The selections were for award negotiations, not a guarantee that the projects would receive federal money. The funding was intended to expand domestic battery-material processing, component production, manufacturing and recycling—not to provide grants to consumers.
What is the $3 billion battery funding for?
The funding came through DOE’s Battery Manufacturing and Recycling Grants program, funded under Section 40207(c) of the Infrastructure Investment and Jobs Act. The program supports demonstrations, construction of commercial-scale facilities, and retrofits or retooling of existing facilities for battery-component manufacturing, advanced battery manufacturing and recycling. The selected projects were intended to build out several links in the domestic battery supply chain, including facilities for processing battery-grade critical minerals, making battery components, manufacturing batteries and recycling them. DOE described work involving lithium, graphite, manganese, electrolyte salts, solid-state electrolytes, separator polymers, cathode materials and anode materials. The portfolio included traditional and next-generation lithium-ion chemistries as well as non-lithium-ion technologies. DOE’s description of the portfolio provides the technical scope.

How many projects and states were included?
DOE’s September 20, 2024 announcement covered 25 selected projects across 14 states, with more than $3 billion in proposed federal funding. DOE also said the broader program portfolio would generate $16 billion in total investment for battery manufacturing and recycling. That $16 billion was DOE’s portfolio-level framing, not the amount of federal grants announced for the 25 selections. DOE’s announcement gives the selection figures and investment estimate.

Did the selected projects already receive the money?
No. Selection meant that DOE chose projects to enter award negotiations. The department explicitly said selection was not a commitment to issue an award or provide funding. The announcement therefore should not be read as proof that every project ultimately secured a grant, completed construction or began operating. DOE’s notice states the selection caveat.
How many jobs did DOE project?
DOE projected more than 8,000 construction jobs and more than 4,000 operating jobs once the selected projects were fully contracted. These were projections conditional on contracting, not reported jobs already created. The September 2024 announcement gives those estimates.

Is this a new funding announcement?
No. The $3 billion announcement was made on September 20, 2024. DOE later announced a separate third-round selection on August 20, 2026: $500 million for seven selected projects under its Battery Materials Processing and Battery Manufacturing and Recycling programs. Those are different rounds and should not be combined as though they were one announcement. DOE’s August 2026 announcement describes the later round.
