If a purchase would push your balance above your credit limit, your issuer may decline it—or approve it and let the account go over the limit. In the United States, an issuer generally cannot charge an over-limit fee unless you affirmatively opted in to over-limit transactions. A high balance can affect your credit score if it is reported, but there is no fixed score penalty just for exceeding the limit.

What happens when a transaction would put you over the limit?

Your credit limit is the maximum amount of credit available on the account under its current terms. If the attempted charge exceeds the credit you have available, the issuer can decline it. The purchase may not be completed, even if you are standing at the checkout or have entered your card details online.

As an Amazon Associate I earn from qualifying purchases.

An issuer can also approve a transaction that takes the account over its limit. In that case, the balance may exceed the limit after the charge posts. Approval is the issuer’s choice: opting in to over-limit transactions does not require the issuer to approve a particular purchase. The Consumer Financial Protection Bureau’s Regulation Z permits issuers to have a policy and practice of declining transactions expected to exceed a limit, and its official interpretation explains that a transaction can still be declined after a cardholder opts in.

What the issuer does What it means for you
Declines the transaction The purchase is not approved, so it does not create that over-limit balance. Ask the issuer whether the limit caused the decline and what would restore available credit.
Approves the transaction The account may end up above its limit. Whether an over-limit fee can be charged depends on your affirmative consent and the applicable fee restrictions.

These are possible outcomes, not a reliable prediction for a specific purchase. Approval practices can vary, and having opted in is not a guarantee that the issuer will pay a charge.

Also distinguish your total credit limit from your available credit. Existing balances and account activity can leave less available credit than the limit itself. A transaction can be declined because the amount would exceed what is currently available, even if it is less than the stated limit. Check the issuer’s app or contact the issuer rather than assuming the card will cover a purchase based only on the limit printed on an older statement.

When can the issuer charge an over-limit fee?

You must have opted in

Under Regulation Z, a card issuer generally cannot charge an over-limit fee unless you affirmatively agreed to let it pay transactions that take the account above its credit limit. Before you opt in, the issuer must disclose the fee; after you agree, it must confirm your election. The CFPB’s consumer guidance, last reviewed September 23, 2024, states the rule plainly: an issuer cannot charge an over-limit fee unless you have opted in.

Check your card agreement, issuer records, or statements if you are unsure whether you opted in. If you did opt in and no longer want the issuer to pay over-limit charges, notify the issuer to revoke your consent. Revocation applies going forward; it does not undo an earlier transaction or fee.

Opting in is permission for the issuer to consider paying over-limit transactions; it is not a request that guarantees approval, nor does it mean every transaction will be approved. The issuer can still decline a particular charge. The consumer guidance addresses fees for transactions the issuer pays, so if a fee appears, check both whether the transaction was approved and whether you had opted in.

Fee maximums and billing-cycle limits

CFPB consumer guidance describes maximum fees of up to $25 the first time you exceed the limit and up to $35 for a second time within six months. Those are guidance maximums, not a promise that your issuer charges a fee or will charge the maximum. In either case, a fee cannot exceed the amount by which the account went over its limit. The issuer must also follow Regulation Z’s billing-cycle restrictions.

  • An issuer generally may not charge more than one over-limit fee in a billing cycle.
  • Under the stated regulatory conditions, an issuer generally may not keep charging for the same over-limit transaction for more than three billing cycles.
  • An issuer may not charge an over-limit fee for a cycle when the account went over solely because fees or interest were added during that cycle.
  • An issuer may not charge a fee solely because it did not promptly restore available credit after a payment was credited.

The $25 and $35 figures are ceilings described in CFPB consumer guidance, not standard charges that apply to every account. For example, if an account exceeds its limit by less than the listed maximum, the fee cannot be more than that smaller excess. The fee also remains subject to the opt-in requirement and the separate billing-cycle restrictions. Check your agreement and statement for the disclosed amount that applies to your account.

If a fee appears on your statement, compare it with your opt-in election, the fee disclosed to you, how far the balance exceeded the limit, and the billing-cycle rules. If something does not match, ask the issuer to review the charge.

What if the issuer lowers your credit limit?

A limit decrease can leave you with less available credit—or none—without any new purchase. Issuers generally can increase or decrease credit limits. If you have no available credit, you cannot make additional charges until some of the existing balance is paid and credit becomes available again.

A lower limit can also change whether a balance is above the limit. CFPB consumer guidance, last reviewed July 12, 2022, says that after notice of a limit decrease, an issuer cannot charge an over-limit fee or impose a penalty rate for exceeding the new limit until 45 days after notice. The fee and penalty-rate protections also depend on the notice and opt-in requirements described by the CFPB. If a decrease leaves you with no available credit or puts the account above the new limit, contact the issuer to confirm the effective limit, what options are available, and how payments affect availability.

This is different from making a new purchase that takes the balance over the existing limit. If your account is above a newly reduced limit, ask when the change took effect and when notice was provided; the CFPB’s 45-day guidance concerns the period after notice of the decrease. Do not assume that an old limit shown on a statement is still current.

Can going over the limit hurt your credit score?

There is no universal number of points lost for exceeding a credit limit. The score-related issue described by FICO and Experian is credit utilization: the balance reported on a card relative to its reported limit. FICO describes utilization as outstanding balance divided by credit limit and reports that higher utilization is associated with greater risk in its scoring analysis. Experian likewise explains that a higher balance-to-limit ratio can hurt scores.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why the reported balance matters

If an over-limit balance is included in a credit bureau update, it can raise the card’s reported utilization. The score effect depends on the balance and limit that are reported, the scoring model used, and the rest of your credit file. A high balance on one card and high utilization across your revolving accounts are distinct considerations; individual-card and overall ratios may both matter. The available scoring explanations do not establish one universal utilization threshold or a guaranteed point change.

For a simple illustration, a reported balance of $1,050 against a reported limit of $1,000 would be 105% utilization on that card. That arithmetic does not predict a specific score change. The overall picture may also include utilization across other revolving accounts, and different scoring models and credit files can produce different results.

The balance shown on a credit report may not match the live balance in your issuer’s app. Creditors commonly report periodically, so a high balance at the time of an update can be the balance used for utilization even if you pay it down afterward. If a lower balance is reported later, utilization may fall in a later score calculation, but neither the timing nor the size of any score change is guaranteed.

If you are preparing for an application and want to understand when a balance may be reported, ask the issuer about its reporting schedule and review your credit reports. Do not assume that a payment made today will appear on a report by a particular date.

What to do after a declined charge or an over-limit balance

  1. Check the account. In your issuer’s app or statement, review the credit limit, current balance, available credit, and posted transactions. That helps distinguish a limit issue from another possible reason for a decline.
  2. Contact the issuer if a purchase was declined. Ask whether the limit caused the decline and whether a payment would restore available credit immediately. Available credit may not be replenished instantly in every circumstance.
  3. Review any fee. Confirm whether you opted in, what fee was disclosed, how much the account exceeded the limit, and whether the charge follows the billing-cycle restrictions. Ask the issuer to investigate a fee that appears inconsistent with those details.
  4. Pay down the balance as soon as you feasibly can. A lower balance reduces what you owe and can reduce utilization when the lower balance is reflected in credit reporting. Keep required payments on time; the scoring sources support no exact prediction of points or reporting dates.
  5. Revoke opt-in consent if you do not want over-limit transactions paid. Notify the issuer. The change is prospective, so it does not reverse transactions or fees from before the revocation took effect.

If a payment has been credited but the available-credit amount has not changed yet, ask the issuer when it expects to update the amount. Available credit may not be restored instantly in every circumstance. Regulation Z also says an issuer cannot charge an over-limit fee solely because it failed to replenish available credit promptly after a credited payment.

How to avoid being surprised by the limit

Before relying on a card for a large or time-sensitive purchase, check both the credit limit and available credit in the issuer’s app or statement. The available amount can be less than the limit when there is already a balance or when transactions have affected the account. If the issuer has recently changed your limit, confirm the current amount rather than relying on an older statement.

Know whether you have opted in to over-limit transactions and what fee your issuer disclosed. That choice concerns whether the issuer may pay an over-limit charge; it does not make approval certain. If you prefer not to have charges approved above the limit, contact the issuer to revoke consent and ask how the change will be recorded.

When managing a high balance, consider both the amount owed and when the issuer reports account information. A payment can reduce the balance owed, but the account’s reporting schedule determines when a lower balance may be reflected on a credit report. For account-specific fee terms, election records, payment availability, and reporting timing, the issuer is the source for the details of your account.

Frequently Asked Questions

Will my credit card be declined if a purchase would put me over the limit?

It may be. An issuer can decline a transaction expected to exceed your available credit, and it can still decline one even if you opted in to over-limit transactions. An issuer may also choose to approve a charge that takes the account over its limit, so approval is not predictable from opt-in status alone.

Can I be charged an over-limit fee without opting in?

Generally, no. Under Regulation Z, an issuer generally must get your affirmative consent before charging an over-limit fee for paying a transaction that takes the account above the limit. The issuer must disclose the fee before you opt in and confirm your election afterward. You can revoke consent by notifying the issuer; revocation does not apply retroactively.

How much can an over-limit fee be?

CFPB consumer guidance last reviewed September 23, 2024 describes maximums of up to $25 for the first time over the limit and up to $35 for a second time within six months. A fee cannot exceed the amount by which the limit was exceeded, and the issuer must also comply with billing-cycle restrictions. These are maximums, not charges every issuer necessarily applies.

Does going over my credit limit automatically hurt my credit score?

There is no fixed point penalty simply for exceeding a limit. A reported balance above the limit can raise utilization, which may hurt a score, but the effect depends on the reported balance and limit, scoring model, and other information in your credit file. A later lower reported balance may reduce utilization, without a guaranteed timing or point change.

Will paying the card bring back my available credit right away?

Not necessarily. Ask your issuer whether and when a payment will restore available credit; it may not be replenished instantly in every circumstance. Regulation Z generally bars an over-limit fee solely because the issuer did not promptly replenish available credit after a credited payment.

What happens if my issuer lowers my credit limit below my balance?

A limit decrease can leave you with no available credit or put the balance above the new limit even without a new purchase. CFPB guidance says that after notice of a limit decrease, an issuer cannot charge an over-limit fee or impose a penalty rate for exceeding the new limit until 45 days after notice. Contact the issuer to confirm the effective limit and how payments affect availability.

The Bottom Line

An over-limit charge may be declined or approved at the issuer’s discretion. In the United States, an issuer generally needs your affirmative opt-in before it can charge an over-limit fee, and CFPB guidance describes capped fees subject to additional restrictions. Going over the limit does not carry a guaranteed score penalty, but a high balance may affect utilization if it is reported. Check your account, ask the issuer about fees and reporting, and pay down the balance as soon as feasible.
