apply the relevant law to that supply.
The primary legal references are section 14 of the CGST Act and Rule 46 of the CGST Rules. GST Portal guidance is useful for the operational GSTR-1 steps, but it is not a replacement for the law.

Frequently Asked Questions
Is the invoice date enough to determine the GST rate after a rate change?
No. Record the supply, invoice and payment dates, identify the notification’s effective date, and apply the relevant section 14 case. The invoice date is only one part of that analysis.
How is the payment-receipt date determined for section 14?
Receipt is generally the earlier of the date the payment is entered in the supplier’s books or credited to the supplier’s bank account. If bank credit occurs more than four working days after the rate-change date, the statutory proviso uses the bank-credit date.
What invoice fields should be checked under Rule 46?
Check the supplier’s name, address and GSTIN; consecutive invoice number and issue date; recipient details as applicable; description and HSN or SAC; quantity and unit where applicable; taxable and total values; rate and tax amounts; and place-of-supply or delivery details where required.

Can GST software choose the correct rate automatically?
Software can help populate fields and reconcile records, but it cannot replace verification of the notification, classification, dates and section 14 analysis. Check the product’s field coverage, tax-treatment support and amendment workflow before relying on it.
The Bottom Line
After a GST rate change, start with the notification and effective date, then apply section 14 to the supply, invoice and payment timeline. Verify Rule 46 invoice particulars, recalculate the taxable value and tax split, and reconcile the final document with GSTR-1. No invoice date alone can settle the rate.
