In July 2025, former EMRC chairman Jai Wilson blamed departing councils for creating uncertainty and warned that a private sale could mean higher disposal prices. That was his prediction—not a confirmed sale or price increase.
Why Red Hill’s future became a point of dispute
The Eastern Metropolitan Regional Council (EMRC) operates the Red Hill Waste Management Facility in Perth’s eastern suburbs. Its governance came under scrutiny as member councils withdrew or considered their position. In a report published on 3 July 2025, PerthNow described Belmont and Kalamunda as having left EMRC, and Mundaring as having announced that its withdrawal would take effect on 1 July 2025. Swan, Bayswater and Bassendean were described as the remaining members; Bayswater and Bassendean had held confidential discussions about EMRC. PerthNow’s report did not establish that those discussions resulted in further withdrawals.
How the withdrawals unfolded
- Belmont: PerthNow reported that the City of Belmont withdrew in 2021. CEO John Christie said the city, “after careful consideration, (it) didn’t see enough value for our community to continue”. That is Belmont’s stated rationale, not an independently assessed explanation.
- Kalamunda: The report said the withdrawal followed a decision at a November 2022 meeting and took effect in 2023. Mayor Margaret Thomas confirmed the decision to the outlet.
- Mundaring: The report said the shire announced in April 2025 that it would withdraw effective 1 July 2025.
Later EMRC material refers to the withdrawal of two participating member councils and says operations continued with Bayswater and Bassendean. That indicates ongoing activity, but does not by itself establish the final ownership plan or the outcome of the prospectus discussed in 2025. EMRC’s official site provides current facility and council information.
What Jai Wilson alleged—and what is confirmed
Jai Wilson, identified by PerthNow as a former town councillor and past EMRC chairman, made his comments during public statement time at a Bassendean council meeting. He accused councils of seeking to redirect funds he said had been raised for a large-scale FOGO plant. His allegation was not independently verified in the report.

“What happened when that $100 million got saved is that some greedy local governments — Belmont, Kalamunda and Swan — formed a view that they would like to do a smash and grab on that $100m and divert it away from the purpose for which it was raised, to take it as money they could spend on vanity projects,” Mr Wilson said.
The $100 million figure and its alleged purpose are Wilson’s claims as reported by PerthNow; the material does not independently substantiate the amount or the dispute over its use. The word “greedy” is Wilson’s characterization, not a finding of fact.

The private-sale warning was a prediction
Wilson argued that the publicly funded facility could remain in public hands or be sold “for cents in the dollar” to a multinational company. He predicted a private operator would raise prices and cut corners. These are his concerns about a possible scenario, not evidence that EMRC decided to sell, that a buyer exists, or that future fees would rise.
PerthNow also reported that EMRC released a prospectus in May 2025 encouraging investment from waste-recovery and waste-to-energy related operators. Seeking investment interest does not, on its own, establish a decision to sell the facility. The available material does not say whether the prospectus led to a sale, partnership or other arrangement.

What Red Hill fees are listed for 2026/2027
EMRC’s published schedule gives these Red Hill rates for 1 July 2026 to 30 June 2027. The amounts are GST-inclusive scheduled facility fees, not household bills or forecasts of what a future private operator might charge. EMRC says discounts may be available to major customers and local government depending on service requirements.

Red Hill is still operating, but that does not settle ownership
EMRC describes Red Hill as an active facility with landfill-gas electricity generation, green-waste composting and mulch processing, FOGO processing, and timber and mattress recycling. Its public notices and tenders list a 2026 tender for construction of a Class III Stage 19 landfill cell. These are signs of ongoing operations and site development, not proof that EMRC has rejected a sale or made a final long-term ownership decision.
EMRC says its FOGO-derived compost is made at the Red Hill composting facility from household FOGO waste and shredded green waste. This resource-recovery work is part of the site’s current operations; it does not resolve the governance dispute.

What would need to be known to assess a sale or partnership
The available information does not quantify the difference in costs between public and private operation, estimate a sale value, forecast fee changes or establish facility profitability. A serious comparison would need to make clear who controls the facility, how investment is financed, whether existing services continue for member and non-member councils, who bears disposal charges, and how worker safety and environmental oversight are assured. Without proposals, contracts or cost projections, Wilson’s forecast cannot be tested against a specific alternative.
For now, the key distinction is between what is established and what remains uncertain: EMRC continues to publish Red Hill services and fees, while the reported prospectus and council withdrawals have not been shown to produce a final ownership decision. The available sources do not establish the full reasons behind every council’s departure or what, if anything, followed from the May 2025 prospectus.
