Toothpaste made in India sits within the country’s cosmetics regulatory framework, and the Bureau of Indian Standards (BIS) catalogue currently lists IS 6356:2021, “Tooth Paste — Specification.” The available evidence establishes a standards and oversight framework—not that manufacturers have recently raised the bar, or that any particular brand has been independently shown to outperform it.
Who regulates toothpaste made in India?
The Central Drugs Standard Control Organisation (CDSCO) says domestic cosmetics manufacture is regulated through inspection and licensing by State Licensing Authorities appointed by state governments. Imports operate through a central registration framework. CDSCO also says cosmetics must meet applicable quality and safety specifications and other rules. The BIS catalogue lists IS 6356:2021 as “Tooth Paste — Specification” and shows it as reviewed in 2026. Separately, a BIS page on standards referenced in government regulations lists toothpaste under IS 6356 in Schedule S and says the finished cosmetics listed there must conform to their corresponding BIS specifications. That page was last updated on November 3, 2018, so it is useful for the listed relationship but should not be treated as a current consolidated statement of the law. What does the toothpaste standard cover?
The detailed text accessible for review is the older IS 6356:2001 edition, reaffirmed in 2012—not the current 2021 edition. It says the standard covers fluoridated and non-fluoridated toothpaste and sets out requirements, sampling and test methods. Its listed quality dimensions include composition, stability, shelf life and abrasivity. Acceptance tests cover fineness, pH, heavy metals and arsenic, foaming power, available fluoride ion and microbial counts. Those details explain what quality control has addressed in the older edition, but they cannot safely be attributed to IS 6356:2021 without its text. The catalogue confirms the newer edition exists; the evidence here does not establish its exact clauses, limits, test methods or revision changes.
What do the rules say about product claims?
CDSCO summarizes rules 39 and 36 of the Cosmetics Rules, 2020: cosmetics must meet applicable quality and safety standards, and claims must not be false or misleading. Its guidance states: “No cosmetic may purport or claim to purport or convey any idea which is false or misleading to the intending user.” This is a general rule for cosmetics, not evidence that a specific toothpaste claim has been reviewed or upheld. Does this prove manufacturers are setting new standards?
No. The sources establish an oversight framework and a current BIS catalogue entry, but they do not show that the 2021 edition introduced particular improvements or that named manufacturers have exceeded its requirements. They also provide no independent, brand-by-brand test results. A manufacturer’s “natural” positioning or general quality statement is not, by itself, proof of conformity with IS 6356.
A BIS-hosted testing and inspection scheme from 2003 describes laboratory capability, apparatus checks and calibration, retention of test records, production quality control and packaging marks for products conforming under that scheme. It is tied to IS 6356:2001 and does not establish today’s certification process or prove that the Standard Mark is compulsory for toothpaste. Current BIS scheme documents would be needed to make either claim.

How to assess a toothpaste quality claim
- Look for the specific standard edition named in the claim; a reference to IS 6356 without an edition or supporting evidence may leave the basis unclear.
- Distinguish a manufacturer’s statement from independent test results. The available evidence does not provide brand-level results.
- Check that any test evidence identifies the product type, methods, results and date; fluoridated and non-fluoridated products are both covered in the older edition.
- Treat promotional language as a claim to assess, not as proof of conformity or superiority.
