The exact facilities depend on the site and mine design; Ontario land, consultation, permitting, and closure requirements also shape what must be planned and when.
What infrastructure makes up a remote mine?
A mine is more than an extraction site and a processing plant. It needs routes and services to bring in people and supplies, move ore and waste, manage water and tailings, and keep the operation running. Some facilities sit at the mine; others, such as a transmission line or road connection, may extend beyond the site.

Access and logistics
Access can involve an offsite connection to a public road, internal mine roads, or a combination. For a fly-in site, an airstrip may be part of the infrastructure. The choice affects how workers, fuel, equipment, and supplies reach the mine, as well as how materials move around it. Ontario’s Mine Rehabilitation Code also recognizes an airstrip for fly-in sites.
Mine and processing facilities
The mine works depend on the selected extraction and processing design. An official project description for Rainy River lists both open-pit and underground components alongside an ore-processing plant. These are examples of possible facilities, not a standard package every Ontario gold mine needs.

Power and fuel
The operation needs a power source and a distribution system sized and arranged for its facilities. Depending on the project, that can involve generation, substations, or a connection to a transmission line. Fuel may need its own supply, conversion, storage, and distribution systems. Rainy River’s listed components include power infrastructure, fuel storage, and an offsite 230 kV transmission line; the Hardrock project lists power generation and distribution and a fuel system. Those choices illustrate different project configurations rather than prescribe one for another site.
Water management
Water infrastructure can include distribution, drainage, mine-water treatment, ponds, diversions, and pipelines where needed. The design has to account for water moving through and around the site, not just water used in the plant. Rainy River’s listed facilities include water-management works, drainage, ponds, watercourse diversions, and a constructed wetland. Hardrock lists water distribution and a mine-water treatment facility.
Tailings, waste, and hazardous materials
A project needs a plan and facilities for tailings, domestic and industrial waste, and hazardous materials. Depending on the design, this may include a tailings management area, solid-waste handling, and storage for fuel or explosives. Rainy River lists a tailings management area and explosives facilities; Hardrock lists solid-waste handling and fuel systems. The specific facilities and safeguards must be established for the project rather than inferred from these examples.
Accommodation and operational support
Remote operations may need workforce accommodation, depending on access and the staffing model, along with administration, maintenance, warehousing, and yards. The Hardrock project lists a temporary construction camp, while Rainy River lists a maintenance shop, warehouse, and administration complex. A construction camp is not evidence that every mine requires the same permanent accommodation arrangement.
How should a project choose between infrastructure options?
The project’s location, mine design, workforce plan, and environmental conditions determine which options are practical. Compare alternatives against the same operating and closure needs rather than treating any one project example as a template.
Rank #2
| Decision | What to compare |
|---|---|
| Access | All-season road access versus fly-in logistics, including the route needed to move workers and supplies. |
| Power | A grid connection versus onsite generation, including the associated fuel logistics. |
| Water | Water supply, treatment, discharge, and seasonal hydrology. |
| Workforce | Accommodation needs and the workforce rotation model. |
| Mine design | The selected mining and processing methods and the facilities they require. |
| Project stages | Construction and operating needs alongside closure and rehabilitation requirements. |
The available project descriptions show that configurations differ; they do not establish which option is best for an unspecified site. Without a location, mine method, production scale, workforce plan, access mode, electrical context, water baseline, and project design, it is not possible to give a reliable infrastructure bill or engineering specification.

The Government of Ontario describes development as constructing a mine and its supporting infrastructure. Its examples include facilities, power lines and substations, roads, and water lines. Among the requirements it identifies before development are appropriate land tenure, a Notice of Project Status, required stakeholder consultation, and a closure plan with financial assurance and certifications.
Recommended Free Tools
For designated projects, Ontario’s One Project, One Process framework coordinates provincial approvals and consultation through a project-specific permitting plan. Indigenous consultation planning is integrated where applicable. The framework does not transfer responsibility for approvals: the proponent remains responsible for submitting applications and obtaining all necessary permits, authorizations, and approvals. Applicability and requirements depend on the project.
Why plan closure infrastructure from the start?
Closure affects both what is built and how long it must remain usable. Ontario’s Mine Rehabilitation Code requires exterior road access—or an airstrip for a fly-in site—and requires routes needed for rehabilitation work or monitoring to remain usable until they are no longer needed.
The Code also sets requirements for removing or treating surface structures, utilities, pipelines, tanks, machinery, and equipment, subject to its stated conditions and exceptions. Planning for those requirements early helps account for rehabilitation access and the eventual disposition of infrastructure in the mine’s design.
