If a stablecoin issuer fails, your ability to redeem may depend on the token’s terms, reserve assets, applicable law and insolvency process. If an exchange fails, you may lose access to tokens held in its custody while the platform’s assets and customer claims are sorted out. The token can remain on the blockchain in either case; that does not guarantee you can redeem it for one dollar or withdraw it promptly.
Issuer failure and exchange failure are different risks
A stablecoin involves at least two separate relationships: the token issuer’s promise or process for redemption, and the exchange’s custody and account arrangements. One company can fail while the other continues operating.

A token’s continued existence on a blockchain is not the same as a right to redeem it. Likewise, an issuer that remains solvent cannot by itself restore access to tokens locked in a failed exchange account.
If the stablecoin issuer fails
A stablecoin is not automatically a bank deposit. The key questions are who issued it, who is entitled to redeem it directly, what backs it, where those assets are held, whether holders have a claim to them, and how the relevant insolvency law treats that claim. Reserve disclosures can help explain what backs a token, but they do not by themselves promise immediate access or a particular recovery.

Covered U.S. payment stablecoin issuers
For permitted payment stablecoin issuers covered by 12 U.S.C. § 5910, the statute establishes a reserve-priority framework. In an insolvency, holders’ claims have ratable priority with respect to required payment stablecoin reserves. The law also provides for a claim at par value in the insolvency proceeding; if reserves are insufficient, the unsatisfied portion of redemption claims receives priority over other unsecured claims, subject to the statute’s details.
These protections are specific to covered permitted issuers and required reserves. They are not a universal guarantee for all stablecoins, and a priority claim does not mean an immediate payout. U.S. rules for covered issuers also require identifiable reserves at least equal to outstanding payment stablecoins and timely redemption procedures; whether a particular token and issuer fall within that framework matters.

MiCA-covered asset-referenced tokens in the EU
For asset-referenced tokens covered by the EU’s MiCA framework, the reserve of assets is legally segregated from the issuer’s estate. Covered issuers must also have a redemption plan for specified situations in which they are unable, or likely to become unable, to meet obligations, including insolvency or withdrawal of authorization. The plan is intended to support equitable and timely payments from the proceeds of remaining reserve assets.
MiCA also provides for recovery measures and recognizes circumstances in which redemption may be temporarily suspended. These rules apply according to the token’s classification and authorization; they should not be assumed to cover every token marketed or used as a stablecoin.

A peg does not guarantee a one-dollar market price
Even where an issuer intends to redeem at par, a token’s secondary-market price can fluctuate. Circle warns that operational or legal events may delay or restrict USDC redemption. During the March 2023 banking disruption, Circle reported that funds at Silicon Valley Bank were temporarily inaccessible and redemption requests accumulated; Circle later said the funds became available and the backlog was cleared. That episode illustrates liquidity and market-price exposure, not a promise that another issuer failure would resolve the same way.
If the exchange fails
When tokens are left on an exchange, the customer depends on the platform’s records, custody arrangements, account terms and ability to process withdrawals. A failure may therefore block access even if the stablecoin issuer is operating normally. Whether customers can recover specific assets, must submit a claim, or face delays depends on the facts, applicable law and the insolvency process.

Coinbase’s U.S. customer agreement says cryptocurrency balances are not protected by FDIC or SIPC insurance. It describes possible pass-through deposit insurance for eligible customer cash held at insured institutions, subject to conditions; that is not insurance for stablecoins or other crypto assets.
In its 2024 Form 10-K, Coinbase disclosed that crypto held in custody could be treated as property of a bankruptcy estate and customers could be treated as general unsecured creditors. The company also said it seeks bankruptcy remoteness and relies on UCC Article 8, while acknowledging that courts had not yet considered this treatment for crypto assets. This is a company-specific disclosure about legal uncertainty, not a definitive ruling about every exchange.

What to check before choosing where to hold a stablecoin
- Issuer and authorization: Identify the legal issuer and check whether the token and issuer are covered by the regime relevant to you. This affects which redemption terms and statutory protections may apply.
- Redemption access: Check who can redeem directly, including any eligibility rules, minimums, fees, conditions and expected timelines in the issuer’s current terms. A retail holder may not have the same direct access as an institutional customer.
- Reserves: Read what assets back the token, where they are held, how they are disclosed, and whether the applicable regime requires segregation. Reserve composition and custody can affect access and recovery.
- Exchange terms: Review the agreement for how customer assets are held, whether the platform may lend or use them, how ownership is described, and what happens in insolvency.
- Wallet control: Decide whether to leave tokens with a custodian or control the wallet’s private keys yourself. Self-custody reduces dependence on an exchange for access, but makes key security and transaction handling your responsibility and does not remove issuer redemption risk.
What is not guaranteed
- A one-dollar target does not guarantee that the token will trade at one dollar at all times.
- Reserve information does not, on its own, establish that you have a direct claim to reserve assets or can obtain them quickly.
- FDIC or SIPC protection should not be assumed for stablecoins or crypto held on an exchange.
- There is no general recovery percentage or standard payout timetable that applies to stablecoin holders across issuers, exchanges and jurisdictions.
Current issuer redemption terms and the agreement for the specific exchange account are essential: protections and procedures differ by token, jurisdiction and product, and terms can change.
