A September 15, 2026, statement from House Financial Services Chairman French Hill and House Agriculture Chairman Glenn “GT” Thompson called for Congress to enact lasting digital-asset rules and said regulators should use existing authority in the meantime. It did not say that regulators’ crypto actions “fall short” of the CLARITY Act. The Senate had failed to invoke cloture on the bill, according to the chairmen’s joint statement.

Did French Hill say regulators’ crypto actions “fall short”?

That wording is not in the September 15 joint statement located from Hill and Thompson. The committee release says the Senate failed to invoke cloture on the CLARITY Act and reports the chairmen’s support for congressional action alongside interim use of regulators’ existing authority. Without the originating item or a specific regulator action to check, “fall short” should not be treated as a verified quote or paraphrase of Hill.

What did the House chairmen say should happen next?

Hill and Thompson argued that Congress should establish a lasting statutory framework for digital assets, while federal regulators use existing authority to develop rules and issue guidance in the interim. Their statement put the case this way: “Only Congress can provide the lasting legal certainty that consumers and businesses need to participate in these markets with confidence and necessary protections.” This describes their policy position; it does not specify the legal effect of any particular agency action.

Where did the CLARITY Act stand?

The House Financial Services Committee said the House passed H.R. 3633, the Digital Asset Market Clarity Act, in July 2025. In its September 15, 2026, release, the committee said the Senate had failed to invoke cloture on the measure. These statements describe a bill facing further Senate action, not an enacted law.

What would the bill change, according to its supporters?

At a July 17, 2026, field hearing, committee members and witnesses described the proposal as setting a division of responsibilities between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). Participants also discussed registration, customer-asset protection, recordkeeping, and anti-money-laundering obligations for intermediaries. These are descriptions and arguments made in a hearing about proposed legislation, not a statement of current legal requirements or a neutral determination of the bill’s effects.

  • Sarah Aberg, Nova Labs’ chief legal officer, said: “The CLARITY Act does not ask for deregulation. It asks for the right regulation, applied by the right regulator, under clear rules that market participants can understand and follow.”
  • Jason Somensatto, Coin Center’s director of policy, said: “Ultimately, regulatory clarity means the imposition of rules that identify who is responsible for what, which risks they create, and which regulator has authority to supervise those risks.”

Both are stakeholder views recorded at the committee hearing; they should not be read as official findings that the proposal would deliver those outcomes.

Why do critics disagree about the bill?

On September 17, 2026, Ranking Member Maxine Waters argued that the bill did not advance because it failed to sufficiently restrict President Trump’s crypto activities. That is Waters’ criticism, not a neutral account of all the reasons for the Senate setback. Her objection underscores a political dispute over ethics provisions and conflicts of interest alongside the broader debate over regulatory jurisdiction and customer protections.

What this means for crypto users

The committee statements do not announce new consumer rules or a change in the treatment of any particular crypto asset. The chairmen called for interim agency action under existing authority, but the release does not identify a specific new rule, guidance document, or enforcement action. The proposed bill’s provisions remain proposals in the sources cited here.
