What Is a Credit Limit? How It Works and Why It Can Change

A credit limit is your card issuer’s borrowing ceiling, while available credit is what remains to use. Learn what determines a limit, how changes affect utilization, and the notice and over-limit rules.

A credit limit is the maximum amount an issuer makes available to borrow on a credit-card account. Your available credit is the portion of that limit you can still use after accounting for charges and amounts owed. The limit may change, and it can affect how much room you have to spend and your credit utilization.

Credit limit vs. available credit

Your credit limit is the account’s borrowing ceiling; it is not necessarily the amount you can charge right now. Available credit is what remains after charges and other amounts owed are accounted for. For example, if your limit is $2,000 and $500 is owed, roughly $1,500 remains available, subject to how the issuer handles pending transactions and account activity.

If an issuer reduces your limit below your outstanding balance, the balance does not disappear. You may have no available credit for new charges until you pay down what you owe. The CFPB explains that an issuer can reduce available credit to zero: CFPB guidance on credit-limit changes.

How credit-card issuers set a limit

When you apply, an issuer generally reviews information such as your credit report and history and the income you report. A low initial limit may reflect poor credit history, high balances on other cards, low income, or a limit that is typical for that card. These are possible considerations, not a universal formula or a guarantee that any particular step will result in a higher limit. For covered credit-card accounts, Regulation Z requires the issuer to consider whether you can make the required minimum payments before opening the account or increasing its limit. The requirement applies whether you request an increase or the issuer initiates one. Issuers may also consider credit reports, scores, and other factors consistent with Regulation B. The rule does not prescribe one limit-setting formula: Regulation Z, 12 CFR § 1026.51.

Can a credit limit change?

Yes. An issuer generally can raise or lower a credit limit after opening the account, including reducing available credit to zero. A lower limit can leave less room for new purchases; if it falls below the balance you already owe, paying down the balance is necessary to restore available credit. How a limit affects credit utilization

Credit utilization compares the amount of credit used with the credit available. A limit decrease can raise utilization even if your balance has not changed, because the same debt is measured against a smaller limit. Utilization is relevant to credit scores, but no percentage guarantees a particular score result.

In a June 2022 analysis, the CFPB found that after credit-line decreases, median utilization on the affected card reached 94% for deep-subprime, subprime, near-prime, and prime consumers. For super-prime consumers, utilization more than doubled, from 37% to 78%. These are observed group-level findings, not predictions for every cardholder: CFPB analysis of credit-line decreases.

The CFPB says experts advise using no more than 30% of total credit limits. That is general advice, not a legal cap or a guaranteed credit-score threshold. The same guidance recommends avoiding getting too close to a limit: CFPB guidance.

What notice and over-limit rules apply?

An issuer generally must provide an adverse-action notice when it reduces an existing limit. The notice should state specific reasons or explain how to request them. Procedures can depend on the type of account change; the CFPB describes the notice requirement in its adverse-action guidance.

After notice of a limit reduction, CFPB guidance says an issuer cannot charge an over-limit fee or apply a penalty rate for exceeding the new, lower limit until 45 days after the notice. Separately, an issuer cannot charge an over-limit fee unless you opted in to allow transactions above your limit. The CFPB says such a fee can generally be up to $25 for the first occurrence and up to $35 for another occurrence within six months, but cannot exceed the amount by which you went over the limit. You can contact the issuer to revoke an opt-in for future transactions. Account agreements and transaction handling still matter. See the CFPB’s over-limit fee guidance.

What to do if your limit is reduced

  • Read the notice. Check the stated reason and follow its instructions if you want to ask for more detail.
  • Check your account. Confirm the new limit, balance, pending activity, and available credit with the issuer.
  • Plan around the new limit. If your balance is at or above it, avoid assuming new purchases will be approved; pay down the balance to free up credit.
  • Review over-limit preferences. Contact the issuer if you want to revoke permission for future transactions above the limit.
