Financial literacy is the knowledge, skills, attitudes, and behaviors that help you understand money-related concepts and risks and use that understanding to make decisions in everyday financial situations. It is more than knowing definitions: it means applying what you know to choices about spending, saving, borrowing, and financial products.

What does financial literacy mean?

The OECD’s PISA 2022 framework defines financial literacy as knowledge and understanding of financial concepts and risks, alongside the skills and attitudes needed to apply them effectively across different financial contexts. Its purpose is to support the financial well-being of individuals and society and enable participation in economic life. Read the OECD framework.

In practical terms, a person may know what interest is but still need to compare loan terms, understand the cost of borrowing, and decide whether a loan fits their circumstances. Financial literacy is about using knowledge in a decision, not simply recalling financial vocabulary.

What skills does financial literacy include?

Financial literacy applies to recurring decisions and changing circumstances. Common areas include:

  • Budgeting and cash flow: tracking income, bills, and spending, then planning how money will be used over a period.
  • Goals and saving: setting financial goals, preparing for future expenses, and considering how to manage unexpected costs.
  • Credit and debt: understanding credit reports and scores, comparing borrowing options, and planning how to repay debt.
  • Financial products and risk: evaluating financial products and services, recognizing risks, and knowing where to seek help.

The CFPB’s Your Money, Your Goals toolkit covers these kinds of practical tasks, including goals, savings, income tracking, bills, cash-flow budgeting, debt, credit reports, and product choices. The toolkit describes 43 tools and handouts.

Financial literacy and financial education are related, but different

Financial education is the learning process; financial literacy describes the knowledge and capabilities that process aims to build. Education can help people develop and practice money skills, while literacy is reflected in how they understand and apply those skills. The OECD discusses both financial literacy and the role of financial education in its explanation of why and how PISA assesses financial literacy.

Why does financial literacy matter?

It can help people make more informed choices and support their financial well-being as their needs and circumstances change. It is better understood as a capability to develop and apply than as a pass-or-fail label. Knowing how to budget, assess borrowing, or compare products can inform a decision, but education alone cannot remove structural barriers, guarantee wealth, or prevent every financial loss.

Financial knowledge also does not replace safeguards. The OECD says financial education should complement financial regulation, which is essential to protect consumers, including against fraud. See the OECD recommendation.

What does the PISA financial-literacy statistic show?

In its reporting on PISA 2022, the OECD says that 18% of students, on average, lacked basic financial-literacy proficiency across the 14 OECD countries assessed. This is a result about students in those participating OECD countries—not a statistic about adults or people worldwide. OECD student financial-literacy reporting.

Where can you practice financial skills?

The CFPB offers adult financial education tools and resources, including materials for tracking spending, planning cash flow, working with debt, and considering financial products. Its Your Money, Your Goals toolkit provides additional tools and handouts for practicing these tasks.
