India’s GST Council recommended a simpler headline structure in September 2025: a 5% merit rate, an 18% standard rate and a 40% special rate for selected goods and services. Most revised rates were scheduled to take effect on 22 September 2025. The changes were intended to ease costs for consumers and compliance for businesses, but a lower GST rate does not guarantee a lower retail price, and the official announcements do not establish a measured economy-wide effect.
What changed in India’s GST structure?
At its 56th meeting on 3 September 2025, the GST Council recommended consolidating the standard structure around three headline rates. The Ministry of Finance described reductions and exemptions across a range of categories, including individual life and health insurance policies and various everyday consumer items.

Exemptions, item-specific classifications and special treatments also apply. The Council’s announcement set out recommendations; the operative tax treatment depends on the implementing notification and any later amendments. The Ministry’s official FAQ identifies Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, for changed goods rates, and Notification No. 10/2025-Central Tax (Rate) for exempted goods.

When did the changes take effect?
The Ministry of Finance said most changes should be implemented from 22 September 2025. That date was not the start date for every affected product: the announcement specified that cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi would retain their existing GST and compensation cess until a later date was notified after compensation-cess liabilities were discharged.

For a transaction, the applicable date and treatment depend on the relevant notification and classification. The 2025 announcement and notifications are not, by themselves, a guarantee that no later change applies: CBIC’s tax information portal lists later 2026 notifications and circulars. Check the operative notification and subsequent amendments for the date relevant to the transaction.

The government announcement described rate reductions or exemptions in a range of consumer-facing categories, including individual life and health insurance policies and various everyday items. It does not establish that every product in a broad category received the same treatment. The exact result depends on the item’s legal classification, its earlier treatment, the effective date and whether an exemption or special rule applies.

A reduced GST rate lowers the tax component calculated under the applicable rules; it does not, on its own, establish a matching reduction in the amount a customer pays. The final price can also reflect the pre-tax price, seller or manufacturer pricing decisions, package size and other costs. To assess a particular purchase, compare the exact product or service, its tax treatment on the transaction date, and its pre-tax and final prices rather than assuming a set saving from the headline rate.

The Council presented the package as supporting ease of doing business, including for small traders. Its explanatory material also described procedural measures involving streamlined registration and return filing, provisional refunds in specified inverted-duty situations, and steps related to the Goods and Services Appellate Tribunal (GSTAT). These are announced measures and intended benefits; they do not prove that every business experienced lower compliance costs, faster refunds or improved cash flow.

Before changing a rate in accounting or invoicing records, a business should verify the classification and effective date against the applicable notification, then check the relevant invoice treatment and current filing instructions. A product name or a broad category description may not settle its GST classification. Businesses affected by an inverted duty structure or an appeal should check the rules and procedures that apply to their specific case.
How can you check the GST rate for a particular item?
- Identify the exact supply. Record what is being sold or supplied, including relevant product or service details. Do not rely only on a broad shop category or marketing name.
- Find the applicable classification and entry. Consult the operative CBIC rate notification, including Notification No. 9/2025-Central Tax (Rate) for changed goods rates or Notification No. 10/2025-Central Tax (Rate) for exempted goods, where relevant.
- Check for amendments and special treatment. Read subsequent notifications or circulars that could alter the entry, rate, exemption or conditions. Pay particular attention to effective dates and stated exceptions.
- Apply the treatment to the transaction date. Confirm the rate and invoicing treatment that apply when the supply takes place, rather than relying on a headline summary or an outdated table.

The government presented rate rationalisation and lower taxes on some consumer items as ways to support demand, manufacturing and economic growth.
