Raise Me Up was reported as a new South Perth initiative launched by 2024 Community Citizen of the Year Joshua Serafini. Its launch announcement described pro bono legal advice paired with dinner and planned additions such as clothes and haircuts. The available report records what was announced in August 2024; it does not confirm that the planned clinic took place or establish the charity’s current status.
What Raise Me Up was announced to provide
PerthNow reported that Raise Me Up launched at a community event at Manning Bowls Club on a Wednesday evening. The initiative was presented as support that would extend beyond legal advice: dinner was part of the model, while clothes and haircuts were described as eventual additions.
South Perth deputy mayor and lawyer Bronwyn Waugh was named among five lawyers who would offer pro bono legal advice. The report quoted Waugh describing the planned wraparound approach as “full wrap around services from legal advice to dinner and eventually clothes and haircuts.” That quotation is reproduced as PerthNow reported it.
What was planned for the first legal clinic
At the time of the report, published 1 August 2024, Raise Me Up’s first legal clinic was planned to accompany a dinner in Kensington later that month. This was a future plan announced at launch, not confirmation that the clinic occurred. The report does not specify the legal issues covered, eligibility rules, appointment process, or whether the service remains available.

Serafini received the City of South Perth’s 2024 Community Citizen of the Year award in January for his work with HOME Karawara. PerthNow reported that HOME Karawara began in 2019 and cooks, packs and distributes food to people experiencing homelessness and food insecurity. The award context connects Raise Me Up’s launch to Serafini’s existing community work, but does not establish the charity’s later outcomes.
