What Is the Fishing Industry? Wild Capture, Aquaculture and Why It Matters in 2026

The fishing industry produces aquatic animals and algae through wild capture and farming, then moves them through processing and trade. FAO's 2026 report shows aquaculture now supplies most farmed-and-wild aquatic animal output.

The fishing industry is the system that produces fish, shellfish, other aquatic animals and algae, then moves those products through processing, trade and distribution to buyers. The Food and Agriculture Organization of the United Nations (FAO) estimates in its 2026 report that the sector produced 235 million tonnes in 2024, of which 195 million tonnes were aquatic animals. The larger part of that animal output now comes from farms rather than from boats.

The term is broader than commercial fishing alone. FAO usually describes the modern global sector as “fisheries and aquaculture,” and that wider label is the one that explains where seafood comes from, who works in it, and why its economics matter to households and investors.

What the fishing industry includes

Think of the industry as a chain with four links. Each one creates jobs, costs and prices that can reach a grocery bill or a company’s earnings.

  • Production: wild capture from marine and inland waters, or farming of fish, shellfish, other aquatic animals and algae.
  • Post-harvest handling: chilling, sorting, freezing and first-stage preparation on vessels, at docks or on farms.
  • Processing and trade: filleting, canning, smoking and reduction into products such as fishmeal and fish oil, then import and export.
  • Distribution and retail: wholesalers, restaurants, supermarkets and food-service suppliers.

Aquatic products also go to non-food uses, most notably fishmeal and fish oil. FAO’s figures on human consumption therefore do not cover the whole output.

The two production modes

Every seafood product starts in one of two production systems. They differ in how the animal is obtained, how output can be scaled, and which risks the producer carries.

Capture fisheries

Capture fisheries harvest aquatic animals that live in the wild, in marine waters or inland rivers and lakes. Output depends on how many animals are available and how many boats, gear and fishing days the stocks can support. A catch can be regulated through quotas, seasons, gear rules and protected areas, but no operator controls how many fish spawn in a given year.

Aquaculture

Aquaculture farms aquatic animals and algae under human control, in ponds, tanks, cages, racks or enclosed systems. Producers manage feed, water quality, stocking and harvest timing. Because the output is a managed crop, farms can often plan volumes and sell on contracts, but they face disease, feed costs, water-quality problems and local permitting limits.

How big the sector is and how it has shifted

FAO’s 2026 report gives the following 2024 figures for the global sector. The gap between the 235 million tonne total and the 195 million tonne animal figure is algae, which the report includes in the total.

In 2024, aquaculture’s aquatic animal output exceeded capture fisheries for the first time in the series covered by these reports. Capture output has stayed within roughly 86 to 94 million tonnes since the late 1980s, so the industry’s growth in aquatic production has come almost entirely from farming.

From harvest to plate: food and non-food uses

FAO says 89 percent of aquatic animal production goes to human consumption. The remaining share goes to non-food uses. Fishmeal and fish oil are the main examples, and they feed other farmed animals and are used in other industrial products. Because of that split, a shift in feed demand can change the economics of fishing even if people’s seafood consumption stays the same.

The industry also supports food security and livelihoods. FAO estimates that the sector supports more than 600 million livelihoods worldwide. That figure counts people across the value chain, not only those who work on boats or farms, and FAO’s 2026 report does not break it down by country.

Where seafood is consumed and produced

Per-person availability varies sharply by region. In 2023, FAO data show aquatic animal food availability of 26.3 kg per person in Asia and 9.1 kg per person in Africa. These are availability measures, not purchase prices or diet surveys, so they describe supply per head rather than what each household actually eats.

Three distinctions prevent most errors when people quote industry figures.

  • Fishing versus fisheries and aquaculture. “Fishing” usually means catching. “Fisheries and aquaculture” includes both catching and farming, plus the activity after harvest.
  • Fish versus aquatic animals versus algae. FAO’s totals use aquatic animals and sometimes algae. A statement about “fish” may not cover shellfish, crustaceans, other aquatic animals or seaweed.
  • Year labels. Production figures are for 2024, the sustainability stock figure is for 2023, and the workforce estimate is for 2022. Do not treat them as a single snapshot.

Who works in the industry

FAO’s 2024 release estimated that 61.8 million people were employed in primary fisheries and aquaculture production in 2022. Women made up 24 percent of the overall workforce and 62 percent of workers in processing in the 2022 data. These figures cover primary production and processing as FAO defines them. They are not a count of everyone whose income depends on the industry, and they do not describe every country.

Safety is a material issue. The International Labour Organization (ILO) calls fishing one of the most challenging and hazardous occupations. Its Work in Fishing Convention, 2007 (No. 188) sets minimum standards for work on board, including service conditions, accommodation and food, occupational safety and health, medical care and social security. Whether a given vessel or farm meets those standards depends on national ratification and enforcement, which vary.

What the sustainability figure does and does not tell you

FAO reports that 72.6 percent of landings in 2023 came from biologically sustainable stocks. That is a global aggregate. It does not show that every fishery is sustainable, that a given species is safe to buy, or that a particular retailer or brand meets a standard. Stock status is assessed one population at a time, and a healthy global average can coexist with depleted stocks in specific waters.

FAO names climate change, environmental degradation, economic shocks and geopolitical shifts as pressures on sector performance and sustainability. These pressures affect both capture and farming, although they reach each in different ways.

Where the sector is heading

Two outlooks are useful, but they use different scopes and should be cited separately. FAO’s 2026 outlook summary expects total aquatic animal production to reach 214 million tonnes by 2034. The OECD-FAO 2025–2034 outlook projects 212 million tonnes of total fisheries and aquaculture production by 2034, with aquaculture providing more than 85 percent of additional output and 56 percent of total production. Both forecasts point the same way: farming drives growth. Both also carry uncertainty from environmental, trade and sustainability factors.

FAO Director-General QU Dongyu wrote in the foreword to SOFIA 2026: “The report illustrates that, more than ever before, a healthy planet requires a healthy ocean and healthy inland waters,” and, “We need to ensure that all necessary efforts are made to reverse the decline in sustainability and secure the long-term potential of the sector, for generations to come.” That is the Director-General’s policy position, not a neutral statistical finding.

What this means for your money

The fishing industry matters to personal finance in several concrete ways. None of them requires a view on whether seafood is a good investment.

  • Food budgets. Seafood prices respond to feed costs, fuel, trade rules and disease outbreaks as well as to demand. Farmed and wild products can be priced differently, so compare by product and by the price per edible portion rather than by label alone.
  • Investment exposure. Growth in global aquaculture output does not automatically mean that a listed company will grow profits. Check how much a company earns from farming, processing or feed, and in which countries.
  • Labor and regulatory risk. Hazardous work, enforcement gaps and changing rules can raise costs or cause disruptions for companies that depend on the sector.
  • Climate and trade exposure. Stock declines, water-quality problems and tariff changes can hit output in specific regions. Diversified exposure reduces dependence on a single fishery or market.

Personal finance decisions in this area should rest on company filings, product prices and your own risk tolerance. Global production statistics are context, not a stock or price signal.
