Microsoft’s Sovereign Cloud is not a new European data centre or a single “sovereign” setting. It is a portfolio of public-cloud controls, customer-site deployments, disconnected Microsoft services and national partner clouds. For most European customers, it can improve data residency, encryption and administrative control while preserving Microsoft 365 and Azure. It does not automatically remove U.S. legal exposure, Microsoft dependency or the need to operate parts of the platform yourself.
The short version
Microsoft is offering different levels of sovereignty rather than one universal product. A conventional European business may be able to use Microsoft’s Sovereign Public Cloud with carefully selected EU or EFTA regions, policies, encryption keys and access controls. A government, defence organisation or critical-infrastructure operator may need Azure Local, Microsoft 365 Local, a national partner cloud or a European-owned provider instead.

The right question is not “Is this cloud sovereign?” It is: which sovereignty problem does it solve, and which problems remain?

What Microsoft announced
- June 2025: Microsoft described Sovereign Public Cloud as an evolution of Microsoft Cloud for Sovereignty, covering Azure, Microsoft 365, Microsoft Security and Power Platform across European datacentre regions. Microsoft’s announcement also positioned Azure Local for workloads needing greater infrastructure control.
- November 2025: Microsoft expanded the programme with additional AI, governance, security, productivity, Azure Local and partner-cloud capabilities. The Azure update described broader support for regulated and nationally sensitive workloads.
- February 2026: Microsoft announced generally available disconnected capabilities for Azure Local and Microsoft 365 Local, including local productivity workloads and AI processing. Microsoft 365 Local can run core workloads such as Exchange Server and SharePoint Server inside a customer’s operational boundary.
- April 2026: Microsoft said Azure Local could support deployments of up to thousands of servers in a single sovereign environment, targeting larger data-intensive and nationally critical workloads. The announcement also identified validated hardware partners.
Four different Microsoft options
| Option | Where it runs | Who operates it | Connectivity | Likely fit |
|---|---|---|---|---|
| Sovereign Public Cloud | Microsoft European regions | Microsoft, with additional controls | Connected public cloud | Most commercial organisations and regulated workloads |
| Azure Local | Customer or partner facilities | Customer, partner and Microsoft under agreed arrangements | Connected or disconnected | Local, sensitive, low-latency and critical workloads |
| Microsoft 365 Local | Within a customer’s sovereign boundary | Customer or local operator | Can operate without live cloud connectivity | Organisations needing local Exchange and SharePoint-style productivity |
| National Partner Cloud | National or regional infrastructure | Approved local partner using Microsoft technology | Depends on the deployment | Customers needing local accreditation or national operations |
Microsoft’s overview documentation describes the portfolio as public, private and partner-operated deployment models. The service catalogue, availability and controls differ by product, geography, tenant type and workload.

“Sovereign” has five meanings
Buyers should separate five dimensions that are often collapsed into one marketing label:
- Data sovereignty: Where are customer content, backups, logs, metadata, search indexes and AI interactions stored and processed?
- Operational sovereignty: Who can administer, support, patch or access the environment, and where are those people located?
- Legal sovereignty: Which corporate entity and jurisdictions can compel disclosure or direct the provider?
- Technology sovereignty: Can the system continue operating if Microsoft’s public cloud or global connectivity is unavailable?
- Supply-chain sovereignty: Who controls the hardware, software, identity systems, certificates, updates, support chain and critical subcontractors?
Sovereign Public Cloud primarily strengthens data residency and operational governance. Azure Local and disconnected deployments address technology and operational independence more strongly. A European-owned provider or self-hosted environment may address ownership and legal independence more directly.
What changes for existing Azure and Microsoft 365 customers?
Many customers will not need to migrate to a separate “sovereign Azure” region. Depending on the workload, they may use:

- Azure Policy and Sovereign Landing Zones;
- customer-managed keys or hold-your-own-key arrangements;
- confidential computing;
- restricted and auditable administrative access;
- Microsoft’s Data Guardian and related access controls; and
- Azure Local for workloads that must run at a customer or partner site.
Microsoft describes these controls in its Sovereign Public Cloud documentation. They are not automatically identical across Azure, Microsoft 365, Dynamics 365, Power Platform, Copilot, identity services, support systems, security products and third-party integrations.
A migration or compliance review should map every data flow, not just the primary database. Include backups, telemetry, diagnostics, support tickets, billing, identity, key management, monitoring, certificates, marketplace services and disaster-recovery copies.
What the EU Data Boundary does—and does not—do
Microsoft says the EU Data Boundary allows eligible European commercial and public-sector customers to store and process customer data and pseudonymised personal data within EU or EFTA regions for core cloud services. Microsoft says the boundary covers customer data and pseudonymised personal data for services including Microsoft 365, Dynamics 365, Power Platform and most Azure services. That is significant, but it is not a complete European air gap. “Most Azure services” does not mean every Azure service. The boundary covers defined data categories and services; it does not automatically prove that every diagnostic event, support interaction, identity operation or control-plane function remains in Europe. For Azure, Microsoft’s FAQ says customers must configure Azure Resource Manager appropriately.
Customers should verify, service by service:
- the selected region and eligible data category;
- where backups and replicas are stored;
- whether metadata and logs leave the boundary;
- where support and telemetry are handled;
- which identity and key-management services are involved; and
- whether the chosen AI, security or marketplace service has the same commitments.
Does European storage protect data from U.S. authorities?
Not automatically. Physical storage in Europe and legal control are different questions. A U.S.-controlled provider may remain subject to U.S. legal obligations even when data is held in European facilities. This is a central concern in the European sovereignty debate, as discussed by the EU Institute for Security Studies and IEEE Spectrum.
Microsoft says it will challenge unlawful or inappropriate government demands where it has a lawful basis and has made commitments concerning European continuity and resilience. Those measures may reduce the chance or usefulness of provider access, but they are not a blanket guarantee against foreign legal process or service intervention. Microsoft’s position and commitments are set out in its April 2026 progress report.
Ask for written answers to these questions:
- Can Microsoft access the relevant content, or are keys controlled by the customer?
- Who controls the HSM, key lifecycle and recovery process?
- Which support, telemetry and diagnostic data leave the EU or EFTA?
- Which legal entity signs the contract?
- What happens after a valid foreign legal demand?
- Can the workload continue if Microsoft’s global control plane is unavailable?
- Are updates, licences, certificates and identity services locally survivable?
Azure Local: deeper control at a higher cost
Azure Local places Microsoft cloud infrastructure and services in a customer- or partner-controlled environment. It can provide greater physical and network isolation, local processing, lower latency and continued operation during loss of public-cloud connectivity. It also offers a route to local AI inference for organisations already invested in Azure tooling.
The trade-off is that the customer or local partner assumes more responsibility for facilities, hardware, capacity, patching, monitoring, security, staffing and disaster recovery. Azure Local uses validated configurations and may involve approved hardware partners such as Dell, HPE, Lenovo, NetApp, Hitachi Vantara and DataON.

The word “local” also does not mean “zero Microsoft dependency.” Review licensing, updates, certificates, identity, support escalation, management APIs and the process for operating securely when disconnected.
What Microsoft 365 Local means
Microsoft 365 Local is aimed at organisations that need core productivity workloads inside a sovereign operational boundary, including during disconnection. Microsoft lists Exchange Server, SharePoint Server and Skype for Business Server among the supported workloads.
It should not be assumed to be the full Microsoft 365 SaaS experience. Organisations must design and test:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- identity, authentication and device management;
- offline licensing and update distribution;
- backups, recovery and endpoint security;
- compliance, e-discovery and retention;
- external collaboration and guest access; and
- the user experience during a prolonged outage.
Testing whether servers can start is not enough. The organisation must establish whether users can send mail, access documents, authenticate devices, recover accounts and collaborate safely while disconnected.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.AI and Copilot require separate scrutiny
AI sovereignty is about more than the location of a model’s data centre. Buyers should distinguish where prompts and interaction data are processed, where foundation models run, where telemetry and abuse-monitoring data go, whether third-party models are used and whether customer-managed keys cover the relevant information.
Microsoft says it is extending European processing for AI services and plans to make Microsoft 365 Copilot interaction processing available in-country in 15 countries by the end of 2026. That is a Microsoft commitment and future target, not evidence that every country already has the capability as of September 2026. Check the current availability for the exact tenant, country and Copilot service.

For stronger isolation, Microsoft Foundry Local and related Azure Local capabilities are intended to run models inside customer-controlled environments, including disconnected environments. That can support local inference and reduce exposure of prompts, but it also requires suitable GPUs, model licensing, monitoring, patching and AI-governance processes.

| Customer | Likely requirements | Potential fit |
|---|---|---|
| Conventional European enterprise | EU/EFTA residency, GDPR controls, encryption, access logging and regional resilience | Sovereign Public Cloud, properly configured |
| Bank, insurer, healthcare or energy company | Regulatory evidence, separation of duties, strong key control, continuity and exit planning | Public sovereign controls for ordinary workloads; Azure Local or a partner cloud for the most sensitive |
| Government or defence organisation | National accreditation, local personnel, disconnected operation, supply-chain assurance and reduced foreign-law exposure | Private/local or national partner cloud; public sovereign cloud may be insufficient for the highest classifications |
| Industrial or AI operator | Low latency, local inference, GPU capacity, data isolation and operation without external connectivity | Azure Local or another private deployment, combined with public cloud where appropriate |
Microsoft versus European-owned alternatives
European-owned providers may offer stronger alignment with ownership and jurisdictional requirements, but they are not automatic replacements for Azure or Microsoft 365. Options include OVHcloud, Scaleway, STACKIT, IONOS Cloud and T-Systems.
The European Commission’s April 2026 sovereign-cloud procurement framework selected consortiums involving Post Telecom, Clever Cloud, OVHcloud, STACKIT, Scaleway and Proximus-related partners, with a framework worth up to €180 million over six years. Its objectives include legal, operational, strategic, environmental, supply-chain, openness, security and compliance sovereignty. See the Commission announcement.
These alternatives may suit compute, storage, Kubernetes, databases, bare metal or workloads where European ownership matters most. They may offer fewer managed services, less global scale, fewer AI options and weaker Microsoft 365 integration. A hybrid architecture is often more realistic: keep Microsoft 365 and lower-risk workloads on Microsoft, while placing regulated datasets, cryptographic systems or critical applications on European-owned infrastructure.
A practical buyer checklist
- Define the required level: EU-wide, EFTA-wide, single-country, single-site, disconnected or air-gapped.
- Inventory content, metadata, backups, logs, telemetry, identity, keys, support data and AI interactions.
- Obtain a service-by-service data-flow and availability statement.
- Identify every privileged operator, support location, subcontractor and legal entity.
- Specify who controls encryption keys and whether the provider can access plaintext.
- Test loss of internet access, global control-plane access, identity, certificates, licences and updates.
- Confirm the exact Microsoft 365, Azure, security, AI and marketplace features available in the chosen model.
- Price hardware, facilities, staffing, support, refreshes, spare capacity and recovery—not only cloud consumption.
- Design independent backups and a tested exit route.
- Compare Microsoft against a European-owned provider using equivalent resilience, support and migration assumptions.
Bottom line
Microsoft’s Sovereign Cloud push gives European customers a more graduated set of choices. Public-cloud controls can address residency and compliance for many businesses. Azure Local, Microsoft 365 Local and national partner clouds go further when local operation or disconnection matters. But none should be treated as automatic independence from Microsoft, its global control systems or U.S. legal jurisdiction.
For most organisations, the sensible decision is workload segmentation rather than an all-or-nothing migration: use public sovereign controls where they are sufficient, reserve local or partner-operated infrastructure for genuinely critical workloads, and use European-owned providers where legal and ownership independence is the primary requirement.
