Not a direct 10% stake in Lithium Americas. Reuters reported in September 2025 that the Trump administration was seeking as much as 10% while renegotiating a federal loan. The U.S. Department of Energy’s later announcement described a different, split arrangement: warrants for a 5% interest in Lithium Americas and a separate 5% interest in the Lithium Americas–GM joint venture.
Did the administration get 10% of Lithium Americas?
No. The two figures refer to different stages and different ownership targets. Reuters reported on September 24, 2025, that the administration was seeking as much as 10% in negotiations over the Department of Energy loan. On September 30, DOE announced warrants for a 5% interest in Lithium Americas and a separate 5% interest in its joint venture with General Motors. The announcement does not describe a single 10% ownership stake in the miner.
A warrant is a right to acquire an ownership interest under its terms; it is not the same thing as saying the government already owns that percentage outright. DOE described the warrants as part of the loan’s collateral package. Its announcement did not provide all the detailed warrant terms.

Why was ownership part of a loan renegotiation?
The proposed interests were tied to restructuring an existing DOE loan for Thacker Pass, rather than a separate purchase unrelated to the project. DOE said the revised agreement included loan amendments, the warrant arrangement and more than $100 million of new equity. Energy Secretary Chris Wright said the administration’s stated aim was to reduce reliance on foreign adversaries for critical minerals and improve stewardship of taxpayer dollars. That is the administration’s rationale, not proof that the agreement will achieve those outcomes.

The financial terms were still subject to qualification in subsequent reporting. The Associated Press reported that Lithium Americas had reached a non-binding agreement in principle to advance a first $435 million draw on the federal loan, with $182 million of debt service deferred over the first five years. Those figures describe the reported first draw and deferral under that in-principle agreement; they should not be read as confirmation that the full loan had been drawn or that every final term was settled.
What do Lithium Americas, GM and Thacker Pass have to do with each other?
Lithium Americas is based in Canada, but Thacker Pass is a lithium mine and processing project in Nevada. GM is a project partner, not the mine’s buyer in the sense of owning all its output. Reuters reported that GM held a 38% interest in the project and had rights to purchase lithium from the first phase and part of the second phase over 20 years. The separate 5% warrant interest announced by DOE applies to the Lithium Americas–GM joint venture, not simply to GM itself.

Is Thacker Pass producing lithium yet?
The cited DOE announcement described production as a future expectation, not current output. DOE said that once fully operational, the facility is expected to produce approximately 40,000 tonnes per year of battery-grade lithium carbonate. That is projected annual capacity at full operation; it does not establish that the project is already producing or shipping lithium.

The public reporting cited here does not establish that Canada opened a review or reached a decision on this specific arrangement. Canada’s Innovation, Science and Economic Development department declined to comment on the investment itself. It said generally that the Investment Canada Act provides for net-benefit review of the most significant investments by non-Canadians and national-security review of foreign investments of any size, and that reviews involving critical minerals would be conducted in Canadians’ best interests. Lithium Americas told Global News it had not discussed the loan or new terms with the Canadian government.

Lawrence Herman, an international lawyer with Herman & Associates and senior fellow at the C.D. Howe Institute, told Global News that foreign-government equity interests may need careful review to determine whether they cross a national-security threshold. That was his analysis, not a finding by the Canadian government or a determination that a review had occurred.
