Governments can sell reserve oil, lend it temporarily through an exchange, or release it as part of a coordinated international response. These actions add another source of crude to the market; they do not instantly turn it into gasoline or guarantee lower prices at the pump.
What does the Strategic Petroleum Reserve do?
The U.S. Strategic Petroleum Reserve (SPR) is a federally owned emergency stockpile administered by the Department of Energy (DOE). It was established after the oil embargo and energy crisis of the 1970s to reduce the effects of petroleum-supply disruptions and help the United States meet obligations under the international energy program. DOE describes its purpose and facilities on its SPR overview page.

The reserve is a buffer: when a disruption constrains normal supplies, the government can make crude available to buyers or an affected refiner while other supplies or infrastructure recover. It cannot itself refine crude into gasoline, and it cannot remove transportation or refinery bottlenecks that prevent oil from reaching a particular market.
Where the U.S. oil is stored
DOE stores crude oil in underground salt caverns at four sites on the Texas and Louisiana Gulf Coast. The sites connect to distribution systems serving refineries and other midstream infrastructure. DOE’s quick facts and FAQs describe the sites and delivery system.

As of August 20, 2026, DOE reported 294.1 million barrels in the reserve: 32.0 million at Bayou Choctaw, 89.1 million at Big Hill, 142.5 million at Bryan Mound, and 30.5 million at West Hackberry. DOE listed 714 million barrels as the reserve’s authorized storage capacity. Capacity is not the same as inventory.
How can a government use reserve oil?
“Using” a reserve can mean different things. A competitive sale permanently transfers oil to buyers, while an exchange is a temporary loan that must be repaid with additional oil. An international coordinated action is a decision-making framework; each participating government still uses its own national mechanism.

| Mechanism | Purpose or trigger | Who receives oil | Effect on reserve inventory |
|---|---|---|---|
| Competitive sale | Statutory conditions and presidential direction for an emergency sale; other sales may have separate authorization | Successful bidders in a DOE auction | Sold oil leaves the reserve unless later replenished |
| Emergency exchange | A short-term supply interruption affecting a refiner or other entity | Usually an affected refiner | The recipient returns the oil plus an additional quantity, or premium |
| Coordinated international action | An International Energy Agency (IEA) process addressing a broader supply problem | The market, through participating governments’ measures | Each government’s inventory changes according to its own action and mechanism |
Competitive sale
Under Section 161 of the Energy Policy and Conservation Act (EPCA), a presidential finding under specified conditions can direct a public sale. The statutory test concerns a severe energy supply interruption or international program obligations. The severe-interruption standard includes an emergency significant in scope and duration that may seriously affect national safety or the economy; it also includes a severe supply reduction and price increase likely to cause a major adverse economic impact. A high oil price alone is not the entire test. DOE sells SPR crude through a competitive auction. See DOE’s sales and exchanges information and the EPCA sale provision.
Emergency exchange or temporary loan
An exchange can help an entity, usually a refiner, bridge an exigent short-term interruption such as a hurricane, a blocked pipeline, or a closed ship channel. DOE provides crude temporarily; the recipient must return the full volume plus a premium quantity. Unlike a sale, an exchange is not meant to be a permanent disposal of that volume from the reserve.

Internationally coordinated release
IEA members have a formal process for considering coordinated responses to oil-supply problems. DOE says member stock obligations are equivalent to at least 90 days of net petroleum imports. That is an international program measure—not a statement that the U.S. SPR alone holds 90 days of U.S. oil use. The measure is based on net imports, and member obligations are not simply a count of U.S. government barrels. DOE explains the framework in its SPR FAQs.
How quickly can reserve oil reach the market?
DOE says that after presidential direction it can conduct a competitive sale, select offers, award contracts, and be prepared to begin deliveries within 13 days. That is a stated time to start deliveries, not a promise that the entire reserve will arrive then. DOE lists 4.4 million barrels per day as the SPR’s maximum nominal drawdown capability. The figure is a capability, not a guaranteed sustained delivery rate: actual flows depend on facility conditions, crude grades, sales procedures, pipelines, terminals, refinery demand, and the length of the drawdown.

When have governments used reserves?
U.S. release history shows that the mechanism and final volume can differ from an initial announcement. DOE’s release history records these examples:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- 1991 Gulf War: The United States announced a release around the start of Operation Desert Storm as part of an international effort to limit disruption. DOE records that 17.3 million barrels were ultimately sold, although a larger volume had initially been offered.
- Hurricane Katrina, 2005: DOE reports an emergency sale of 11 million barrels and emergency loans of 9.8 million barrels, for a total U.S. response of 20.8 million barrels. The storm disrupted offshore production, terminals, pipelines, and refineries.
- Libya-related supply loss, 2011: The United States joined an IEA action after crude supplies were lost in Libya and other countries. DOE reports a U.S. obligation of 30 million barrels under the response plan and 30.6 million barrels ultimately released.
- Russia’s invasion of Ukraine, 2022: DOE records a U.S. release of 180 million barrels alongside coordination with IEA partners. That is a historical release figure, not a description of today’s inventory.
DOE also documents exchanges for localized operating disruptions, including pipeline problems, hurricanes, and ship-channel closures. The details of a particular exchange depend on the dated authorization or solicitation; an announced solicitation does not by itself show that it remains open.

Do reserve releases guarantee lower gas prices?
No. Releasing crude can add supply and may help moderate a disruption, but the effect on crude prices—and especially on retail gasoline prices—depends on market conditions, timing, refining capacity, transportation, and other factors. DOE’s account of market moderation after the 1991 release is a historical agency description, not proof that every release lowers gasoline prices by a predictable amount. The reserve holds crude, so it does not directly supply ready-to-use gasoline to stations.
