A mission-critical government headquarters should be designed around the essential functions it must keep running, the risks to its people and operations, and how those functions can continue if the building or its supporting infrastructure is disrupted. That means planning for facility security, continuity of operations, resilient communications, and exercises—not choosing a universal checklist of equipment or protective measures.
U.S. agencies can use the CISA Security and Resiliency Guide and FEMA Continuity Guidance Circular as planning resources. Neither establishes a single design, protection level, or outage duration suitable for every headquarters; those decisions depend on the facility, mission, threat assessment, jurisdiction, and applicable standards.
Start with the mission and the risks to it
Identify what must continue
Before selecting security measures or backup systems, identify the essential functions the agency must perform, the people and resources those functions depend on, and the consequences if each function is interrupted. Map dependencies such as staff, communications, technology, records, utilities, and facilities to the work they support. FEMA’s continuity guidance treats communications and technology as part of continuity planning and calls on organizations to identify communications needs under routine and continuity conditions (FEMA Continuity Guidance Circular).
Assess the specific facility
A headquarters’ location, mission, surrounding environment, existing infrastructure, and threat assessment shape what protection is appropriate. CISA’s Security and Resiliency Guide is a facility-focused entry point for considering physical security and resilience; its materials include bombing-prevention resources and a Government Services and Facilities sector context (CISA Security and Resiliency Guide). It does not, by itself, prescribe the right barriers, screening methods, or protective level for an unidentified building.

Plan facility security as part of resilience
Physical security should be considered alongside continuity: a protective measure is useful only insofar as it supports the facility’s mission, people, and ability to operate. Use a facility-specific assessment to determine which risks matter and which controls are proportionate. The CISA guide can inform that discussion, but project decisions should also account for the applicable local requirements and standards and be made with qualified facility professionals.
A generic list of security products cannot establish whether a particular headquarters is adequately protected. The supplied national guidance does not set universal specifications for entry screening, barriers, or other site measures, so those choices should follow the building’s own assessment rather than be inferred from the word “mission-critical.”

Make continuity plans cover more than the building
Continuity planning should connect essential functions to their dependencies and to workable arrangements for disruption. Consider how communications, technology, staff, records, facilities, and supporting infrastructure affect each function. Include the conditions under which a headquarters may not be usable or power and communications infrastructure may be affected, rather than assuming operations will continue unchanged in the main building. FEMA’s circular addresses communications and technology within continuity planning and calls for organizations to consider disaster conditions that can affect power and infrastructure (FEMA Continuity Guidance Circular).
The necessary recovery arrangements and outage tolerances are not universal figures. Set them from the agency’s essential-function requirements, risk assessment, and applicable standards; the cited guidance does not supply a required backup runtime or recovery time for every headquarters.

Design communications for disruption and interoperability
Communications deserve explicit continuity planning because staff and partner agencies need ways to coordinate during ordinary work as well as a crisis. FEMA recommends considering robust, reliable, interoperable communications, alternate means, capacity, backup arrangements, and personnel training. CISA’s National Emergency Communications Plan frames operable and interoperable communications across levels of government and response partners (CISA NECP).
Compare paths by what they can do for the mission
Options below are planning considerations, not a prescribed package. A communications plan should establish whether each path works at the headquarters and alternate sites, when infrastructure or power is disrupted, and with the staff and partner agencies that need to use it.

Build and practice a PACE plan
PACE means Primary, Alternate, Contingency, and Emergency. Use it to think through successive communications methods if a preferred path is unavailable, but select the actual methods based on the agency’s operating needs, interoperability, coverage, capacity, and dependencies. Staff must know how and when to use each method; a backup that is unfamiliar or unavailable under disruption does not provide a dependable operational path (FEMA Continuity Guidance Circular).
For coordination across government and response partners, CISA provides the National Emergency Communications Plan and additional emergency communications guidance and publications, including interoperability references. These resources support planning; they do not rank vendors or specify a communications product for a particular headquarters.

Exercise the arrangements and improve them
Written plans and installed capabilities do not establish that an agency can use them together under pressure. Exercise the relevant continuity, communications, physical-security, and cyber capabilities with appropriate stakeholders. CISA describes exercise planning and support for examining cybersecurity and physical-security plans and capabilities (CISA critical infrastructure security and resilience). Use exercise findings to identify coordination gaps and refine procedures, training, and continuity arrangements.
What cannot be standardized for every headquarters
The available U.S. guidance supports a risk-based planning approach, not a universal checklist. It does not set a single protective level, facility design, equipment package, or outage duration for every government headquarters. Applicable codes and standards, jurisdiction, mission-essential functions, threat assessment, and site conditions must determine the project requirements. Agencies outside the United States should also consult their own authorities and locally applicable standards.
