A business relationship manager (BRM) connects an organization’s business priorities with the technology teams or service providers that can support them. The BRM learns what business partners are trying to achieve, helps turn needs into well-framed technology demand, and works with delivery teams to keep proposed work tied to intended value. The title can describe an individual job or a broader organizational capability; responsibilities and reporting lines vary by employer.
What does a business relationship manager do?
The work typically follows a business need from early conversations through delivery and value assessment. The United Nations’ ICT annex describes a BRM as “the ICT liaison for each department in an organization” and says a key role is reducing business and ICT barriers. That is one organizational design, not a universal job description.
Understand the business and build relationships
A BRM develops working relationships with business and technology leaders and learns the mission, operating strategy, and processes of the groups they support. That context helps the BRM distinguish a business outcome from a request for a particular technology solution.
Shape needs into technology demand
Rather than simply forwarding requests, a BRM can help business partners clarify the problem, desired outcome, priorities, and expected value. This makes it easier for technology teams to assess whether and how a proposed need should be addressed.

Connect strategy with proposed work
Depending on the organization, BRMs may participate in early ideation, evaluate proposals, contribute to business cases, and align initiatives with capability roadmaps and priorities. Their contribution is to connect business aims with choices about technology and services—not necessarily to approve budgets or make delivery decisions.
Help delivery teams understand the intended outcome
BRMs may work alongside architects, business analysts, project and change managers, and infrastructure teams. They help communicate requirements, objectives, and expected benefits so that delivery work remains connected to the need that prompted it.

BRM Institute frames the role around defining, realizing, optimizing, and recognizing potential business value from a provider’s products and services. In practice, the BRM may help partners describe what success should look like and keep attention on those intended outcomes. The exact ownership of measurement and follow-through varies across organizations.

CIO characterizes the BRM as typically senior-level, but that is general career guidance, not a hiring rule. No specific degree, number of years of experience, or certification is established as mandatory across employers; check the requirements in the job posting you are considering.
How is a BRM different from adjacent roles?
A BRM is not simply another name for a help-desk employee or project coordinator. The role’s central emphasis is the ongoing relationship between business priorities and the technology or services that may support them. But there is no single, universal boundary separating BRMs from business analysts, service managers, account managers, or project managers. Employers may assign similar responsibilities to different roles or divide them among several people.

When evaluating a job description, look for the work it actually assigns rather than relying on the title alone:
- Strategic demand shaping: Does the role help set priorities and connect proposed work to business outcomes, or mainly receive and route operational requests?
- Organizational reach: Which departments, leaders, providers, or technology teams does it support?
- Decision authority: Does the BRM advise and coordinate, or have defined authority over priorities, funding, or service decisions?
- Delivery involvement: Is the role engaged from early planning through outcomes, or only at a particular handoff?
Is certification required to become a BRM?
The cited sources do not establish certification as a universal requirement. ITIL 4 Specialist: Business Relationship Management is an optional structured-learning route for people who want to study the discipline. The 2023 ITIL 4 BRM candidate syllabus covers topics including responsibilities, skills, organizational positioning, enabling technology, supplier relationships, capability assessment, metrics, and capability development.

What to look for in a BRM job posting
Because titles and boundaries vary, use the posting to identify the role’s real scope. Check who the BRM partners with, whether the focus is strategic or operational, how the role connects with delivery teams, and what authority it has over prioritization or outcomes. Treat education, experience, and certification requirements as employer-specific rather than universal standards.
