Project scope defines the work a project will do and the outputs it is expected to deliver. A written scope statement makes that agreement usable: it identifies deliverables, what is included or excluded, how outputs will be accepted, and the assumptions and limits that shape the work. Define it with stakeholders before detailed planning, then use it to assess proposed changes and judge whether the project succeeded.
What project scope means
Project scope describes both the work required and the results the project is expected to produce. A scope statement turns that description into agreed boundaries, so the team and stakeholders can plan from the same understanding and decide whether new requests belong in the project.
The Project Management Institute (PMI) puts it this way in the PMBOK Guide, Sixth Edition: “The project scope statement is the description of the project scope, major deliverables, and exclusions.” A useful statement also makes clear what conditions must be met for a deliverable to be accepted.
How scope differs from a project charter
A charter typically establishes a project’s high-level reason and direction. The scope statement develops that direction into more specific boundaries, assumptions, constraints, deliverables, and acceptance criteria. Organizations may use different document names or combine material in different ways; the important distinction is the function and level of detail, not a particular template.

How scope differs from a work breakdown structure
The scope statement says what the project includes and what outcomes it must produce. After stakeholders agree on it, a work breakdown structure (WBS) decomposes the agreed work into manageable parts. PMI describes the WBS as a framework for defining and subdividing project work. It supports planning, but it does not replace the scope statement.
What to include in a project scope statement
Write the statement so a stakeholder can understand what the team is committing to deliver and how the agreement will be judged. Include the following where relevant:

- Purpose and objectives: State the need the project addresses and the outcomes it is meant to support. Make objectives measurable where possible.
- Deliverables: List the products, services, results, and supporting outputs the project is expected to produce. Be specific enough to distinguish them from work that is merely related.
- Boundaries and exclusions: Describe what is included and explicitly identify what is not. Exclusions help prevent different stakeholders from silently assuming the project covers additional work.
- Acceptance criteria: Define observable conditions a deliverable must meet before it is accepted. PMI defines these as “A set of conditions that is required to be met before deliverables are accepted.” Criteria should allow the team and approver to determine whether the condition has been met.
- Assumptions and constraints: Record conditions treated as true for planning and limits on the team’s choices. Examples include an assumed availability of stakeholder input or a fixed deadline; state only assumptions and constraints that actually apply.
- Success measures: Explain how stakeholders will assess delivery and, where relevant, whether the project achieved its intended business or strategic outcome.
A scope statement sets expectations and boundaries; it is not a detailed schedule or a complete technical specification. Downstream planning can add the detail needed to carry out the work.
How to define scope before work begins
- Clarify the need and intended outcomes. Identify the problem or opportunity, who is affected, and what the project should change. Express the objectives in measurable terms when the outcome can be measured.
- Develop deliverables and boundaries together. Work with the project team and relevant stakeholders to list expected outputs, included work, exclusions, interfaces, and constraints. Facilitated workshops are one way to surface competing expectations and assumptions early; they are useful, not mandatory.
- Agree on acceptance and success measures. For each important deliverable, identify who will accept it and what observable conditions it must satisfy. Separately define how the intended outcome will be evaluated when that is part of the project’s purpose.
- Document assumptions and obtain agreement. Make planning assumptions visible, resolve conflicting expectations where possible, and record the resulting boundaries in a form stakeholders can refer to.
- Decompose the agreed work for planning. Use a WBS or another suitable planning method to break the work into manageable components. Keep the decomposition aligned with the agreed scope rather than treating it as permission to add new outcomes.
How to assess a request that could expand scope
Scope creep is the accumulation of features, requirements, or other work beyond what was agreed, particularly when additions have not been authorized or their effects have not been addressed. A project can still change for good reasons; the risk is allowing changes to enter the work informally, without a visible decision about their consequences.

- Record the request. Describe the requested change, its purpose, and the deliverable or boundary it affects.
- Compare it with the agreed scope. Check the statement, exclusions, and acceptance criteria. A request that clarifies how an existing deliverable will meet its criteria may differ from one that adds a new deliverable or outcome.
- Assess the effects. Consider time, cost, resources, quality, dependencies, and whether the change supports the project’s intended outcomes. Make trade-offs explicit rather than assuming the new work can simply be absorbed.
- Put the decision to the authorized stakeholders. They can approve the change, defer it, or reject it. The appropriate decision-maker depends on the organization’s governance arrangements.
- Update the baseline and communicate approved changes. If approved, revise the scope and related plans so the team and stakeholders are working from the same agreement. Do not treat an unapproved request as part of the baseline.
PMI’s guidance on structured change control emphasizes authorization before changes are incorporated into a project baseline. Clear scope does not eliminate change: new information or business circumstances may justify revisiting the agreement. It makes the decision deliberate and its consequences visible.

Assess delivery performance and the intended outcome as related but distinct questions. Delivery can be evaluated against agreed scope, schedule, budget, and quality expectations. Those measures describe how the project was managed and what it delivered; by themselves, they do not establish whether it produced strategic or business value.

Define the relevant measures in advance. A project intended to improve a business process, for example, should have a measure tied to that intended improvement as well as acceptance criteria for the project deliverables. A statement that a project finished on time and within budget is not a complete success test if its purpose was to achieve a broader outcome.

- Stakeholders can tell what the project will deliver and what it will not.
- Deliverables have observable acceptance conditions rather than vague approval language.
- Assumptions and constraints that affect planning are visible.
- New requests can be assessed against the same objectives, boundaries, and criteria.
- Delivery measures and outcome measures are not confused with one another.
