Choose a mobile carrier by checking service where you actually use your phone and comparing the full terms and cost of the specific plan—not by relying on a nationwide coverage slogan or its advertised monthly price. The FCC’s National Broadband Map is a useful starting point, but its mobile coverage is modeled and does not predict indoor service or guarantee what your phone will experience.
How to check coverage where you need it
Start with the places and situations that matter: home, work, your regular commute, and destinations you visit. Note whether you need reliable service indoors, outdoors, or on the road. A carrier that appears to cover a large share of the country may still have a weak spot at your home or workplace.
- Open the FCC National Broadband Map and compare mobile availability for the providers you are considering. The map displays provider-reported 3G, 4G LTE, and 5G-NR availability.
- Check the map’s data-as-of date. Mobile availability data are submitted on a recurring cycle, so the displayed information may not reflect the very latest network changes.
- Open each candidate carrier’s own coverage map. Read its legend and notes, and check whether the specific plan has coverage or roaming exclusions.
- For a location where losing service would matter, ask people who use that carrier locally or look for a temporary trial if one is available. Do not assume every carrier offers a trial.
The FCC map models expected outdoor or in-vehicle availability; it does not show indoor availability. Actual results can vary with the phone, terrain, and cell-site capacity. Its modeled speed thresholds are part of the map methodology, not a promise of those speeds to individual customers. Carrier maps may use different assumptions and can include roaming partners, so their shaded areas are not directly interchangeable with the FCC map or one another. T-Mobile, for example, says its map approximates anticipated outdoor coverage, does not guarantee service, and may include roaming-partner service.
What the coverage map does—and does not—tell you
A coverage map is an estimate of where service may be available, not a guarantee that every phone, plan, or location will work equally well. Shading does not necessarily mean that all plans on that network have identical access. Congestion, terrain, the building you are in, and the handset you use can affect the experience.

Also distinguish advertised network availability from what your device can use. Check the exact model number of your current phone with the carrier’s compatibility tool. A 5G coverage area alone does not mean a phone without 5G capability can connect to 5G. Device type can affect actual network experience, and 5G access requires a compatible device.
Compare the complete cost, not just the monthly headline
Build the comparison around the number of lines you will actually have and the current terms of each plan. Include recurring and one-time charges, and separate service costs from device costs.

| Payment terms | Late-payment fees and whether a fixed-term contract applies. |
For signatory carriers, the Wireless Consumer Code for Wireless Service calls for disclosure of items including initiation fees, recurring charges, allowances, excess or out-of-coverage charges, taxes, government charges, additional carrier-retained fees, late-payment fees, contract terms, and material network-management practices. The Code is not evidence that every provider follows identical policies or that a particular fee will apply to your plan. Confirm current amounts and terms in the carrier’s plan disclosures and service terms.
What “unlimited” means for data and hotspot use
“Unlimited” does not, by itself, tell you how a plan behaves when the network is busy or how much high-speed hotspot data is included. Check the plan’s current terms for:

- Any high-speed data threshold and what happens after you reach it.
- Whether and when your data may be deprioritized during congestion.
- The amount of hotspot data, and any speed or usage limits that apply to it.
- Video or other data-management terms that could affect how you use the connection.
These features can differ by provider and plan tier. FCC reports from 2022 and 2024 describe distinctions among plans and market practices at the time; they are not current plan offers or proof that every provider uses the same rules today. In particular, do not assume that prepaid, postpaid, or lower-priced service always receives a particular priority level. Read the current terms for the exact plan you would buy.
Check roaming and phone compatibility before switching
Domestic roaming
Ask whether domestic roaming is included for your plan, where it is available, and whether limits, speed restrictions, or charges apply. A carrier map may include roaming coverage, but that does not establish that every plan can use it on the same terms.

Your current phone
Check the exact phone model—not just the brand or product family—using the carrier’s compatibility tool. Confirm that it is supported for the network and plan you want. If the phone is incompatible or lacks a capability you need, then consider whether you need a different device; switching carriers does not automatically mean you need to buy a new phone.

- Coverage evidence: FCC map, the carrier’s map and legend, and any plan-specific exclusions or roaming conditions.
- Complete bill: Service for your line count, taxes, carrier fees, one-time charges, equipment payments, and likely usage charges.
- Data behavior: Priority during congestion, any threshold, hotspot allowance, and video or other management terms.
- Network access: Domestic roaming rules and compatibility of your exact phone model.
FCC marketplace reports have shown why price comparisons need care: a quoted plan price may not include taxes, fees, equipment, or other charges. Prices and plan examples in the FCC’s 2022 and 2024 reports are historical, not current quotes. Use a carrier’s current disclosures to calculate what you would actually pay.
Which carrier is best?
There is no meaningful universal answer without a location, a particular plan, and a device. The useful choice is the plan that covers your important places well enough for your needs, has acceptable data and roaming terms, supports your phone, and produces a full bill you are comfortable paying. Compare those factors for your own use before treating any nationwide ranking or headline price as decisive.
