GSTR-9 is India’s annual GST return for a financial year. It brings together the supply, tax and input tax credit (ITC) information reported through that year’s periodic returns, and you file it on the GST Portal. GSTR-9C is a separate reconciliation statement that some taxpayers must file after GSTR-9. This guide explains what each form covers, the order in which to file them, and the entries where prefilled figures most often need checking.
What GSTR-9 covers
GSTR-9 is the consolidated annual return for one financial year. It does not introduce new transactions. Instead, it summarises what you already reported in your monthly and quarterly returns and asks you to confirm, reconcile and complete the details. For FY 2024-25, the Goods and Services Tax Network (GSTN) states that relevant values in Tables 4, 5, 6, 8 and 9 are populated from GSTR-1/1A/IFF, GSTR-2B or GSTR-3B, as applicable. Prefilled values are a starting point. They are not automatically correct for your business.
GSTR-9 and GSTR-9C compared
Readers often mix up the two forms because both relate to the same financial year. The table below separates them by purpose, sequence, applicability, data and deadlines.

Who needs to file
Whether you must file GSTR-9 depends on your registration and any statutory exemption in force for the year. Whether you must also file GSTR-9C depends on current rules, including a turnover threshold that is set by notification and can change. This guide does not state a threshold, because a figure quoted here could be out of date by the time you read it. Check the current notification for your year before deciding.

Which year’s rules this guide follows
The detailed table rules, reporting windows and cut-off examples below come from GSTN’s official FAQ for FY 2024-25. Today, the year most readers are likely to be filing for is FY 2025-26, and table numbers, dates and portal behaviour can change from one year to the next. Before you file, open the FAQ or instructions published for your own financial year on the GST Portal and use those as the final reference.
How to file GSTR-9, step by step
- Clear all due periodic returns. For FY 2024-25, GSTN’s FAQ states: “Once all the due returns in Form GSTR 1 and GSTR 3B for the FY 2024-25 is filed, GSTR 9/9C for FY 2024-25 will be enabled in the system automatically.” It also states: “No GSTR 9 will not be enabled where any GSTR 1 and GSTR 3B is pending for the FY 2024-25.” If any GSTR-1 or GSTR-3B for the year is still pending, the annual return tile will not open.
- Open the annual return tile. Log in to the GST Portal, go to the annual-return area, and select the financial year you are filing for. Screens and labels change, so follow the current portal wording for that year.
- Download the supporting details. Download the Table 8A document details from the portal. For FY 2024-25, the GSTR-9 dashboard also provides a downloadable spreadsheet of consolidated GSTR-1/1A HSN details to help prepare Table 17.
- Reconcile before you edit. Compare the prefilled values with your filed periodic returns, books, tax ledgers and supporting documents. Pay particular attention to amendments and to how much ITC you are entitled to claim.
- Complete the applicable tables. Use the instructions for your financial year, complete only the tables that apply to your facts, and correct any prefilled figure that does not match your records.
- Preview and submit. Review the draft carefully before filing. If GSTR-9C applies, it becomes available only after GSTR-9 has been successfully filed.
Reconciling the prefilled figures
Table 8A: online table versus the Excel detail
For FY 2024-25, Table 8A captures records for the year that appear in GSTR-2B, including qualifying records that appear in next-year GSTR-2B between April and October 2025. It excludes prior-year records that appear in the corresponding earlier window. Supplier amendments can also affect the figures. GSTN explains that reverse charge, amendments, place-of-supply changes and financial-year changes can cause the downloadable Excel detail and the online table to differ, and it says the online table is correctly populated for its purpose. Reconcile the underlying invoices and entries before treating any difference as an error. The FAQ’s examples also refer to a 30 November 2025 cut-off for certain cross-year reporting.

Table 8C: ITC claimed for the first time in the next year
Table 8C is for FY 2024-25 ITC that was claimed for the first time in next year’s GSTR-3B within the specified period, such as credit you missed earlier. It is not the place for a reclaim of ITC that you already claimed and reversed in FY 2024-25. GSTN states that such a next-year reclaim should not be reported in Table 8C.
Tables 12 and 13: reversals and next-year availment
Table 12 captures FY 2024-25 ITC reversed in the next financial year. Table 13 captures FY 2024-25 ITC availed in the next year. The FAQ separates ordinary delayed claims from claims reclaimed under Rules 37 and 37A and assigns them to different tables, so classify each entry by why and when it was reversed or reclaimed, not just by amount.

Table 17 HSN spreadsheet and the removed 65% checkbox
Use the HSN spreadsheet from the GSTR-9 dashboard as your starting point for Table 17, then check it against your invoices. For FY 2024-25, GSTN removed the 65% concessional-rate checkbox from Tables 17 and 18 because that rate is not currently applicable, and the corresponding offline-tool column is disabled. If you are working from an older template or offline utility, do not expect that column to be available.
Late fees and deadlines
Late fees under Section 47(2) of the CGST Act apply to a delay in filing the complete annual return, including GSTR-9C where it applies. The calculation depends on which form is late. For GSTR-9, the period runs from the annual-return due date to the date GSTR-9 is filed. For GSTR-9C, it runs from the later of the GSTR-9 filing date or the annual-return due date, through the date GSTR-9C is filed. The GST Portal calculates the amount automatically from the filing dates, so you do not need to compute it yourself, but you should know which dates it will use. Confirm the GSTR-9 due date and any extension notified for your financial year, because the ordinary GSTR-9C due date of 31 December of the subsequent financial year is subject to extension.

Filing GSTR-9 on time does not remove the GSTR-9C obligation, so plan both forms before the earlier deadline arrives.

If you discover an error after GSTR-9 is filed, the official sources reviewed here do not describe a general amendment route for the annual return itself, so take advice from a qualified GST practitioner or chartered accountant before filing a corrected position. Where the reconciliation in GSTR-9C shows differences from your books, resolving those differences before you file GSTR-9C is the most reliable path.
