What Is Considered an Undergraduate Degree?

In U.S. usage, undergraduate degrees are associate and bachelor's degrees. Certificates are undergraduate credentials but not degrees, and federal aid defines undergraduate status by course of study.

In standard U.S. postsecondary usage, an undergraduate degree is either an associate degree or a bachelor’s degree. A postsecondary certificate can be an undergraduate credential, but it is not a degree. The word “undergraduate” also describes a student’s status, and federal student-aid rules define that status by course of study, which is not the same thing as holding a particular degree.

Associate and bachelor’s degrees

The National Center for Education Statistics (NCES), the federal statistical agency for education, places the associate degree at the sub-baccalaureate level and the bachelor’s degree at the baccalaureate level. Both are the core undergraduate degree categories in its terminology. The NCES glossary entry for postsecondary and college-level terms gives typical full-time lengths for each. The publication year is not stated on the cited glossary page, so treat these figures as the agency’s current definitions rather than a dated survey.

These ranges describe how long a credential normally takes when studied full time. They are not a promise about how long any individual student will need. Part-time enrollment, transfer credit, and changes of major all move completion dates.

Where certificates fit

People often ask whether a certificate counts as an undergraduate degree. In the NCES framework it does not, although the distinction is easy to miss:

  • NCES counts certificate-seeking students among credential-seeking undergraduates. A student working toward a certificate is therefore an undergraduate in that sense.
  • NCES identifies certificates and degrees as separate credential types. A certificate does not become a degree because it is undergraduate-level.
  • If a job posting, license, or admissions form asks for an “undergraduate degree,” a certificate usually will not satisfy it unless the requirement explicitly says otherwise.

“Undergraduate” as a student status

In federal financial-aid rules, “undergraduate” describes what a student is enrolled in, not only what the student has earned. The 2025-2026 Federal Student Aid Handbook, published by the U.S. Department of Education’s Federal Student Aid office, describes an undergraduate in the student-aid context as a student who:

“is enrolled in an undergraduate course of study that usually does not exceed four years, or is enrolled in a longer program designed to lead to a degree at the baccalaureate level.”

That wording applies to federal student-aid rules. It does not set the meaning of the term for a college’s admissions office, an employer, or a foreign credential evaluator.

Students who already hold an associate degree

An associate degree does not automatically end undergraduate status for aid purposes. The 2026-2027 Federal Student Aid Handbook, in its chapter on Pell Grant eligibility, states that for Pell Grant purposes a student who continues in another undergraduate program remains an undergraduate until completing the requirements for a first bachelor’s degree. A student who finishes an associate degree and then enrolls in a bachelor’s program is still an undergraduate throughout.

How to check the definition that applies to you

The general U.S. definition answers most terminology questions, but a consequential decision depends on the rules of the body making it. Use this order:

  1. Financial aid. Ask the school’s financial aid office how it classifies your enrollment. Federal Pell Grant and other federal aid rules use the course-of-study definition quoted above, and the school applies them to your program.
  2. Admissions or transfer. Check the admissions page or transfer policy of each target school. Some schools accept associate degrees as satisfying general education requirements; others do not.
  3. Employment or licensing. Read the exact wording of the job posting, license, or certification body. “Undergraduate degree” in a job ad usually means a degree from an accredited institution, and that check is set by the employer.
  4. Credential recognition outside the United States. Foreign education systems use their own level names and durations. Ask the receiving authority, such as a national education ministry or a credential evaluation service, how it classifies your credential.

Limits of this definition

The NCES and Federal Student Aid sources cited here describe U.S. terminology. They do not establish how undergraduate degrees are defined in other countries, and individual institutions or programs may set their own labels. When the definition affects money, eligibility, or a credential’s recognition, confirm it with the institution or authority making the decision rather than relying on a general glossary.

In short, the definition you need depends on the purpose. For general U.S. terminology, the answer is an associate or bachelor’s degree. For aid, the answer is a status defined by course of study. For a specific decision, the answer is whatever the deciding body writes into its own rules.
