Re:

What Is Petrolatum, and Is It Environmentally Friendly?

Petrolatum is petroleum-derived petroleum jelly. Canada’s assessment found low environmental risk under assessed conditions, but that is not proof of renewability or a low life-cycle carbon footprint.

Petrolatum is petroleum jelly: a semi-solid mixture derived from petroleum and used in products such as moisturizers and lip balms. It is not renewable. A Canadian government assessment found low environmental risk for petrolatum and certain waxes under the conditions it evaluated, but that finding does not establish that petrolatum is sustainable, biodegradable in every setting, or low-carbon over its life cycle.

What petrolatum is

Petrolatum is the formal name commonly used for petroleum jelly, a petroleum-based material. The US Environmental Protection Agency describes it as a complex hydrocarbon mixture obtained as a semi-solid during the dewaxing of paraffinic residual oil; it consists predominantly of hydrocarbons with more than 25 carbon atoms. Its composition is not a single, simple molecule, and the proportions of components can vary.

Consumers encounter petrolatum in familiar personal-care categories, including lip balms, moisturizers, hair-care products and baby-care products. The ingredient name identifies the material, not the complete formulation, manufacturing history or refining quality of the finished product. To determine whether a particular item contains petrolatum, check its ingredient list; to understand the rest of its formulation, consider the full label rather than inferring it from this one ingredient.

The material is often selected for its occlusive behavior in skin products: it forms a barrier that helps reduce water loss from the skin surface. That use explains why it appears in products intended for dry skin, lips and protective care, but the presence of petrolatum does not describe the performance or environmental profile of every other ingredient in the formula.

Health Canada describes petrolatum as petroleum jelly and provides consumer guidance on the substance at its petrolatum page. The EPA registry provides a technical substance description at its petrolatum entry.

How petrolatum is made and why refining matters

Petrolatum is recovered from petroleum-processing streams rather than grown as a crop. In the EPA description, it is obtained as a semi-solid during dewaxing of paraffinic residual oil. “Petroleum jelly” therefore describes a material from a refining process, not a single crude-oil component with one fixed formula.

Refining quality matters for safety and for how the mixture behaves. Health Canada explains that only highly refined petrolatum is used in products sold in Canada to avoid potential health risks. A label that lists petrolatum does not, by itself, disclose the detailed refining steps, the proportions of individual hydrocarbons or whether the item is regulated under Canadian requirements. Product-specific information and local rules are needed for those questions.

Refining can also change environmental-fate evidence. The Canadian assessment noted that more highly refined waxes may biodegrade less rapidly because components that biodegrade readily can be removed during refining. That observation does not establish a biodegradation rate for a particular commercial jar or tube; it shows why broad claims based only on the word “refined” are unreliable.

Is petrolatum environmentally friendly?

There is no single answer unless “environmentally friendly” is tied to a particular measure. Two conclusions are supported by the official sources: petrolatum is petroleum-derived, and a Canadian assessment concluded that petrolatum and waxes posed a low risk of harm to the environment under the conditions it assessed. The first fact concerns the ingredient’s feedstock; the second concerns expected environmental effects at assessed exposure levels. Neither establishes that petrolatum is renewable or sustainable overall.

That distinction matters because environmental risk and environmental footprint answer different questions. A risk assessment considers whether a substance is likely to cause harm given its properties and the amount expected to reach the environment. A life-cycle assessment would address broader stages and impacts, such as obtaining feedstock, refining, manufacture and disposal. A conclusion about risk from expected releases cannot, on its own, quantify greenhouse-gas emissions or compare the ingredient’s full life-cycle impact with that of an alternative.

The sources cited here do not establish a petrolatum-specific, comparative life-cycle greenhouse-gas figure. They therefore cannot support a carbon ranking of petrolatum against plant-derived ingredients. Plant origin alone would not provide a like-for-like comparison either: a fair comparison would need consistent product functions, boundaries, production stages and environmental measures.

What Canada’s environmental assessment actually concluded

Environment and Climate Change Canada and Health Canada published a screening assessment in June 2016 covering petrolatum (CAS RN 8009-03-8), slack wax and oxidized petrolatum. The assessment concluded that these substances did not meet the relevant criteria under the Canadian Environmental Protection Act for harm to the environment or human health. Its environmental conclusion is specific to the substances and conditions it assessed; it is not a general certification that petrolatum is “green.” Read the assessment at Screening Assessment: Petrolatum and Waxes (Stream 4).

Why the assessment described environmental risk as low

The assessment expected environmental concentrations to be low and described most components as having very low water solubility, low bioavailability and very low toxicity. In plain terms, these properties informed the assessment’s conclusion about the likelihood of harmful effects under expected environmental exposure. They do not mean that every possible release, use or disposal scenario was individually proven harmless, nor do they address all environmental impacts associated with extracting and refining petroleum.

  • MOISTURE BARRIER: Heals dry skin by creating a moisture barrier and not tested on animals
  • BEAUTY ESSENTIAL: Removes eye makeup effectively and gently

Low water solubility is not the same as disappearance. It describes how little of a substance dissolves in water under the conditions considered. Low bioavailability means organisms are expected to have limited access to the components. Those properties can reduce exposure in the modeled scenarios, while still leaving unanswered questions about where a complex mixture goes, how long components persist in a particular setting and what happens after unusual or concentrated releases.

What is uncertain about environmental fate

Petrolatum is a complex mixture, and its components and their proportions are generally not known. That makes it difficult to predict the environmental fate of the mixture as a whole. The assessment reported that it had no direct biodegradation data for petrolatum in the evidence it reviewed; it inferred likely behavior from related wax components instead.

The assessment also noted that more highly refined waxes may biodegrade less rapidly because readily biodegradable components can be removed during refining. This is a qualified observation about related materials, not proof that petrolatum is wholly non-biodegradable or that it readily biodegrades. The available evidence does not justify either blanket claim.

Accordingly, be cautious with packaging or marketing that says an ingredient is “fully biodegradable” or “non-biodegradable” without defining the test method, time period and material tested. The assessment’s uncertainty is a reason to ask what evidence supports a specific claim, not a reason to choose one absolute label over the other.

Use, release and disposal: questions the assessment does not settle

Most personal-care use involves small quantities applied to skin or lips, but the environmental assessment is not a product-by-product disposal study. It does not establish the impact of every pathway, such as a large accidental release, industrial discharge or the contents of a particular package entering wastewater. Nor does it provide a universal rule for how consumers should dispose of every petrolatum-containing product.

Use the product as directed, keep it out of waterways and follow local instructions for disposing of the container and any unused contents. Packaging can include several materials, and recycling rules vary by location. Do not infer that a recyclable package makes the petrolatum inside renewable, or that a fossil-derived ingredient makes the entire package impossible to recycle. Those are separate attributes.

Is petrolatum safe to use?

Environmental impact and consumer health are separate questions. Health Canada says its assessment found petrolatum not harmful to health at current exposure levels. It also explains that only highly refined petrolatum is used in products sold in Canada to avoid potential health risks. That conclusion concerns the exposure levels and products considered in the Canadian assessment; it should not be stretched into a claim about every grade of petrolatum, every product sold worldwide or every possible use.

Health Canada’s exact consumer-facing conclusion is: “Our assessment shows that petrolatum is not harmful to our health at current levels of exposure.” The wording is important. It refers to current exposure levels and does not promise that any unidentified material, industrial grade or unusually high exposure has the same profile.

For a specific product, follow its label and applicable local requirements. The ingredient name alone does not tell you the product’s refining quality or establish that a particular product matches the Canadian context. Health Canada’s guidance and its stated conclusion are available at Health Canada’s petrolatum page.

A 2023 review in the Journal of the American Academy of Dermatology discusses petrolatum’s manufacture and dermatologic uses, as well as flammability, allergenicity and comedogenicity. It can provide context on those subjects, but it is not a substitute for product-specific or jurisdiction-specific guidance. The review is indexed at PubMed.

How to assess an environmental claim about a petrolatum product

A product may be described with broad terms such as “eco-friendly,” “natural” or “sustainable.” Those words do not, by themselves, tell you which environmental measure was evaluated. If the claim matters to your choice, look for the specific claim and its basis rather than treating an ingredient’s safety assessment as proof of sustainability.

  1. Identify the material. Confirm whether the label lists petrolatum, petroleum jelly or another material. Related waxes and oxidized petrolatum were included in the Canadian assessment, but they are not interchangeable names for every finished product.
  2. Identify what the claim covers. Does it refer to the petrolatum ingredient, the finished product, packaging, manufacturing, disposal or the product’s full life cycle? A claim about one part does not establish the impact of the others.
  3. Separate hazard, exposure and footprint. A low-risk conclusion under expected environmental exposure is not a measurement of greenhouse-gas emissions, resource use or renewability.
  4. Check whether the comparison is like for like. A comparison with a plant-derived ingredient needs comparable functions and life-cycle boundaries. Feedstock origin alone cannot establish which option has the lower overall impact.
  5. Look for evidence matched to the claim. A chemical risk assessment can inform questions about environmental effects under assessed conditions; a life-cycle comparison is needed for a claim about comparative climate impact.
  6. Keep the product formulation in view. Petrolatum is one ingredient, so a conclusion about it does not describe every ingredient or the total environmental profile of the finished item.
  7. Ask for definitions. If a seller uses “biodegradable,” “low impact” or “sustainable,” look for the tested material, test conditions, geographic scope and reporting boundary. Without those details, the statement may be too broad to compare with another product.

What to conclude when comparing alternatives

If you are deciding between a petrolatum-containing product and an alternative, the available evidence supports a narrow, careful comparison rather than a universal ranking. Petrolatum is fossil-derived, while a plant-derived ingredient has a different feedstock origin. That difference is relevant, but the cited sources do not quantify a like-for-like life-cycle climate comparison between petrolatum and plant-derived alternatives.

Environmental fate and evidence quality are also relevant: the Canadian assessment found low risk under its assessed conditions, while noting uncertainty about predicting the fate of a complex mixture and a lack of direct biodegradation data for petrolatum in the evidence it reviewed. Consumer-health conclusions need their own context, including the product’s refining quality, exposure and jurisdiction. No one of these considerations answers all the others.

For a practical decision, first decide which outcome you care about—such as fossil feedstock, environmental effects from expected releases, or life-cycle greenhouse-gas impact. Then look for evidence that measures that outcome for the actual products being compared. Without comparable life-cycle data, it is not possible to say from these sources that petrolatum has a lower or higher climate impact than a particular alternative.

Frequently asked questions

Is petrolatum the same as petroleum jelly?

Yes. Health Canada identifies petrolatum as petroleum jelly, and the terms are commonly used for the same petroleum-derived material. The label name does not reveal every detail of refining or the rest of the formula.

Is petrolatum renewable?

No. Petrolatum is derived from petroleum, a fossil feedstock, so it is not renewable in the sense used for replenishable biological resources.

Did Canada declare petrolatum environmentally friendly?

No. The June 2016 Canadian screening assessment concluded that petrolatum and the waxes it assessed did not meet specified criteria for harm under the conditions evaluated. That is a risk conclusion, not a sustainability certification.

Does low water solubility mean petrolatum cannot affect the environment?

No. Very low water solubility, low bioavailability and very low toxicity informed the assessment’s low-risk conclusion, but they do not prove that every release or disposal route is harmless or answer questions about petroleum extraction, refining or climate emissions.

Is petrolatum biodegradable?

The assessment reviewed for this article reported no direct biodegradation data for petrolatum and inferred behavior from related wax components. It also noted that refining can remove readily biodegradable components. The evidence does not support calling all petrolatum either wholly non-biodegradable or readily biodegradable.

Is petrolatum safe in skin-care products?

Health Canada says petrolatum is not harmful to health at current exposure levels and says highly refined petrolatum is used in products sold in Canada. For any product, follow its label and local guidance; conclusions about one jurisdiction or grade should not automatically be applied worldwide.

Is a plant-derived substitute automatically better for the climate?

Not necessarily. Plant origin and fossil origin are different feedstock categories, but a fair climate comparison requires comparable life-cycle boundaries, functions and data. The cited sources do not provide a quantified comparison.

Bottom line

Petrolatum is petroleum jelly, a fossil-derived mixture used in many personal-care products. Canada’s 2016 assessment found low environmental risk for the assessed petrolatum and waxes under expected conditions, while acknowledging uncertainty about the fate of a complex mixture and limited direct biodegradation evidence. That finding does not make petrolatum renewable, prove that it is sustainable or provide a comparative life-cycle carbon result. Evaluate the specific product, claim and evidence, and do not confuse chemical risk, consumer safety and climate footprint.
