The October 2025 fire at Chevron’s El Segundo refinery disrupted gasoline and jet-fuel production, but it does not establish that California is now short of fuel. In its September 29, 2026 update, the California Energy Commission (CEC) said the state’s gasoline needs were being met by refinery production, inventories and imports. The fire exposed a real vulnerability in a region with limited pipeline links to other refining centers; its lasting effect on fuel prices, however, cannot be established from the incident alone.
What happened at the El Segundo refinery?
Chevron said the fire began at about 9:30 p.m. on October 2, 2025, at a processing unit near the southeast corner of its El Segundo refinery. The company reported the fire out the next morning, all personnel and contractors accounted for, and no injuries. The City of El Segundo said the fire was out by 11 a.m. on October 3 and roads had reopened after a coordinated response involving Chevron and mutual-aid fire departments.
FIRESCOPE’s first-quarter 2026 brief identifies the affected unit as Isomax 7, a jet-fuel processing area, and says production of both jet fuel and gasoline was disrupted. The distinction matters: the incident involved a particular refinery process, not the shutdown of every unit at the facility or the entire California fuel system.
Which fuel supplies were exposed?
FIRESCOPE’s 2026 Q1 brief attributes 20% of Southern California’s gasoline supply and 40% of its jet-fuel supply to the El Segundo refinery. Those are regional shares, not percentages of all California supply, and they describe the refinery’s significance rather than the amount actually lost during the fire.

The CEC’s facility table, current as of January 26, 2026, lists the following crude-oil capacities. These are capacity figures, not measured daily production or the volume of fuel unavailable after the fire.

Capacity helps show why a large refinery matters, but it cannot by itself calculate how much gasoline or jet fuel was lost, how long a disruption lasted, or what consumers paid as a result.
How can California replace refinery supply?
California’s fuel supply is a combination of in-state production, inventories and imports. The CEC says the state has limited pipeline connections to the rest of the national refining system. Imports can come from domestic sources such as the Pacific Northwest, Gulf Coast and East Coast, as well as international sources including India, the United Kingdom and South Korea.

The CEC’s September 29, 2026 FAQ says gasoline needs were being met through these sources and that the agency could forecast supply reliably for the next six weeks under normal operating conditions, assuming no major unplanned outages. It cautions that forecasts beyond six weeks are less reliable. This is a conditional forecast, not a guarantee against a new disruption.

The available incident reporting does not establish a lasting price increase caused by the fire. In October 2025, economists and market observers told the Los Angeles Times that any price effect would depend on how long the outage lasted. They also pointed to inventories and imports as potential ways to help fill a supply gap. Those were assessments made at the time, not proof that a predicted increase occurred.
For a household trying to understand a current pump-price change, the fire should not be treated as a complete explanation. The CEC’s September 2026 update says statewide gasoline needs were being met; it does not attribute current prices to the 2025 incident. A claim about the fire’s actual price effect would require a relevant historical price series and evidence connecting the change to the outage.

What does “fragile fuel supply” mean here?
“Fragile” is a description of exposure, not evidence that California is running out of gasoline. Limited pipeline connections, concentration of supply in major refineries, and dependence on inventories and imported fuel can make regional markets sensitive to an extended outage. At the same time, those inventories and alternative shipping routes are part of the system’s resilience.
There are also other supply risks that should not be confused with the El Segundo fire. In a June 2026 FAQ about the Iran conflict, the CEC said 17% of California’s internationally sourced crude oil transited the Strait of Hormuz in 2025. That is broader crude-supply context; it was not a cause of the October 2025 refinery fire.

Is the damaged unit operating now?
A South Coast Air Quality Management District regulatory filing concerning December 2025 said the Isomax unit could not restart until repairs were completed. The available information does not verify whether repairs were completed or the unit restarted by October 7, 2026. It would therefore be inaccurate to describe the unit as either still offline or confirmed back in service.
The incident also prompted a temporary shelter-in-place order in nearby Manhattan Beach, lifted on October 3, 2025. The South Coast AQMD’s advice at the time was to check local real-time air quality, stay indoors, close windows and doors, and use a HEPA air purifier if smoke or elevated pollution was noticed. That was historical incident guidance, not a current hazard advisory.
